Site Plan Requirements (Part 1)

The site/grading/topography plan shall consist of the following:

  • ALL WORK TO BE DONE ON SITE MUST BE SHOWN AND NOTED ON THE SITE/GRADING PLAN.
  • Both existing and proposed grades, including the proposed top of foundation ("TOF") elevation(s).
  • Grades are to be submitted in USGS (NGVD 1929) datum. An assumed benchmark of 100.00' or USGS conversion factor shall NOT be used for new homes, but may be used for additions.
  • The proposed TOF for the new residence shall be the average of the two adjacent TOF elevations, OR, if the TOF of the existing home (the home to be demolished) is already ABOVE the average of the two adjacent homes, the new TOF may match this existing TOF which is above the average.; The proposed TOF and existing TOF shall be shown on the site plan.
  • Grades shall be developed and presented on a plan, drawn to scale, using feet and decimal parts of a foot only. Spot grades at ten foot (10') intervals, contour lines at one (or one-half) foot spacing, OR any combination of the two may be used to accurately and clearly show the existing and proposed pattern(s) of drainage. Note that these grades shall be provided for as much of a distance as is deemed necessary to properly determine site/area drainage (see next item).
  • Contour lines or spot grades shall extend a minimum of thirty feet (30') beyond the new construction, and ten feet (10') onto the adjacent property if the property line is within thirty feet (30') of the construction -OR- as far as is necessary to accurately and clearly show the existing and proposed pattern(s) of drainage.
  • New residences shall maintain four to eight (4 - 8) inches of exposed foundation wall at all points around the home. All spot grades, contours, and elevations at downspouts and "steps" in the foundation wall shall reflect this. This requirement includes foundation walls with brick ledges or "dropped siding".
  • Additions to homes shall make all reasonable efforts to meet the above requirement. If a "drop" or "step" foundation is to be used, the Engineering plan shall note this and include all necessary spot grades to show the required exposed foundation. Also: for additions, the architectural and Engineering plans shall note IF the "top of the proposed foundation is to match the top of the existing foundation. If this is not the case, plan preparer shall detail any and all discrepancies in new and existing foundation wall TOFs, making every effort to meet the required four to eight inch (4" - 8") exposed foundation wall requirement.
  • Downspouts shall not tie into storm sewer via the home sump system (or other method) under any circumstances unless permission has been granted by the Engineering Division. Downspouts shall be shown on the plan discharging towards the front and rear of the lot or no closer than three feet to any lot line, nor in a manner which negatively impacts any adjacent property. If downspouts are to splash on splashblock, this shall be noted and symbolized on plans. Furthermore, spot grades and contours shall indicate that downspout discharge will drain away from home in a manner that will not disturb adjacent properties. If downspouts will be run underground thru pipe to discharge at grade near the property line, this shall be shown and noted on the site plan-including the pipe material and size to be used.
  • Show sump pump discharging either to storm sewer (sump shall be connected to the storm sewer if one is available), or show sump pump discharging at grade onto a splashblock. If showing the latter, spot grades and contours shall indicate that sump pump discharge will drain away from home in a manner that will not disturb adjacent properties.
  • In all cases, positive drainage (1%+) throughout the lot shall be achieved and the plan shall reflect no additional run-off onto adjacent properties, or the diverting or blocking of existing run-off onto and through the lot. Every effort shall be made to drain any low areas on the property via approved Village methods. The Engineer for the project will be required to include on the site plan, signed and dated, the statement below:

"To the best of our knowledge and belief, the drainage of the surface waters will not be changed by the construction of this Subdivision or any part thereof, or that if such surface water drainage will be changed, reasonable provisions have been made for the collection and diversion of such surface waters into public areas or drains which the property owner has a right to use, and that such surface waters will be planned for in accordance with generally accepted engineering practices so as to reduce the likelihood of damage to the adjoining property because of the construction of the Subdivision, or this site.
