Village President's Report:

  • Recognition of the winners of the 2007 CHARACTER COUNTS! Essay Contest.
  • National Arbor Day and Crossing Guard Proclamations.
  • Reappointment of John Hedrick to the Appearance Commission.
  • Board approval for a resolution supporting Federal legislation currently being considered that would label School Districts 34 and 225 as "local schools" for the Great Lakes Naval Base in order to increase the amount of impact aid they receive for educating children of military families residing in Glenview.
  • The Grand Opening of the Evelyn Pease Tyner Interpretive Center is scheduled for Saturday, April 14 at 9:30 a.m. at Compass and Lehigh.
  • The Milwaukee Avenue Corridor Committee will meet on April 19 at 7 p.m. at the Police Department, 2500 East Lake Avenue, to review and comment on the draft plan prepared by the Village's consultant, Code Studio, after the January Charrette.
  • An update on the proposed State Smoking Ban: the bill has passed the Illinois Senate and discussions will begin on the companion bill in the General Assembly next week. Because a vote is anticipated within the next few weeks, the Board will postpone its smoking ban discussion. A tentative meeting is set for May 10, if necessary.

Village Manager's Report:

  • Overview of proposed Pilot Rain Garden Grant Program. Through this program, residents could receive financial support from the Village to create a rain garden on their property. During the pilot phase of the program, the Village will be seeking out residents whose property is in areas with dainage or flooding problems.

Approved:

  • Conditional use for building additions at Glen Grove, Hoffman and Pleasant Ridge Schools. A Public Hearing was held on this matter.
  • Amendment to the Natural Resource Committee Ordinance. Originally, the NRC was assigned the task of reviewing and commenting on management plans for Air Station Prairie. This responsibility will be shifting to the Park District, and the amendment reflects this change. The Park District will form a community committee and invite a member of the NRC to participate.
  • Final Subdivisions
    • 3601 Glenview Road - Liberty
    • 2400 Waukegan Road - Glenview Animal Hospital
    • 1837 Sunset Ridge - Delic
    • 1956 Glenview Road -- Koszyce
    • 417-421 Warren Road -- Golden Estates
  • Extended tent request for Kohl Children's Museum from May 27-June 24 for various fund-raising events.
  • Amendment to Village's Flood Control Ordinance to comply with a request from the Federal Emergency Management Agency (FEMA)regarding a minor floodplain map update.
  • Plan to consolidate Glenview's dispatch operations and provide public safety communications and records management improvements. Budget: $853,063. See items under "Contract awards," below.
  • Contract awards for:
    • FY 2007 road resurfacing and Minor Area Repair Strategy (M.A.R.S.) Program to A Lamp Concrete Contractors, Inc. The project will involve the reconstruction of Greenfield Drive/Fernwood Lane as well as the resurfacing of nine street sections. Budget: $3,530,811.
    • Architectural services for the replacement of Fire Station No. 7, 3507 Glenview Road, to Gilfillan Callahan Architects. Budget: Seven percent of actual construction cost for a not-to-exceed amount of $154,000.
    • Street sweeping services (2007-2009) to Illinois Central Sweeping Service. Budget: $307,373.
    • Software upgrades for Police and Fire computer aided dispatch, records management, and mobile computing systems to New World Systems. Budget: $583,864.
    • Standard software and maintenance agreement for computer-aided dispatch, records management and mobile computing systems (three-year) to New World Systems. Budget: $222,7100.
  • Purchase of general liability and workers compensation insurance from Nugent Consulting Group. Cost: $370,441.
  • Village of Glenview Employee Handbook.
  • Extension of sublease agreement for coffee vendor operation at the downtown Metra Train Station, 1116 Depot.
  • Policy on residential neighborhood signs in the Village right-of-way. Features include a $100 flat application fee for new signs only (regardless of the number of signs in a neighborhood) -- and an additional, graduated fee of $25/sign for more than one sign.
  • Regarding the construction of a new Glenview Public Library: Architectural Services Agreement with PSA-Dewberry. Budget: 6.35 percent of construction costs plus 1.05 percent of the cost of reimbursables (estimate: $1,533,901.)
  • Adoption of the Illinois Municipal Retirement Fund (IMRF) Early Retirement Incentive (ERI) Program. The goal of the program is to reduce future payroll costs and associated fringe benefits by providing an incentive for long term IMRF employees to retire early, thereby reducing the net number of payroll positions.
  • Execution of the state-mandated Emerald Ash Borer Compliance Agreement from the Illinois Department of Agriculture.
  • Solid Waste Agency of Cook County's (SWANCC) request to establish an Emerald Ash Borer Certified Processing Site on River Road, in the far southwest corner of Glenview. Groot has informed the Village that due to the fact that Glenview is in the EAB quaratine zone, it can not collect hardwood yardwaste between May 1 - August 31 due to the possibility of spreading the infestation. However, if SWANCC can get its processing site up and running quickly, Groot can continue to collect hardwood, sending it to SWANCC for safe processing of the wood into chips which are less than one inch in diameter. SWANCC will work out an accomodation with Glenview that recognizes its "host" status for the processing site.
  • Establishment of Special Service Areas:
    • No. 46 -- Fairhope sanitary sewer rehabilitation project.
    • No. 53 -- Pickwick, Thornwood and Greenwood sewer rehabilitation project.
    • No. 54 -- Thornwood Avenue and Greenwood Road water main installation.
  • Introduction of Special Service Area No. 52 -- Glen Oak Acres Area "K" Stormwater Area Management Project (SWAMP).

First Consideration:

  • Rezoning of 615-619 Milwaukee Avenue from R-1 to B-2.
  • Commercial variations regarding the placement of ground signs for 1700 East Lake Avenue.
  • Temporary "No Parking Zone" in the Concord and Southgate Subdivisions for the Youth Make a Difference 5K Run/Walk to benefit Youth Services of Glenview/Northbrook on June 24.

Continued:

  • Regarding a possible Emerald Ash Borer infestation:
    • Amendments to the Village's Tree Preservation Ordinance, including, among other things, the removal of ash trees from the "acceptable tree replacement species list;" waiving all fees and tree replacement requirements for infested ash trees; and declaring all privately-owned infested ash trees as illegal.
    • Removal of all the Village-owned small ash inventory (800 trees or approximately 16 percent) in four years, beginning in 2008 as well as removal of Village Ash parkway trees if they are infested, dead, dying or hazardous.
    • Require contractor/property owner to submit a signed copy of the IDA Compliance Agreement regarding EAB as part of the permit approval and business license process.
  • First amendment to the Willow Road Corridor Agreement which would disconnect Glenview land parcels at the northwest corner of Pfingsten and Willow Roads, permitting them to be annexed into Northbrook. This will create a unified parcel that will be developed in the Village of Northbrook. The development will consist of a 25,000 square foot single use Fresh Farms specialty grocery store building with 160 parking spaces.
  • Regarding the construction of a new Glenview Public Library: Owner's Representative Service Agreement with AT Group, Inc., which will serve as an extension of staff and participate in all meetings, discussions, and negotiations relating to the design and construction of the facility. Budget: $255,000.
  • Annexation Ordinance and Ageement for 3305 Westview Drive - Overland Pass Subdivision.
  • Our Lady of Perpetual Help's pending covenant to provide storm water detention.
