Village Manager's Report

  • Landscape waste collection update. Groot had planned to place a four-bag limit on the number of unstickered 30-gallon bags yard waste seasonal subscribers could place out each week (April-November). However, feedback from customers indicated some concern that this would not be adequate during the leaf-fall season. In response, the Village worked with Groot and was able to negotiate unlimited unstickered bags during November.

Approved

  • Regarding the planned 16-bed addition by Midwest Palliative and Hospice CareCenter, 2050 Claire Court:
    • Conditional use, final site plan review and preliminary subdivision.
    • Commercial variation.
  • Conditional use, final site plan, and preliminary subdivision for Five Guys Burgers and Fries carry-out, 2141 Willow Road; final site plan for an additional ground sign for the Willow Creek Shopping Center.
  • Twelve-month extension of expiration of conditional use (B-3 use in a B-2 district) for temporary office structure at Bredemann Ford, 2038 Waukegan Road.
  • Rezoning approval (from R-1 to B-2) for the Milwaukee and Central Shopping Center, 505 Milwaukee Avenue.
  • Contract and bid awards for:
    • Independent pavement testing services to Engineering Consulting Services Illinois, LLC. Budget: $68,402.
    • Windsor/Polo and Indian/Beverly infrastructure improvement projects to PirTano Construction Company, Inc. Budget: $2,249,559.
    • Engineering services, inspection management and landscape management to Baxter & Woodman. Five-year contract. Budget in 2010: $2,254,164.
  • Plan Commission denial of a Pleasant Plains Official Map amendment. Vote 4-3 in favor of the Plan Commission's recommendation.
  • Plan Commission recommendation to deny the rezoning application period for 3303-3305 Westview Drive. Vote 5-1 in favor of the Plan Commission's recommendation.
  • Declaration of certain Village vehicles and equipment as surplus.
  • Reduction in fees collected cover SWANCC disposal costs from $7.05 to $6.05/month as of July 1, 2010. This will reduce the overall refuse and recycling weekly curbside collection fee to $16.01/month (seniors will receive a ten percent discount).

Board Direction Requested

  • Regarding options to provide landscaping around the Video Ready Access Devices ("VRAD") installations necessary for implementation of AT&T's Project Lightspeed (U-Verse). The Board supported the staff recommendation to have AT&T provide the landscaping by contracting with a landscaper to design and install screening around VRADs. AT&T will be responsible for the first three waterings, but any future maintenance will be the responsibility of the adjacent property owner. The extent of the screening needed will be detetmined by a site visit.

First Consideration

  • Amendment to Municipal Code relating to the maximum number of liquor licenses within a classification.

  • Amendment to the 2004 Comprehensive Plan and annexation infrastructure policy for the Pleasant Plains neighborhood.
