Feb. 7, 2012

Actions:

  • Granted a Class A Liquor License to Sushi Hana, which owns Tatami, 1859 Waukegan Road. The license allows for the sale of alcoholic beverages for consumption on the premises where food is served.
  • Authorized purchasing between 530 and 750 trees for $186,250 through the Suburban Tree Consortium to replace trees or fill in gaps on Village parkways. The program helps Glenview retain its status as a Tree City USA and maintains Glenview’s suburban forestry.
  • Authorized the Northern Illinois Municipal Electric Collaborative to conduct bid auctions for electricity supplied to the Village’s pumping stations, parking decks, train stations and streetlights for the period of June 2012 through May 2013. The joint bidding with about 125 other Illinois communities allows Glenview to take advantage of economies of scale and favorable market conditions.
  • Awarded a $61,050 contract to Orange Crush LLC of Hillside to provide hot permanent patch for roadway cracks and deterioration, and a $36,410 contract to Gallagher Materials Corp. of Thornton, Ill. for cold temporary roadway patch. The cold patch contract was jointly bid with seven other communities through the Municipal Partnership Initiative.
  • Authorized the purchase of two replacement heavy-duty dump trucks from Prairie International Trucks Inc. of Springfield for $218,190, which will be outfitted with salt spreaders and side boards.
  • Provided for a permanent road easement through 41 acres owned by Glenview that was formerly part of the Navy’s military housing parcel for Midwest Family Housing LLC, which has sold 25 acres of former military housing land to Pulte Homes. The easement guarantees access to residences constructed by Pulte and gives the Village more flexibility as it markets its 41 acres for development.
  • Renewed an annual agreement with the Cook County Assessor’s Office to access its Geographic Information System (GIS), which is used to display comprehensive parcel information on the Village of Glenview website.
  • Amended and extended an agreement for financial advisory services with Ehlers and Associates Inc. of Lisle, effective through the end of the 2012. The firm provides technical assistance, official statement preparation and marketing services for municipal bond issues.
  • Executed a collective bargaining agreement with the Illinois Fraternal order of Police that covers Glenview police officers from Jan. 1, 2013 through Dec. 31, 2015. Wage increases were set at 2.75 percent for both 2013 and 2014 and 2.5 percent for 2015. Changes include a new 10-step pay schedule for officers hired after Jan. 1, 2013 and a provision that calls for an officer to begin his or her shift 30 minutes earlier should high call volumes or other circumstances dictate the need, to be compensated at the overtime rate, rather than require a three-hour minimum hireback.
  • Granted a commercial variation for D/R Services at 2031 Johns Drive, to allow for the installation of a wind turbine in a side yard.
  • Approved a retention and development agreement with McGrath Imports Inc. in connection with its plans to relocate from 301 Waukegan Road to 1601 Overlook Drive, the former Avon site. The agreement requires a dense buffer on the eastern portion of the property adjacent to the Metra railroad property; reduced lighting levels at the east end of the parking lot; and sets operation hours and prohibits outdoor speakers. The agreement requires the new facility be larger than the current one, a commitment to operate the facility for at least 15 years and a sales tax incentive triggered by a verifiable increase in the dealership’s annual sales.

The program, which Glenview instituted in 2011, allows municipal ordinance violation cases to be heard at a hearing at Village Hall instead of the Circuit Court of Cook County.
  • Entered into an intergovernmental agreement with the villages of Northbrook, Glencoe and Kenilworth to jointly bid the 2012 street resurfacing projects. The agreement stems from the Municipal Partnering Initiative that Glenview and 18 other Lake and Cook county communities have participated in.
  • Authorized a water feasibility study with Des Plaines and Wilmette that can determine whether Des Plaines can purchase Lake Michigan water through Wilmette and Glenview. The study will individuate the scope of water transport pumping and transmission improvements would be needed. Each municipality will contribute $49,000 for the study.
  • Declared various telephone, printing and computer equipment to as surplus in order to dispose of them through Internet auctions and the Northwest Municipal Conference surplus vehicle and equipment auction.
