Village Manager's Report:
- Library Update. On March 22, the Library Board will meet with the Village Plan and Appearance Commissions to review the two conceptual site plans for a new 93,000 square foot library building, oriented on a north-south axis across the former post office and Epco sites. The goal of the workshop is to obtain early feedback from the Village so that clear planning direction can be given to the architect. More details can be found in the Board Report.
- Budget Report for the quarter ending December 31, 2006. Corporate revenue was three percent over budget: 2006 Revenues were budgeted at $42.26 million and came in at $43.68 million. This was primarily due to higher-than-anticipated revenues from the utility tax, hotel/motel tax, home rule sales tax, state shared income tax, and interest income. However, the telecommunication tax came in 19 percent below projections -- a significant deterioration, primarily related to changes in technology. Expenditures came in five percent under budget: 2006 Expenses were projected at $51.5 million and came in at $48.2 million. This was primarily due to three things: $3 million was budgeted for the Police Department, but only $1.63 million was used; the budgeted retroactive pay to the members of the Fire Fighters Union was not paid out, and the Village's economic agreement with Abt for the second half of 2006 was not paid out in the last quarter. Looking forward in 2007, based on receipts from the telecommunications tax, Finance has reduced its revenue projection from that source to $2.3 million.
- The Milwaukee Avenue Corridor Committee will meet on April 19 at 7 p.m. at the Police Department, 2500 East Lake Avenue, to review and comment on the draft plan prepared by the Village's consultant, Code Studio, after the Janauary Charrette.
Public Hearings:
- Special Service Areas 56 and 57 for Park Drive Sanitary and Storm Sewer Installation.
Approved:
- Commercial zoning variation (reduce the minimum required front yard setback for a ground sign from 50 feet to 29 feet) for Gerber Auto Collision and Glass, 1904 Lehigh Avenue.
- Single lot subdivision at 325 Rollwind, KLK Resubdivision.
- Contract awards for:
- 2007 aerial photography and mapping services to Ayres Associates, Inc. Budget:
$97,671.
- Johns Drive and Johns Court infrastructure improvement project to A Lamp Concrete
Contractors. Budget: $647,828.
- West Lake/Greenwood Road intersection and roadway improvement project Phase I engineering
to K-Plus Engineering, Ltd. Budget: $105,484.
- Natural Resources Plan services to Applied Ecological Services, Inc. Budget: $90,424.
- Phase II construction services for the design/build bank stabilization of the West Fork at Lot 16
to the V3 Company. Budget: $92,878.
- Special event permit for the LaSalle Bank Open at the Glen Club, 2901 West Lake Avenue, May 28-June 3.
- An additional $9,729 in grant funding for the Village's Senior Housing Assistance Program.
- Acceptance of infrastructure improvements for the Glenview Reserve Subdivision.
- Participation in the Northeastern Illinois Mutual Aid Network (NEIMAN) for public works emergency and non-emergency mutal aid via the Northwest Municipal Conference, which allows municipalities to exchange labor and exquipment as needed in these situations.
- Limited membership in Chicago's North Shore Convention and Visitors Bureau. Cost: $30,000.
- Intergovernmental Agreement with the Glenview Park District to take over ownership and management of Air Station Prairie and the Evelyn Pease Tyner Interpretive Center.
- Three-year collective bargaining agreement (2006-2008) with Glenview Professional Fire Fighters Association Local 4186 of the International Association of Fire Fighters. Features of the agreement include:
- A 3.75 percent annual wage increase annually.
- A sick day accrual plan.
- An increase in “Kelly Days,” (paid time off) from eight to 12, which places the Glenview Fire Department third in the market for this benefit.
- The same health insurance plan and terms as non-union Village employees.
- The same longevity schedule as non-union Village employees.
- Updates to the Appearance Code related to parking lot landscaping. These changes will make the regulations regarding such landscaping consistent with the standards used in The Glen. For example, the Code now requires one tree per every five parking stalls.
- Conditional use (permit a telecommunications facility in an Industrial District) for Spring/Nextel, 2053-2101 Johns Drive.
First Consideration:
- Amendment to the Natural Resource Committee Ordinance. Originally, the NRC was assigned the task of reviewing and commenting on management plans for Air Station Prairie. This responsibility will be shifting to the Park District (see above), and the amendment reflects this change. The Park District will form a community committee and invite a member of the NRC to participate.
Continued:
- Consolidation of Glenview's Dispatch Operations and provision of public safety communications and records management improvements via New World Dispatch upgrades.
- Software upgrades for Police and Fire computer-aided dispatch, records management and mobile
computing to New World Dispatch. Budget: $583,864.
- Consideration of the Plan Commission’s recommended denial of conditional use, final site plan and preliminary subdivision for Elegant Motors, 3330 Milwaukee Avenue. The Commission determined that the nature and intensity of the operation, as well as the size of the site, would not be in harmony with present development and was not appropriate for the orderly future development of the district in which it is located. This item will be considered at the September 18, 2007 meeting.
- Public Hearing on annexation agreement for 3305 Westview Drive - Overland Pass Subdivision
- Conditional Use on building additions for Glen Grove (13,000 square foot addition on northwest portion of site), Hoffman (13,168 square foot addition) and Pleasant Ridge Schools (14,143 square foot addition), District 34. The Board referred this this matter to the Plan Commission for an informal review. It will come back to the Board on April 10.
- Policy on residential neighborhood signs in the Village rights-of-way.
- Our Lady of Perpetual Help's pending covenant to provide storm water detention.
