Village Manager's Report
- Update on Emerald Ash Borer and Lake Avenue Trees. The Village will be testing three different ash tree treatments to compare results.
- Update on the Northern Illinois Electricity Cooperative's recent one-year bid for supplying electricity to the Village's water pumping stations.
Approved
- Extension of a Conditional Use (gas station and convenience store) for Glenview Gas Mart, 451 Glenview Road, to allow for a construction delay. A Public Hearing was held on this matter.
- Final site plan and planned development for 220 Tanglewood - Valley Lo Clubhouse.
- Conditional use (allow dine-in and carryout restaurant) and final site plan for 4520 West Lake Avenue - Mario Magees.
- Final site plan and conditional use for 2871 Pfingsten - Walgreens.
- Update to Village's investment policy to reflect current Government Finance Officer's Association (GFOA) recommended practices.
- Issuance of $26,700,000 General Obligation Corporate Purpose Bonds, Series 2009A, of the Village of Glenview and providing for the levy and collection of a direct annual tax for the payment of the principal and interest on said bonds. Discussion regarding bond sale and winning offer. Vote 5 to 1 in favor.
- Bid and Contract awards for:
- Fuel supply for Village's fleet operations to Texor Petroleum Company (one-year extension) via the Northwest Municipal Conference. Budget: $475,962.
- Feasibility study to aid in the development of concept plans for habitat improvements along the West Fork of the Chicago River's North Branch between Willow Road and the Techny Basin spillway to Hey and Associates. Budget: $28,902. Vote 5 to 1 in favor.
- Sewer televising services to Chicagoland Trenchless Rehabilitation, Inc. (one-year extension). Budget: $100,845.
- Landscape installation services at the Glen Town Center, Little Bear Garden, and Fountain Plaza to Landscape Concepts. Budget: $51,000.
- Telecommunications maintenance services to Sound Incorporated. Budget: $21,943.
- Building Inspector services to JAS Consultants, LLC. Not-to-exceed budget: $107,300
- Series 2009A General Obligation Bonds proceeds management to PMA Financial Network. Budget: $27,891.
- Printing and mailing services for Village Report newsletter to MSF Graphics (one-year extension). Budget: $24,110. Production of only ten issues in 2009 (eight six-page issues; two eight-page issues.)
- Regarding the FY 2009 Road Resurfacing and Minor Area Repair Strategy (MARS) Programs:
- Intergovernmental agreement with the Village of Golf for the construction of four Golf roadway sections. Golf will pay the Village of Glenview $246,433 to complete this work.
- Bid award for both programs to Schroeder Asphalt Services, Inc. Budget: $1,599,988.
- Expenditure of $100,000 in FY 2009 funds for concrete improvements MARS-C program under the approved 2008-2010 contract for services with M&A Cement Work, Inc.
- Keep On Keeping On 24-hour Walk/Run in Gallery Park on September 13.
- Agreement with AT&T for temporary use of parking spaces at its property at 1931 Prairie Street; adjustment to downtown parking regulations for the construction of the Glenview Public Library.
- Declaration of outdated Village cell phones as surplus property.
First Consideration
- Ordinance regarding registration of vacant properties. This is due to the large increase in the number of vacant properties in Glenview -- which can lead to lack of maintenance, nuisance complaints, and other problems. This ordinance would require that owners register vacant properties with the Village, and pay a $200 annual registration fee. For purposes of enforcement, it also calls for a minimum $100 fine per day, per violation for any violation.
- Declaration of one of the Public Works Department's Ford step vans as surplus property.
- Final site plan and conditional use (B3 use in a B2 district) for McDonalds, 9815 North Milwaukee Avenue.
- Final site plan, conditional use (B3 use in a B2 district) and commercial variation (reduction of required landscaped buffer yards) for McDonalds, 530 Waukegan Road.

- Contract award for naturalization retrofits (planting native vegetation) for three storm water detention basins (Lindenwood Lane and Pfingsten) to V3 Companies. Budget: $95,056; $38,154 of this amount will be covered by a grant from the Illinois Environmental Protection Agency.
