Village President's Report:

  • New Trustee Scott Britton was sworn in with returning Trustees Jim Patterson and Phil White.
  • Consideration of a Library Traffic Study recommendation regarding the closure of Prairie Street at Lehigh. The Village's traffic consultant, KLOA, concluded that the closure of Prairie Street in conjunction with the construction of a new library would have a minimal impact on traffic.
  • Consideration of a Library Board recommendation that the new library be oriented on a north-south axis adjacent to Harlem Avenue.

Village Manager's Report:

  • Review of Village Traffic Calming Campaign graphic identity and printed materials.

Approved:

  • Extension of permissible construction period for the Ismaili House of Worship, 100 Shermer Road. In order to extend the construction period, the property owner must show that construction did begin within six months of receiving the conditional use approval. In this case, the owner did undertake necessary roadway improvements within ten days of receiving the approval, thus meeting the requirement. A Public Hearing was held on this matter.
  • Waive termination of conditional use approval for Costco, 2930 Patriot Boulevard. The petitioners have now requested an extension of the construction period due to the length of time it has taken them to obtain a Metropolitan Water Reclamation District (MWRD) permit which is required prior to construction. A Public Hearing was held on this matter.
  • Waive termination of conditional use approval of Field's Chrysler Jeep and Dodge Dealership, 2800 Patriot Boulevard. Field's acquisition of the property has been delayed for a number of reasons. A Public Hearing was held on this matter.
  • Temporary traffic ordinance regarding road closure for the Glenview Park District's Annual Spring Triathlon on July 29.
  • Appointment of Village Trustee Debby Karton as a Director and Village Manager Todd Hileman as an Alternate Director to the Solid Waste Agency of Northern Cook County (SWANCC) Board.
  • Single Lot Subdivisions
    • 630 Forest Road - Alena's
    • 1233 Harms Road - Welch
    • 1904 Glen Oak Drive - Nici's
  • Contract awards for:
    • Robin Drive infrastructure improvement project to Mauro Sewer Construction, Inc. Budget: $1,497,816.
    • MacArthur Drive infrastructure improvement projects to ALamp Concrete Contractors, Inc. Budget: $1,147,280.
    • Printing and mailing services for the Village Report to MSF Graphics. Budget: $27,372.
    • Management Certification Program to Depaul University. Budget: $22,400.
  • Agreement with the West Central Municipal Conference to participate in the 2007 Annual Suburban Consortium Tree Planting Program. This program enables municipalities to leverage their combined resources to obtain competitive pricing and healthier parkway tree stock via long-term contracts with nurseries.
  • Regarding the Village's Emerald Ash Borer Management Plan, an amendment to the Business License Requirements that would require landscape contractors to provide a fully-executed, certified copy of the Illinois Department of Agriculture's Emerald Ash Borer Compliance Agreement, in order to obtain a valid Village business license.
  • Special event permit for Glenview Chamber of Commerce 34th Annual Summer Festival, June 30.
  • Library's request to enter into an Owner's Representative Agreement with AT Group, Inc. for a new public library. The AT Group will serve as an extension of staff and participate in all meetings, discussions, and negotiations relating to the design and construction of the facility in order to provide advice and recommendations to ensure a high quality building is constructed on time within budget. Budget: $255,000 plus reimbursables.
  • Acceptance of public infrastructure improvements (water mains) for the Dominick's subdivision at Patriot and East Lake.
  • Declaration of surplus property for one street sweeper and approval to auction on http://www.govdeals.com.

First Consideration:

  • Annexation for 1306 Prairie Lawn Road.
  • Commercial variation regarding ground sign setback for Dave's Advanced Auto Care, 2025 Chestnut Avenue.

Continued:

  • Our Lady of Perpetual Help's pending covenant to provide storm water detention.
  • Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
  • Contract award for vehicle towing and storage services for the Police Department to North Shore Towing. Costs are covered by the vehicle's owner.
  • Regarding the Willow Road Corridor Agreement:
    • First amendment to the Agreement, to permit commercial development of the northwest corner of Willow and Pfingsten Roads in the Village of Northbrook.
    • Second amendment to the Agreement, providing for the annexation of the former Culligan property into the Village of Glenview and for the establishment of a formula and process for the sharing of real estate taxes, sales taxes, license and fee revenue contemplated to be generated by the site's redevelopment.
  • Disconnection of Glenview land parcels at the northwest corner of Pfingsten and Willow Roads, permitting them to be annexed into Northbrook. This will create a unified parcel that will be developed in the Village of Northbrook. The development will consist of a 25,000 square foot single use Fresh Farms specialty grocery store building with 160 parking spaces.
