Village President's Report:

  • A reminder that Earth Hour is Saturday, March 29 -- turn off your lights at 8 p.m. for one hour!

Village Manager's Report:

  • Introduction of new Deputy Fire Chief Ralph Ensign
  • Emergency Operations Plan Update. The Cook County Emergency Management Agency (EMA) has recertified the Village's EOP for two years.
  • Capital Improvement Plan contingency utilization report. Generally, CIP budgets include a ten percent contingency as a cushion against unanticipated expenses. In 2008 to-date, 42 percent of the contingency funds have been expended -- an indication that this policy is a sound one.
  • Winter Roadway Maintenance Update. The 2007-2008 winter season yielded the highest amount of snow accumulation for the past 25 years and has required 22 plowing operations (last year there were seven plowing operations). Twenty-nine work orders were received for pothole patching as opposed to seven last year. The Village will seek to expand funding for its Minor Area Repair Strategy (MARS) program in order to perform the necessary additional resurfacing work. See below for agenda item.

Approved:

  • Ordinance establishing permit fees for the movement of overweight/oversize trucks through the Village. State Law permits local jurisdictions to charge such fees to compensate in part for the extra wear and tear placed on local roads by these trucks. Permit fees will range from $25 to $160 depending on the vehicle weight, the number of axles, and whether or not the trips are one-way or round trip.
  • Single Lot Subdivisions:
    • 1045 Queens Lane - Virginia.
    • 1438 Pleasant Lane - Walsh.
  • Rejection of bids for central business district landscape contract. The Village originally bid this contract inclusive of what it believed to be a State prevailing wage requirement. It now appears that this is unnecessary, and the contract will be re-bid without prevailing wage requirements.
  • Payment of an additional $1,578 to the Chicago Bicycle Federation and TYLin International as part of an existing intergovernmental agreement with the Villages of Northbrook, Northfield and Wilmette. The Federation and TYLin are undertaking a feasibility study for the proposed Skokie Valley Trail.
  • Memorandum of understanding with the American Red Cross stating that it will provide, at no charge, disaster relief assistance including emergency mass care and individual assistance. The Red Cross will operate shelter facilities and arrange for mass feeding and other support including clothing, medical services, mental health services, and canteen service for first responders at the site of an emergency.
  • Amendment to 2008 budget regarding financial data consulting and conversion services. See below for contract award.
  • Contract Awards:
    • Financial data consulting and conversion services to Tyler Technologies. This work will update the Village's Chart of Accounts. Budget: $66,550.
    • Municipal Utility Evaluation and Assessment of the North Maine Utility System to CTE Engineers and Virchow Krause and Company. Budget: $96,030.
    • Right-of-way surveying services to Midwest Technical Consultants, Inc. Budget: $43,989.
    • 2008-2010 decorative/interactive fountain maintenance to Fountain Technologies, Inc. Three-year contract. Budget: $50,938.
    • Two high-speed digital copiers from Canon Business Solutions. Budget: $39,600.
    • 2008 Road Resurfacing and expanded MARS Program to Schroeder Asphalt Services, Inc. The 2008 Road Resurfacing Program includes reconstruction of 23 road sections. The expanded MARS Program will help address the excess of potholes created by the extreme weather this winter. Budget: $2,647,165 plus an additional $30,000 that will be transferred into the MARS Program from the Village's Refuse and Recycling Fund.
  • Installation of solar-powered speed boards on Harrison Street. Vote 4-1 in favor.
  • Transfer of $200,000 from the Refuse and Recycling Fund to the Commuter Parking Fund in order to undertake a range of technology improvements at the train stations.

First Consideration

  • Environmental plan review and single-lot subdivision 1748 Portage Run - Fahah Tabahi Residence.
  • Adjustment of parking regulations on Henley Street between Lincoln and Spruce Streets. There would be no parking on the south side of the street Monday-Friday between 8 - 10 a.m., or on the north side at any time.
  • Billing for Emergency Medical Services Transport to commence July 1. This program would bill insurance companies, Medicare and Medicaid for ambulance transport. Residents (those living in incorporated Glenview and the Glenbrook Fire Protection District) would not be charged for co-pays or deductibles. Fees would be $790 for residents and $896 for non-residents; non-residents who are uninsured would be able to apply for a hardship waiver.

Denied

  • Annexation, rezoning and preliminary subdivision petition for 3508 Countryside - Michelangelo. The Board concurred with the Plan Commission decision that the proposed plan was deficient with regard to numerous subdivision code, zoning ordinance and engineering code requirements.

Continued:

  • Contract award for Emergency medical billing services to Advanced Data Processing, Inc. Three-year contract. Annual Fee: six percent of revenues, or approximately $78,000.
  • Commuter parking permit fees for 2009-2010. As proposed, a resident permit would cost $375 in 2009 and $450 in 2010. Non-residents would pay $500 in 2009 and $575 in 2010.
  • Initiation of traffic studies for Glen Oak Acres, Pfingsten Road, Swainwood and Patriot Boulevard. These studies were requested by area residents due to concerns about speeding, cut-through, and other traffic problems. Budget: $85,661.
  • Text amendment creating the Downtown Development District regulations and a map amendment rezoning those parcels in the downtown area. This is the Form Based Code that has been developed over the past year as part of the Downtown Revitalization Project.
  • Conditional use ordinance for Glenview Park District located at 1001 Zenith Drive.
  • Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision, and associated variations for 1 Culligan Parkway - Culligan.
  • Public Hearing regarding annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3345 Sanders Road and 3760 Greenleaf Avenue and the Northeast corner of Greenleaf Avenue.
