Trustee James Patterson was absent.

Village President's Report:

  • The Village participated in Earth Hour on March 29! Non-essential lighting at the Police and Fire Stations was turned off.
  • President Cummings reported that the United States Postal Service has indicated that it has identified a site in Northbrook for its new facility and is no longer pursuing the Glenview sites it had previously considered.

Village Manager's Report:

  • Cambridge Subdivision Traffic Committee meeting update. Over the last six months, the Traffic Committee has been looking into concerns West Lake Avenue area residents have expressed regarding speeding and site lines -- particularly with regard to six intersections coming out of the Cambridge Subdivision. The Committee has completed its analysis of this area and determined that, while traffic speeds are not of particular concern (although they do merit additional, targeted enforcement), there is an issue with site lines. Often, large vehicles park too close to the intersections, inhibiting motorists' ability to see West Lake traffic approaching. To address this issue, the Village will do additional striping work to narrow intersections where they come out onto West Lake and will take out some parking spaces at the intersections.

Approved:

  • Conditional use ordinance for Glenview Park District located at 1001 Zenith Drive. A Public Hearing was held on this matter.
  • Annexation, rezoning, final site plan, preliminary subdivision and variation for 600 Milwaukee Avenue -- Central and Milwaukee Plaza.
  • Environmental plan review and single-lot subdivision for 1748 Portage Run - Fahah Tabahi Residence.
  • Adjustment of parking regulations on Henley Street between Lincoln and Spruce Streets. There will be no parking on the south side of the street Monday-Friday between 8 - 10 a.m., or on the north side at any time.
  • Billing for Emergency Medical Services Transport to commence July 1. This program will bill insurance companies, Medicare and Medicaid for ambulance transport. Residents (those living in incorporated Glenview and the Glenbrook Fire Protection District) will not be charged for co-pays or deductibles. Fees will be $790 for residents and $896 for non-residents; non-residents who are uninsured will be able to apply for a hardship waiver.
  • Contract Awards:
    • River East Bank Stabilization Project design services to V3 Companies. Budget: $56,457.
    • Glendale/Springdale/Knollwood/Crestwood/Dell Infrastructure Improvement Project to Mauro Sewer Construction, Inc. Budget: $933,693.
    • Contract award for Emergency medical billing services to Advanced Data Processing, Inc. Three-year contract. Annual Fee: six percent of revenues, or approximately $78,000.
  • Rejection of bids for sluice gate contract. State statute requires that bidders for contracts over $5,000 provide a performance and payment bond. The legal notice of the intent to bid did require the performance bond while the bid documents did not state a performance bond requirement. For this reason, the maintenance contract be re-bid to ensure that the Village's process is legal, fair, and transparent.
  • Agreement and covenant regarding installation of storm water detention with Our Lady of Perpetual Help and Loyola Academy.
  • New Municipal Liquor Code. Major changes include:
    • Inclusion of clear definitions relating to the licensing of alcoholic beverages.
    • Specific delineation of the powers and duties of the local liquor commissioner (the Village President).
    • A reduction in the number of liquor license classifications from 17 to eight.
    • Consolidation of allowable hours of operation into two classifications -- one for establishments that serve alcohol on the premises, and one for establishments that sell it for consumption off site.
    • Extension of alcohol prohibition to all public parks (as opposed to only Gallery Park).
    • Requirement that managers of licensed premises and those who mix alcoholic beverages complete state-approved training to recognize and avoid overservice of alcohol and false identification.
  • Declaring 1,000 pounds of sand left over from the August, 2007 storms as surplus Village property so that it can be sold to the public.
  • Waiving of bid process and contract award for traffic studies in the Glen Oak Acres($13,005), Pfingsten Road ($11,356), Swainwood ($15,957) and Patriot Boulevard ($28,000) Sub-Areas to James J. Benes and Associates, Inc.
  • Class F liquor license for Viking Cooking School and Culinary Shop, 1140 Milwaukee Avenue.

First Consideration

  • Administrative review and approval of banner and temporary sign requests, based on approved design guidelines, and separation of the term "banners and temporary signage" from other unrelated items such as holiday light displays.

Continued:

  • Changes to commuter parking permit fees for 2009-2010. The Trustees determined that additional research was needed on this item; staff will bring it back to the Board in 2009.
  • Final site plan and preliminary subdivision for 1901 Chestnut - United Methodist General Pension Board.
  • Public Hearing regarding annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3345 Sanders Road and 3760 Greenleaf Avenue and the Northeast corner of Greenleaf Avenue.
  • Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision, and associated variations for 1 Culligan Parkway - Culligan.
  • Text amendment creating the Downtown Development District regulations and a map amendment rezoning those parcels in the downtown area. This is the Form Based Code that has been developed over the past year as part of the Downtown Revitalization Project.
