Village President's Report

  • Environmental Leadership Award presented to Abt Electronics.
  • Proclamations in honor of Arbor Day and Older Americans Month.
  • Swearing in of four Fire Lieutenants.

Approved

  • Bid and Contract awards for:
    • Repair and refurbishment of the Lake Glenview well pump. Addition of $70,000 to the contract previously approved with Layne Western. Revised not-to-exceed budget: $150,000. This is due to a series of problems associated with the well's motor that resulted in the need for additional time and resources to be dedicated to this project.
    • Refuse collection services to Groot Industries (one-year extension). Budget: residents are billed directly.
    • Landscape maintenance services in the Glen Town Center, Central Business District, and Gallery Park to the Brickman Group, Ltd. Budget: $280,245.
    • Installation of well pump controls for the Lake Glenview well pump to Okeh Electric Company. Budget: $32,890.
    • Water system advisory and maintenance services to Baxter & Woodman (one-year extension). Budget: $235,000.
    • Purchase of a Ford F550 truck through the State of Illinois Medium Duty Truck Contract (Budget: $24,831) and one-year contract extension with Regional Truck Equipment (Budget: $19,285.)
    • Outplacement services associated with February, 2009 Reduction in Force initiative to Oak Consulting, Inc. Budget: $33,630.
    • Insurance broker services for property and casualty insurance to Mesirow. Three-year contract: May 1, 2009 - May 1, 2012. Budget: $240,766.
    • Custodial services for Village facilities to RJB Properties. Budget: $312,732.
    • Swainwood Area Street Lighting Project to Elmund & Nelson Company. Budget: $84,670.
    • Engineering field observation to Baxter & Woodman. Budget: $338,820.
    • Financial services and interim Chief Financial Officer to Lauterbach & Amen, LLP. Budget: not-to-exceed $74,631.
    • Phase III financial and accounting services to Lauterbach & Amen, LLP. Three-year contract. Budget: $1,529,995.
  • Appointment of the Assistant Director of Human Resources & Risk Management Dane Mall as the Village's Alternative Director for the Intergovernmental Personnel Benefit Cooperative (IPBC).
  • Appointment of Deputy Village Manager Chris Clark as the Village's Authorized Representative for the International City/County Management Association Investment Retirement Corporation (ICMA-RC) Deferred Compensation Plans.
  • Appointment of Director of Human Resources & Risk Management Al Stonitsch as the Village's Alternate Delegate Representative to the High-Level Excess Liability Pool.
  • Provision of $211,500 local match in conjunction with the American Recovery and Reinvestment Act (ARRA) Fund Appropriation:
    • Central Road Improvement Project: $180,000.
    • Overlook Drive Improvement Project: $31,500.
  • Regarding improvements to the Village-owned North Maine Utilities water main as part of Cook County's 2009 Potter Road reconstruction project (Dempster to Golf Road):
    • Budget amendment of $173,920.
    • Agreement with Cook County.
  • Subdivisions:
    • 1437 Central -- EMC (single-lot).
    • 1615 Milwaukee Avenue -- Park Point Place (final).
  • Purchase of 65 MSA self-contained breathing apparatus systems and associated equipment from Air-One Equipment, Inc. Budget: $321,349.
  • Summer Sounds Concert Series event on 14 dates between June 2 and September 1 in the Glen Town Center.
  • Regarding reimbursements from Series 2009 General Obligation Bonds: (Vote 4-1 in favor)
    • Official intent of Village to reimburse itself for certain expenditures using proceeds of the bonds.
    • Official intent of Village to reimburse the Glenview Public Library or pay for certain expenditures using proceeds of the bonds.
  • Update to Village's investment policy to reflect current Government Finance Officer's Association (GFOA) recommended practices.
  • Declaration of two dump trucks as surplus property. These trucks will be sold on GovDeals.com.
  • Final site plan for 600 Milwaukee Avenue - Central/Milwaukee Plaza. 1st reading.

First Consideration

  • Temporary street closures for Summer Sounds Concert Series event on 14 dates between June 2 and September 1 in the Glen Town Center.
  • Issuance of $26,700,000 General Obligation Corporate Purpose Bonds, Series 2009A, of the Village of Glenview and providing for the levy and collection of a direct annual tax for the payment of the principal and interest on said bonds. Discussion on the Glenview Public Library and Special Service Areas 62 and 63 portions of the bonds. (Vote 4-1 in favor).
  • Final site plan and planned development for 220 Tanglewood - Valley Lo Clubhouse.
  • Conditional use (allow dine-in and carryout restaurant) and final site plan for 4520 West Lake Avenue - Mario Magees.
  • Final site plan and conditional use for 2871 Pfingsten - Walgreens.

  • Contract award for sewer televising services to Chicagoland Trenchless Rehabilitation, Inc. (one-year extension). Budget: $100,845.
  • Approval of Keep On Keeping On 24-hour Walk/Run in Gallery Park on September 13.
