President’s Report:
- Recognition of outgoing Commonwealth Edison External Affairs Manager Mike Radziewicz.
- On Monday, March 12 the Board will hold a special meeting at 7 p.m. in the Village Hall to continue debate and discussion on smoking ban options for Glenview. The meeting will be broadcast live on GVTV and streamed live at our website.
Village Manager's Report:
- Briefing on intergovernmental cooperation initiatives with the Glenview Park District regarding Air Station Prairie. In a continuing effort to ensure the most efficient use of limited resources, the Village and the Park District have developed a proposal to transfer long-term ownership of the prairie and the Tyner Interpretive Center from the Village to the Park District. As proposed, management of the Prairie and the Tyner Center will follow the Grove model. It will incorporate professional staff who will partner with citizen support groups. The facility would operate on a program and management approach which would be balanced and optimized. Such an approach would include community involvement, public use, ongoing stewardship and restoration, and education and recreational programs. Staff will bring a final draft agreement before the Board at a later meeting for approval.

- Rezoning, final site plan and preliminary subdivision approval for 1410 Waukegan Road.
- Conditional use, final site plan and preliminary subdivision approval for Youth Services of Glenview/Northbrook at 3200 West Lake Avenue.
- 2006 Property Tax Abatement Ordinance.
- Contract awards for:
- Pavement testing services to Soil and Materials Consultants, Inc. Budget: not-to-exceed $42,000.
- Palmgren/Spring and Raleigh/York/Thornwood infrastructure improvement projects to Mauro Sewer Construction,Inc. Budget: $1,755,981.
- 2007 concrete improvements/MARS-C program to Suburban Concrete, Inc. Budget: $292,771.
- 2007 sod restoration program to TNT Landscape Construction, Inc. Budget: $52,916.
- Professional planning services relating to the Navy Disposition Parcel and Parcel 10 to Houseal Lavinge Associates. Budget: $65,780. Click here for details.
- Acceptance of infrastructure improvements -- roads, sanitary sewers, sidewalks, storm sewers and water mains -- for the Concord at the Glen Subdivision. These improvements, installed by the developer, will now be considered public and will be maintained by the Village.
- Intergovernmental agreement between the Villages of Northbrook and Glenview regarding a joint community concept planning process for the proposed redevelopment of the 40-acre former Culligan property at the northwest corner of Interstate 294 and Willow Road in unincorporated Cook County. This property was purchsed from Culligan by GlenStar Development, which is proposing a mixed-use development. Through this join planning process, both Villages will address such issues as standards of architecture, traffic impacts, and stormwater runoff and drainage.
- Amendments to Municipal Code pertaining to the licensing of in-home
daycare facilities. Vote 5-1 in favor. Changes include (among other things):
- Lowering the number of children allowed in the home day care from 12 to eight.
- One-year licenses (as opposed to three-year licenses).
- Operators must prove that the home is there primary residence.
- A Village background check would be required (as well as a DCFS background check.)
- Rezoning of Wenzel residence, 901 Wedel Lane.
- Disposition of nine surplus vehicles and one surplus piece of equipment through the Northwest Municipal Conference spring auction.
First Consideration:
- Commercial zoning variation (reduce the minimum required front yard setback for a ground sign from 50 feet to 29 feet) for Gerber Auto Collision and Glass, 1904 Lehigh Avenue.
Continued:
- Conditional Use on building additions for Glen Grove (13,000 square foot addition on northwest portion of site), Hoffman (13,168 square foot addition) and Pleasant Ridge Schools (14,143 square foot addition), District 34. The Board referred this this matter to the Plan Commission for an informal review. It will come back to the Board on April 10. A public hearing was held on this matter.
- Modification of the Capital Projects section of the Summary of Fiscal Policies in order to authorize project length capital budgeting. Currently, capital projects are budgeted on an annual basis, with funds needing to be rebudgeted each year for projects. Under this modification, projects would be budgeted once -- for the length of the project -- without the need to continuously rebudget each year.
- New Park Zone speed limits on 17 side streets and three main streets. A new State Law now permits municipalities to designate these zones. Violations in these areas (going in excess of 20 mph, not stopping at a stop sign, not stopping before turning right on red) would be fined at higher levels when children are present and within 50 feet of motorized traffic. Continued in order for staff to collect and bring back to the Board additional information on this topic.
- Resolution to establish a guideline for staff regarding the capture of property taxes lost when property is annexed to the Village. The goal is to capture revenue which would have been generated by annexed property in the tax year following annexation in order to ensure that existing property tax payers do not subsidize operational or maintenance and infrastructure costs which should be paid for by the newly annexed properties.
- Consideration of the Plan Commission’s recommended denial of conditional use, final site plan and preliminary subdivision for Elegant Motors, 3330 Milwaukee Avenue. The Commission determined that the nature and intensity of the operation, as well as the size of the site, would not be in harmony with present development and was not appropriate for the orderly future development of the district in which it is located.
- Our Lady of Perpetual Help's pending covenant to provide storm water detention.
