Village President's Report

  • There will be one Board meeting only in April; it's scheduled for Thursday, April 16.
  • The next meeting of the Resident Storm Water Task Force is scheduled for Wednesday, April 22 at 7 p.m. in the Police Station.

Approved

  • Approval of Special Service Areas 62 & 63. These are in the Glen Oak Acres area of the Village.
  • Conditional use for Telecommunications Service Facility, 1400 Milwaukee Avenue -- 12 antennas, associated equipment and support installations.
  • Deletion of Municipal Code Chapter regarding licensing and regulation of real estate brokers. This Chapter is unnecessary, as this type of regulation and licensing occurs at the State level.
  • Bid and Contract awards for:
    • Swainwood/Alvin/Buttonwood Infrastructure Improvement Program to Lenny Hoffman Excavating, Inc. Budget: $1,504,809.
    • Glen Oak Acres Storm Water Area Management Program (SWAMP) Areas J and P Infrastructure Improvement Project to DiMeo Brothers, Inc. Budget: $2,310,907.
    • Hardware installation, training and related travel expenses to New World Systems. Budget: $20,000. This work will enable the Village to provide dispatch services for the Village of Grayslake. Grayslake will be reimbursing the Village in full.
    • Motorola equipment and installation services (Budget: $105,314) and maintenance services (Budget: $23,100 for seven years) to Chicago Communications. Again, as this is part of the dispatch agreement with Grayslake, it will be reimbursed in full.
    • Data connectivity services (addendum to existing contract) to AT&T. Budget: $210,384 for five years. A portion of this work will be reimbursed by the Village of Grayslake, is it relates to the provision of dispatch services.
    • Glenview Road/Greenwood Road Intersection Improvements to James J. Benes and Associates, Inc. (expansion of engineering scope in existing contract). Budget: $17,798.
  • Regarding the General Board of Pensions and Health Benefits of the United Methodist Church, 1901 Chestnut Avenue: Vote 5-1 in favor.
    • Pipeline easement agreement between the Village and Metra to permit installation of water and sanitary sewer lines for the General Board through Metra's property under the railroad tracks.
    • Performance and undertaking agreement between the Village and the General Board through which the General Board assumes all Village obligations as part of the Metra agreement and limits the Village's liability. Costs related to the Metra agreement will be the responsibility of the General Board.
  • Final subdivision of the General Board of Pensions and Health Benefits of the United Methodist Church, 1901 Chestnut Avenue.
  • Purchase of three thermal imaging cameras and related accessories from Environmental Safety Group. Budget: $22,582.
  • Final site plan and conditional use (temporary office structure) for Ford Dealership, 2038 Waukegan Road.
  • Award of construction management contract for the new Glenview Public Library to Bullley & Andrews, LLC, with a guaranteed maximum price of $23,058,018.
  • 2008 year-end budget amendment that decreases revenues $2,542,241, increases expenditures by $2,675,000, increases transfers in by $4,063,075, and increases transfers out by an equal amount. This item was organized into three options:
    • Option A: Approval of amendment related to $2,675,000 expenditure and $40,000 in Transfers out increases. This amount includes (among other things) expenses related to plowing/salting operations during the harsh 2007-2008 winter, multiple labor union negotiations, Fire pension payments, and high fuel costs. These changes were legally required by Cook County.
    • Option B: Tabling of consideration of the $4,023,075 in transfers to be made in accordance with funding policies previously defined by the Board. Vote 5 in favor; 1 abstention
    • Option C: No action regarding the $2,542,241 decrease in revenues and the $40,000 increase in Transfers In.

  • Registration of vacant properties. This is due to the large increase in the number of vacant properties in Glenview -- which can lead to lack of maintenance, nuisance complaints, and other problems. This requirement would involve identifying all vacant properties in town, conducting a code compliance inspection ($500 fee) for each to assess its current condition, and thereafter require an annual registration fee of $200 that could be used to offset maintenance problems.
