Village President Report

  • Update: Impact of February blizzard. The Village incurred $397,351 in blizzard-related costs. More than 180 semi-loads of snow were hauled, and the Village used 1,167 tons of salt.
  • Approval of Disaster Declaration due to February 1-4, 2011 snowstorm and its aftermath. This could result in partial reimbursement at the County, State and Federal level for costs incurred.

Village Manager Report

  • Update: Multi-family refuse and recycling. Since September, 2010 the Village has been studying the viability of expanding the Village's contract with Groot for garbage/recycling pick up to multi-family buildings with three or more units through a voluntary sign-up program. Terms would be similar to those in the Village's current Groot contract, although multi-family customers would need to purchase their carts. Trustees directed staff to move ahead and finalize the agreement.

Matters to be Presented by the Public

  • Mr. John Myers, attorney with Rabin, Myers & Hanken, spoke on behalf of Glenview Residents Against the NMH Development, a citizens group which is concerned about NMH's proposed medical office development at 2255 Sanders. A public hearing will be held on this project during the March 15, 2011 Trustee meeting. The group requested release of the draft annexation agreement and associated document for review; President Cummings responded that the annexation agreement would be available -- to the group, the Board and the public -- before the hearing.

Approved

  • Zoning variations for 2100 and 2180 Pfingsten - Glenbrook Hospital.
  • Contracts, Bids, and Purchases:
    • Five replacement vehicles for the Police Department from Landmark Ford. Price: $110,665.
    • Trees for the Village's 2011 Tree Planting Program from the Suburban Tree Planting Consortium. Price: $162,750.
    • Legislative services from Cullen and Associates. Cost: $52,800.
    • Crack sealing services to North Suburban Asphalt Maintenance. Cost: $74,760.
  • Intergovernmental agreement with the Village of Northbrook to jointly bid the 2011 Resurfacing Project.
  • Lease amendment with T-Mobile Central, LLC, to adjust the amount of its reimbursement payment obligation owed to U.S. Cellular.
  • Amendment to Municipal Code shifting the time limitation for solicitation from 6 p.m. to 9 p.m. The Village has been challenged on its 6 p.m. time limit and case law now supports the 9 p.m. limit as, in an increasing number of two-earner households, homes are vacant at 6 p.m. Homeowners and Homeowner Associations are free to post "No Soliciting" signs on their private property. Vote 4-2 in favor, with one abstention.
  • Conditional use and final site plans:
    • Abt Electronics, 1200 Milwaukee (conditional use to permit an electronic changeable sign)
    • Lubavitch Chabad of Glenview, 701 Harlem Avenue (conditional use to permit a building devoted to religious worship and a school within a residential district; final site plan).

First Consideration

  • Extension of site plan review and conditional use for Midwest Palliative and Hospice Care Center, 2050 Claire Court as its new facility had been delayed due to fund raising efforts.
  • Amendments to Municipal Code regarding
    • Contractor requirements and violations. Under the proposed amendment, a contractor with outstanding violations or one that owes the Village money will be prohibited from receiving additional permits.
    • Reference updates and spelling corrections.
