Site Plan Requirements
(Part 2)
- Proposed
slopes shall not exceed 1:4 at any
point, and existing grade at the property lines must be met.
- The plan shall show any and all tree
protection fencing and any
trees to be removed. A tree preservation/removal permit
shall be obtained from Village Arborist as per Ordinance # 4235.
See the "Village of Glenview Tree Standards Manual" Section
III and question(s)
below for more information.
- If no trees are to be
impacted in any way by construction, this shall be noted on the
site/grading plan: "NO TREES TO BE REMOVED."
- The
plan shall show any and all utility
services in the vicinity of the lot including, but not
limited to: sanitary, water, and storm mains, catch basins etc.
If any new services are to be installed, the plan shall
reflect this while
listing sizes and materials to be used Show all pipe and structure
inverts and rims.
- Six
inch (6") SDR-26 PVC shall be installed with a minimum one
(1%) percent slope-note this on plans. All new sanitary service lines in Glenview
shall be six inch (6") SDR-26 PVC. Sanitary line from interior through
building foundation to four feet (4') outside foundation wall shall be
ductile iron, not cast iron.
- Please note that for
all additions, a sanitary sewer service upgrade will be
required whenever a water service upgrade is required. The
sanitary line upgrade can be addressed in one of two ways:
- Homeowner may "reline" the existing
sanitary service line if it is in good enough
condition (as determined by a lining contractor) and the
existing line is at such a depth as to allow for conversion to
"overhead" sewers
inside the home if "gravity" sewer is present (see below).
- If relining is not an option for either of the above reasons,
a new
sanitary service shall be installed from the main into the home and any
existing "gravity" sewer in the home will be converted to "overhead"
sewer.
- Four inch
(4") SDR-26 PVC for storm sewer shall be installed with a minimum two
(2%) percent slope-note
this on plans.
- Any and all utility disconnections shall be
done at the main. This must be shown and noted
on the plans.. Correspondingly, any and all new utility services shall be
tapped at the main and shown and noted on the
plans--show the main(s) on your plans.
Disconnections of water services shall NOT take place at the
"B-Box".
Disconnections of sanitary sewer lines shall not take place anywhere
other than at the
main itself unless given specific approval from the Engineering
Division.
- Any contractor encountering re-lined sewer main during the
course of disconnection/new service line
connection work shall cease work and immediately contact the
Engineering Division for further instruction: 847-998-9500
- New or upgraded water
services shall be sized by the Building Department
and Engineering Division as per the State of Illinois Plumbing Code.
Under NO
circumstances shall the new water service line (or B-box) be
located under a driveway.
- Cleanouts/rodouts
shall be provided for sanitary service line ten feet (10') from the
outside face of the foundation, as well as every eighty feet (80')
thereafter. Cleanouts shall also be
provided at any and all bends in sanitary
service lines and storm service lines (including sump pump lines).
Cleanouts shall not be placed in Village
right-of-way or in utility easements at the side or back of lots under
any circumstances.
- Note that there are, on
occasion, contractors and/or homeowners who wish to
re-use the existing sanitary line from the existing home for the new
home. Under NO circumstances does the Village allow an
existing sanitary line to simply be re-used "as-is"; for ALL new homes,
the sanitary service line must either be "re-lined" or replaced as
follows.
The first option
is:
- The existing sanitary service line shall be
televised BEFORE the permit(s) is/are issued, and the videotape
submitted to a lining contractor for review
(The Village does not review such tapes). IF
the lining contractor is able to re-line the service, and the
contractor/owner decide to pursue this option, the service line may
then be re-lined. In these cases, the Village usually allows the
existing sanitary line to be disconnected just inside the property line
while the home is demolished (as opposed to a disconnection at the
sanitary main itself). The engineer shall show/note this on the
site/grading plan. Upon completion of the re-lining work, a second
televising of the service line shall take place and that videotape
shall be submitted to the superintendant of sewers in the Village
Public Works Department for review.
- The second option
is to disconnect the sanitary line at the main and
run a new sanitary line from a new connection at the main, as per
normal procedures for demolitions/new construction. The engineer shall
show/note this on the site/grading plan. It is also important to note
that there are times when re-lining is more expensive than simply
running a new sanitary service line, and times when it is cheaper. The
contractor/owner must decide which option they wish to pursue BEFORE
receiving their Village permit(s). Also note that there are
circumstances under which lining contractors may be unable
to re-line a sewer service. If this is the case, a new service line
shall be run per previous instruction [New water lines must be
installed for all new homes unless
appropriate 'stubs' exist due to recent subdivision improvements.]
- There is no
open cutting/trenching of streets allowed in Glenview.
If disconnection(s)/new utility service(s) require work under the
pavement itself, these new services shall be augured/bored
under Glenview pavement to the connection point at the main. This must
be shown and noted on the plan. Only a cut large enough so as to access
the main to make the disconnection/new connection is allowed. An escrow shall be collected BEFORE the
opening(s) is/are made in the parkway and/or street.
- Streets must remain passable at all times.
No trench or pit shall remain open overnight. Traffic control complying with
all federal and state standards shall be provided. Steel plates may be
used to cover open trenches in the event work needs to continue the
next day. Plates and/or temporary cold patch ("UPM") shall be used on
pavement not restored before the end of the work day. Yellow caution
tape and/or
plywood are NOT adequate protection around excavations.
- Casing pipe shall be used every
time pipe four inches
(4") in diameter or
greater is augered or bored under any Village road.
