When all review comments from the Engineering Division have been addressed and subsequently approved, am I ready to pick up my permit?

If all other applicable departments have also reviewed and approved your project, the permit clerk in the Development Department will contact you or your contractor with the required fees for issuance of the permit(s).

Do all permits require a Professional Engineer?

No. If you are demolishing a home and building a new home, or, if you are building where there has previously been no home (a vacant lot), a Professional Engineer (P.E.) currently licensed by the state of Illinois is required to prepare and seal the plans. While existing and proposed grades should always be submitted for additions, the necessity of a P.E. for additions will depend on the individual lot, the history of the area/subdivision, and the nature of the work to be done.

For example, because they lack storm sewer, residents in the Glen Oak Acres area are required to obtain the services of a P.E. for any proposed additions. Also, residents located within a FEMA-designated Floodplain must obtain a P.E. to prepare their site/grading plan. Finally, residents in other areas of the Village with no storm sewer, and along Village boundaries with adjacent unincorporated areas must have their plans completed by a P.E.

The Engineering Division reserves the right to a final determination of P.E. necessity in all cases.

Are Permits required for Grading Work?

Any variation of grade which affects lot drainage requires review & permit from the Engineering Division. In addition: any variation in elevation exceeding four inches (4") requires review and permit from the Engineering Division (note that the Building & Zoning Department issues all permits).

What do I need to submit to Engineering for a first floor addition, patio, deck, shed, detached garage, pool or spa?

When applying for a permit for any of the above, the Village of Glenview requires that lot grading be addressed through a grading plan.

The grading plan shall consist of both existing and any proposed grades and may be based on an assumed datum based on an elevation of 100.0; preferably the top of the foundation of the residence*.

Grading plan shall include top of foundation for building additions. All other aspects of the plans shall incorporate any and all necessary information as described in the site/grading/topography requirements, Parts 1 & 2. Note that unless your work will take place in a "Special Area" as defined below, plans by a Professional Engineer (P.E.) are not initially required. [* Special Areas as defined below will require USGS grades (i.e. you may not use an assumed benchmark).]

Grades shall be developed and presented on a plan, drawn to scale, using feet and decimal parts of a foot only. Spot grades at (at minimum) ten foot (10') intervals, contour lines at one (or one-half) foot spacing, or any combination of the two may be used to accurately and clearly show the existing and proposed pattern(s) of drainage. Contours and/or spot elevations shall extend a minimum of thirty feet (30') in all directions beyond the proposed construction and ten feet (10') onto all adjacent property if the property line is within thirty feet (30') of construction.

In all cases, positive drainage (1% +) throughout the lot must be achieved and the plan must reflect no additional run-off onto adjacent properties, nor any diverting or blocking of existing run-off onto or from adjacent properties.

* Special Areas are defined as 1) the Glen Oak Acres area of the Village, 2) other areas of the Village where there are no storm sewers, 3) along Village boundaries with adjacent un-incorporated areas, and 4) within FEMA-designated floodplain areas.

Site/Grading plans by a Registered Illinois Professional Engineer (P.E.) are required for work in special areas. P.E. plans may also be required --upon review of the topography-- in areas that are not considered "Special Areas." All information on the plan must be legible.

Even if proposing no change in grades, existing grades shall still be submitted to the Village for review. The "drainage statement" as noted in part 1 of the site/grading/topography link shall be included on plans as per Engineering Division instruction.

What should my contractor note on my driveway permit submittal?

Your contractor should note the following:

  • the material used - such as concrete or asphalt.
  • the use of any decorative material such as brick or stone. Will this material extend into the Village parkway (right-of-way)?
  • portion of the existing driveway is being "removed and replaced as-is." This means that the shape (configuration) of the driveway will not change at all and the new driveway will contain the same material as the one it is replacing (i.e. concrete is being replaced in kind with concrete)
  • any grades that will be changed.
  • depressed curb that is being installed or any trees being impacted.

The plan shall either be submitted on a plat of survey or accompanied by a plat of survey with a complete, legible legal description.

Do I need a permit to remove trees on my lot?

The Village Tree Ordinance states that certain species of trees are to be protected. The Village Arborist will visit your property and/or provide you with more information. You may also refer to the "Village of Glenview Tree Standards Manual" and Ordinance # 4235. Section III (three) of the Tree Permit application (available with the permit clerks) is most often applicable.

Note: trees or landscaping in any Village right-of-way are not to be disturbed without approved plan and payment of appropriate escrows.
