Village President's Report:

  • This morning, State Senator Jeff Schoenberg announced that the Illinois Department of Transportation (IDOT) will initiate engineering studies toward constructing four lanes within the existing right-of-way on the 1.2 mile two-lane stretch of Willow Road that runs through Northfield.
  • President Cummings presented awards for the 2008 Character Counts Essay Contest with Character Counts Co-Chairs Mark Walther and Jim Bream.
  • The Village's 2008 Resident Satisfaction Telephone Survey kicks off on Thursday, April 17.
  • The Board will hold a workshop on Thursday, April 24 at 7 p.m. at Village Hall regarding affordable housing and the Downtown Development Code.
  • President Cummings read a special proclamation for Arbor Day which this year is April 25.

Approved:

  • Purchase of trees for 2008 Annual Tree Planting Program from Suburban Tree Planting Consortium. Budget: $186,450.
  • Joint agreement and budget amendment for Milwaukee Avenue Improvements (IDOT projects from Sanders to Willow). The goal is to incorporate construction of various Village infrastructure projects into IDOT's Milwaukee reconstruction project. Budget: $797,819.
  • Inter-Agency Agreement with the Cook County Assessor's Office for Geographic Information Systems (GIS) Data Access.
  • Purchase of general liability and worker's compensation insurance and associated costs, in an amount not to exceed $359,976.
  • Three-year extension of period of participation in the Intergovernmental Personnel Benefit Cooperative, through which the Village purchases health insurance for employees.
  • Establishment of Special Service Area 61 for Glen Oak Acres Area V SWAMP Project.
  • Establishment of Special Service Area 49 for Wager Road storm sewer installation.
  • Changes to the Village's single lot storm water management requirements. The goal is to strengthen storm water management ordinance and changes include:
    • Village review of any single lot residential project will move beyond the existing property lines to locate the nearest adequate storm water facility (if one exists) and Village staff will work with the permitee to determine the feasibility of connecting to it.
    • Any cumulative increase on the lot exceeding 4.5 percent of the existing square footage of impervious surface will require a connection to the storm water facility if it is located within 200 feet.
    • The permittee must notify neighbors that a permit has been applied for prior to the Village completing the first review of the plans.
    • For new home construction, as well as additions and attached garages exceeding 500 square feet, permittees must complete an "as-built survey" verifying that the grading and storm water infrastructure has been completed and is functioning as designed.
  • Contract Awards:
    • Landscape maintenance in the Central Business District to ILT-Vignocchi. Budget: $57,062.
    • Lake Glenview and natural areas maintenance to Tallgrass Restoration, LLC. Budget: $530,163.
    • Wagner/Polo Stormwater Area Maintenance Program (SWAMP) Infrastructure Improvement Project to Lenny Hoffman Excavating, Inc. Budget: $972,260.
    • Glen Oak Acres SWAMP Infrastructure Improvement Project to De Meo Brothers, Inc. Budget: $631,485.
    • Water system advisory services to Baxter & Woodman Consulting Engineers. Budget: $235,000.
    • Construction services for Fire Station No. 7 Replacement to Construction Services. Budget: $2,517,163.

First Consideration

  • Final site plan and preliminary subdivision for 1901 Chestnut - United Methodist General Pension Board.
  • Establishment of maximum number of liquor licenses for the newly-revised license classifications approved as part of the new Liquor Code for the Village on April 1.

Presentations and Discussion

  • Status of proposed new downtown library project, including a refined project schedule and project budget. This follows a March 19 meeting with the Village's Plan and Appearance Commissions to gather feedback on the proposed design.
  • Request for Board direction regarding Emerald Ash Borer Management Plan. The Board directed Village staff to explore the treatment options (and associated costs) that the Glenview Park District is using on its own ash trees.

Continued:

  • Public Hearing regarding annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3345 Sanders Road and 3760 Greenleaf Avenue and the Northeast corner of Greenleaf Avenue.
  • Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision, and associated variations for 1 Culligan Parkway - Culligan.
  • Administrative review and approval of banner and temporary sign requests, based on approved design guidelines, and separation of the term "banners and temporary signage" from other unrelated items such as holiday light displays.
  • Text amendment creating the Downtown Development District regulations and a map amendment rezoning those parcels in the downtown area. This is the Form Based Code that has been developed over the past year as part of the Downtown Revitalization Project.