- Any
and all changes to driveways
and curbs and gutters shall be shown, including
linear dimensions of any improvements such as
newly installed depressed curbs or
curb replacement. The width of the driveway at the street
or curb shall not exceed thirty feet (30') including the maximum
allowable three foot (3') flairs on either side of the drive at the
curb line.
- If replacing any public walk squares,
plan shall reflect new squares which meet existing walk elevation (i.e.
no dramatic drops or steps are allowed in the public walk). If
proposing to lower the public walk through a new driveway, plan shall
reflect additional squares along the frontage of the house to be
removed, so as
to minimize changes in the slope of the walk.
- Show
any and all retaining walls, both proposed and existing. See question
on retaining walls for more information.
- No
permanent structure or proposed utility shall be
erected or installed closer than five
feet (5') horizontally from the outside of any existing or proposed
Village utility in the easement. For example, if your new
concrete driveway will be located closer than five
feet (5') to the outside of a Village pipe, or will
otherwise encroach in an easement, a hold harmless agreement letter
will be prepared which the property owner must sign before the permit
will be issued. If proposing a driveway in a utility easement, the
property owner is required to seek and obtain permission from all
utility companies with services in said easement, and sign an "easement
encroachment" hold harmless letter with the Village before the permit
for the driveway will be issued (see questions on easements).
- Any and all material
& dirt stockpiles shall be located within
a six foot (6') chain-link fence
with a lockable gate and silt fence (no stockpiles may be located on
Village property). This construction fence, as well as an erosion control "silt" fence
shall surround the work site [a second silt fence (inside the first)
around any dirt stockpile is not required]. These fences shall NOT
enclose any Village utility structure or fire hydrant NOTE:
If you are doing any utility
disconnections, the chain-link and silt fences, as well as
any tree protection, must be in place before
any work or inspection can be done. (The Building Department
will issue you a "Site Development" Permit in order for you to place
all fencing on the site. The "Site Development" Permit is NOT the
demolition/new construction permit.)
- Excavated
backfill material (dirt or otherwise) may NOT be spread around the
property in
such a manner as to raise existing grades unless shown on the
site/grading plan approved by the Engineering Division. If dirt
excavated for a new home or addition or brought in from off-site is
distributed around the lot and your grading plan does not show this, work will be stopped on-site
until your plans are updated, resubmitted, and approved by the
Engineering Division
showing such changes.
- Site plan shall
note and show location of any well
or septic tank/field. Any well capping or septic tank work
must
be noted on site/grading plan and approved by the
Village Health Division.
- Site
plan shall be prepared and presented in a manner and at a scale that is
legible; preferably one inch equals
ten feet (1:10).
- Although
maintaining existing grades may be acceptable, a
plan of existing grades
shall be submitted for review in the above described manner.
- All wall sections
on Architectural plans
shall reflect the required four to
eight inches (4" -
8") of exposed foundation required in Glenview for
freeze/thaw cycle protection.
- Architectural
plans shall note the location and manner of the sump pump discharge on the foundation
sheet, including a note that sump pump is to
"discharge to storm sewer with required two inch air gap" -OR-
"sump pump to discharge at grade via splashblock as per Engineer's
plan." Note: while sump pumps for new homes are required
to be connected to the available storm sewer main, they are not
required to be connected to the storm sewer main in cases of home additions.
In cases of home additions the owner/contractor may choose to either
connect the pump to the main or splash it at grade on a splashblock
(again, insuring that the location of the splashblock will not cause a
drainage problem for the adjacent neighbors).
- Under
no circumstance shall a sump pump discharge closer than ten feet (10')
to any property line.
- Architectural
plans shall note
any "drop" or "step" foundation(s),
and brick ledges.
- As always, the
design Engineer shall coordinate the plan with the Architect, paying
special attention to proposed water and sanitary sizes and any "steps"
or "drops" in the proposed foundation.
- All persons preparing site/grading plans
shall visit the Village web site to obtain the most recent
set of Village engineering standards. Details from other
municipalities,
"adjusted" or otherwise "modified" details will not be accepted under
any circumstances and will necessitate a resubmittal of the plans.
- In addition to including the relevant details on all plans,
the site/grading plan shall note where each type of work is to take
place; i.e. if including a casing pipe detail, the new sanitary service
line on the site plan shall also note that casing pipe is required; if
including a silt fence detail the silt fence shall also be shown on the
site plan itself; if showing a catch basin, the appropriate catch basin
detail shall also be included etc.
- Three
copies of a complete, legible plat of survey - with complete, legible
legal description - shall be submitted with ALL permit applications.
- All information in the site/grading plan must be legible
before a complete review can be done, or a resubmittal may be required.
IF
you can show all existing and proposed items above on one legible
plan you may do so. Otherwise, you may submit a plan with separate
sheets for existing and proposed items. You may also submit your tree
information on a separate sheet if you so desire.
- Plan
shall clearly note the required
engineering inspections: utility disconnections, driveway and or
sidewalk(concrete) pre-pour, trench backfill for any piping, any
pavement patching, and final grading (pre-sod) as well as the
Inspection Phone Number: 847-904-4320.
- Engineering
plans shall include the engineer's stamp and signature as well as
accurate address, phone, and fax contact information.
- Note: the above list may
or may not include all necessary plan items. Items may vary
from lot to lot; refer to the specific review comments by the reviewing
engineer.
