Village President's Report
Village Manager's Report
- The Board approved a resolution to remove 32 Waukegan Road gas street lamps. These lamps are expensive,
difficult to maintain, and serve no purpose as in most places light is provided by an overhead street lamp.
- Discussion: Permit fee waivers for nonprofit organizations.
A majority of the Board supported the staff recommendation to waive fees only for governmental agencies
such as the Park District or School Districts -- or entities that are primarily supported by governmental agencies.
Village Attorney's Report
- Sunset Village update. This privately-owned mobile home development on Waukegan has been a source of concern for some time, because it has a history
of health and safety issues. Although the Village does not have any direct regularly control over many aspects of Sunset Village (for example, it has a private water system),
Village staff has spent years working with the owners to address these issues. Because Cook County does have regulatory control over the development,
the Village has also repeatedly asked the County to enforce its own regulations. Because it has refused to do so, the Village is attempting to use its own fire and life safety code
to force the owners to improve isssues such as drainage, the number of illegally parked cars on the streets (which impedes emergency vehicles),
the widening of narrow streets, the inadequate water distribution system, and the
proximity of structures within the property (a fire hazard). Although some remediation has occurred, a court date has been set for January 16. Also,
Village staff has offered to help establish a Special Service Area which would allow Sunset Village to borrow funds for needed capital repairs at a more favorable rate.

- Ordinance amendment to permit a hospice as a conditional use in an I-2 Light Industrial District.

- 1727 Sunset Ridge Road - Talar
- Contract and bid awards:
- 2009 aerial photography and mapping services to Ayres Associations, Inc. Budget: $56,410.
- Techny Trail segment 3 project - Phase II engineering to Daniel Creaney Company.
Budget: $24,516.
- Change from a Class B Liquor License (sale and consumption of only beer and wine on premises) to a Class A Liquor License (sale and consumption of alcohol on premises) for
Zingarella, 2300 Lehigh.
- Twenty-five percent discount on residential permit fees from January 9 - March 31, 2009.
- Declaration of six vehicles as surplus Village property.
- Parking regulation adjustment for construction of Glenview Public Library. Twenty-one commuter spaces south of
Glenview Road will be allocated to Library customers and staff (designated as five-hour parking) while 21 new spaces have been designated for commuters at 1148 Depot Street.
Thirty additional spaces have been made available through a public-private agreement with Glenview State Bank.
Denied
- Stop control for Vernon-Raleigh intersection. Vote 4-2 against.
First Consideration
- Conditional use (antenna on top of building) for US Cellular and T-Mobile - 2211 Sanders Road. Waivers granted had to do with set-back and height requirements.
- Planned development amendment (existing wall sign to be moved) for Staybridge Suites, 2600 Lehigh.
- Regarding proposed expansion of Glenbrook Hospital, 2100 Pfingsten Road:
- Conditional use (heliport), rezoning and final site plan.
- Commercial variation (15 foot - as opposed to 12 foot - mechanical penthouse).

- Request from Library for additional seed money to support the new Library construction project.
