Village President's Report:
- Swearing in of Police Officer Heydo Zando.
Public Hearing
- The Board revoked the business license for Hanui, Inc., 214 Greenwood Road, due to multiple violations of the Village's Liquor Code. Specifically,
the violations related to the prohibition of the sale at retail of any alcoholic liquor under a Class A Liquor License between 1 and 6 a.m.
Approved:
- Freezing the rent during 2008 for the Glen/North Glenview Metra Station coffee vendor at $200 monthly, as the Village believes that having a coffee vendor at the station is beneficial.
- Agreement with the Office of the Illinois State Fire Marshal to hire the Thompson Elevator Company to provide inspections of local elevator, escalator and other conveyance systems in compliance with
state law. As associated fees are paid by building owners, there is no cost to the Village.
- Motor Fuel Tax Fund appropriation of $2 million to fund a portion of the Village's 2008 Road Reconstruction Program. MFT Funds are
collected by the State, but used by local municipalities to fund road infrastructure improvements.
- Contract Awards:
- Pavement testing services to Soil and Material Consultants, Inc. Budget: $58,751.
- Lobbyist services to Cullen and Associates. The firm will continue representing the Village's position
on public policy issues at the State level as well as assist in seeking out state and federal grant funding opportunities. Budget: $48,000.
- Use of electronic changeable message signs under certain circumstances. Such signs
need to have screens that are no more than
72 square feet and no more than 50 percent of the total sign area. They must be at least 500 feet
from any residential district
and from any other electronic changeable message sign. 5-1 in favor.
- Amendment to Appearance Code regarding downtown sign design guidelines that create a more user-friendly process for local contractors. The goal is to allow for
creative, pedestrian-oriented signs that will enhance the visibility of downtown Glenview businesses.
- Annual discount on Building Permit fees for single-family home improvement projects between January and March, 2008.
- Conditional uses for Oriental Fencing Studio and Chicago Martial Arts, 1919A and 1919 Pickwick Avenue respectively.
- Temporary banner for Art Post Gallery, 1452 Waukegan Road.
- Introduction of two Special Service Areas for storm sewer installation:
- Wagner Road (#49).
- Kaywood Lane (#61).
- Amendment to Municipal Code which mandates that regular Board of Trustee meetings take place on the first and third Tuesdays of each month.
The amendment recognizes that sometimes this schedule changes due to holidays and other factors.
- Two 2007 property tax abatement ordinances. These abatements are possible because monies are available from other sources. They are:
- $5 million General Obligation Corporate Purpose Bonds, Series 2007A.
- $1.2 million Taxable General Obligation Water Bonds, Series 2007B.
First Consideration:
- Conditional use, final site plan, and preliminary subdivision for BP Fuel Station, 2401 Sanders Road.
Presentations
- Proposed new Municipal Liquor Code. Major changes would include:
- Inclusion of clear definitions relating to the licensing of alcoholic beverages.
- Specific delineation of the powers and duties of the local liquor commissioner (the Village President).
- A reduction in the number of liquor license classifications from 17 to eight.
- Consolidation of allowable hours of operation into two classifications -- one for establishments
that serve alcohol on the premises, and one for establishments that sell it for consumption off site.
- Extension of alcohol prohibition to all public parks (as opposed to only Gallery Park).
- Requirement that managers of licensed premises and those who mix alcoholic beverages complete state-approved training to recognize and avoid overservice of
alcohol and false identification.
