Village Manager's Report

  • Request from Library for additional seed money to support the new Library construction project. Responding to Trustee direction after the January 8 meeting, the Library informed the Board that it would be borrowing the needed seed money from its own reserve funds -- to be repaid when the bonds for construction are purchased. President Cummings clarified that this is not a violation of the Intergovernmental Agreement (IGA) or an increase in expenses for the new Library. Instead, it is a cash-flow issue.

Approved

  • Conditional use (antenna on top of building) for US Cellular and T-Mobile - 2211 Sanders Road. Waivers granted had to do with set-back and height requirements.

  • Village participation in the Northern Illinois Municipal Electric Cooperative (NIMEC) joint energy purchase for 2009 to power Village water pumping stations between June, 2009 - May, 2010. NIMEC was established to leverage an economy of scale in bidding for electricity to operate municipal infrastructure.
  • Motor Fuel Tax (MFT) Fund appropriation of $1.25 million for the 2009 Road Resurfacing Program and the Minor Area Resurfacing Strategy (MARS) Program. The MFT is collected by the State of Illinois on behalf of municipalities. These funds must be used for street maintenance, and must be requested by the municipality.

Reconsideration

  • Stop sign at Vernon Drive and Raleigh Road. At the January 8 meeting, the Board denied a request for a stop sign at this intersection.
