Village President's Report:
- Mike McPeek was appointed to the Firefighters Pension Board.
- Proclamations were presented to Glenbrook South High School, for being selected as the National GRAMMY Signature School, for Older Americans Month and
Building Safety Week, and to honor former Public Works Director William Porter, who retires this week.
- The accelerated 2008 Minor Area Repair Strategy (MARS) program to repair potholes on Village-owned streets has been completed.
Village Manager's Report:
- Update on Air Station Prairie, which has been managed by the Glenview Park District for the past year under the terms of an Intergovernmental Agreement
between the Park District and the Village. Robert Quill, Superintendent of Leisure Services for the Park District, reported on budget status; furniture, fixtures and equipment installation;
programs, events and tours; and program and management policy. Village staff is pleased with the results; ownership of the prairie and the Evelyn Pease Tyner
Interpretive Center will now transfer to the Park District.
Approved:
- Establishment of maximum number of liquor licenses for the newly-revised license classifications approved as part of the new Liquor Code for the
Village on April 1.
- Purchase of one utility truck from Northwest Trucks. Budget: $94,909.
- Rejection of bids for train station brick paver contract. To correct some timing issues regarding bidders' receipt of the bid documents, this contract will be re-bid;
repaving should begin early in June.
- Lease agreement for antenna and ground space on the water tower at 624 Waukegan Road with Denali Spectrum Operations, LLC. Annual lease payments
will begin at $33,067 and increase to $107,251 by the 30th year of the lease. In addition, Denali will contribute $14,500 toward the installation of the
Village's Alvarian transmitting equipment, which will enhance public safety communications.
- Class D Liquor License (retail sale of alcohol by proprietors of clubs for consumption
only by patrons) for Glenview Park District/Glenview National 9 Golf Club.
- Revisions to Village of Glenview Employee Handbook.
- Administrative review and approval of banner and temporary sign requests, based on approved design guidelines, and
separation of the term "banners and temporary signage" from other unrelated items such as holiday light displays.
- Conditional use for Abt Electronics, 1200 Milwaukee Avenue to allow an electronic changeable message sign on the property.
- Contract Awards:
- 2008-2010 sluice gate preventive maintenance to Martin Peterson Company. Budget: $92,530 (three-year contract).
- Water distribution system valve exercising services to Wachs Utility Services. Budget: $52,800.
- Newsletter printing and mailing services to MSF Graphics. Budget: $27,370.
- Nordica infrastructure improvements to Mauro Sewer Construction, Inc. Budget: $584,362.
- Dee Road/Kennedy Drive water main improvements project to Berger Excavating Contractors, Inc. Budget: $584,362. This item also included Board
approval of a $376,000 budget amendment. Dee and Kennedy are under the jurisdiction of Maine Township, but the Village owns and maintains the water and sewer systems
in the area. These systems are in a deteriorated condition and the Township is planning a repavement project this summer. For these reasons, it is in the best
interest of the Village to complete this project in 2008.
- Master plan analysis of the Village of Glenview and North Maine Utility Systems to Consoer Townsend Envirodyne Engineers.
Budget: $58,608. The goal is to give the Village updated infrastructure information on its two water systems. This item also included Board
approval of a budget amendment; it was originally scheduled for completion in 2007 and thus not included the 2008 budget. However, as it was not completed in 2007 there are
unexpended funds that can be used.
- Wetland mitigation permit closeout services to MWH Americas, Inc. Budget: Not to exceed $60,000 (three-year contract).
First Consideration
- Conditional use (B-3 use in a light industrial zone) for Auto Art, LLC, 3124 West Lake Avenue.
- Glen Town Center wine tasting event, May 30 - June 1, which would involve selling and serving alcohol on public property that is not adjacent to
an establishment that holds a liquor license.
- Formal codification of existing regulations related to intersection solicitations. Only nonprofits may solicit, once a year for two consecutive days.
Soliciting may only take place at the Waukegan-East Lake, Glenview-Harlem, and Glenview-Waukegan intersections.
Request for Board Direction
- Emerald Ash Borer Management Plan.
The Board directed staff to explore various treatment options for infested trees, and expressed support for the
action plan. It also agreed not to require the removal of infested ash trees on private property unless they were deemed hazardous. Staff was asked to
bring forward information about the number of infested trees in Glenview and a plan for treating these trees at least on the east side of the Village (where the
initial infestation was found).

- Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for
3345 Sanders Road and 3760 Greenleaf Avenue and the Northeast corner of Greenleaf Avenue.
- Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision, and associated variations for 1 Culligan Parkway - Culligan.
- Text amendment creating the Downtown Development District regulations and a map amendment rezoning those parcels in the downtown area. This is the Form
Based Code that has been developed over the past year as part of the Downtown Revitalization Project.
- Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3235 Milwaukee Avenue - North
Milwaukee Townhomes.
