Village President's Report:

  • The Board recognized former Trustee Kimball Woodrow.
  • The Glenview Chamber of Commerce briefed the Board on its February, 2008 "Hearts of Glenview" event.

Village Manager's Report:

  • Report on changes to Village facilities related to organizational restructuring. Staff is working to optimize the use of current space. Under consideration are use of the former Police Station to house the new Inspectional Services Division (part of the Development Department) and the removal of the Engineering trailer behind the Village Hall.

Approved:

  • Annexation for 1306 Prairie Lawn Road.
  • Commercial variation regarding ground sign setback for Dave's Advanced Auto Care, 2025 Chestnut Avenue.
  • Single Lot Subdivisions
    • 2124 Linneman Street - Gebien
  • Contract awards for:
    • Pickwick, Thornwood and Greenwood infrastructure improvements to DiPaolo Company. Budget: $840,044.
    • Roofing restoration at the Public Works facility to LaPorte Roofing Company. Budget: $148,500.
    • Water meter reading services to Rickman Contract Services, Inc. Budget: $288,000 over three years.
    • Thermoplastic lane marking services to Superior Road Striping. Budget: $20,991.
  • Fireworks displays for the Glenview Park District, North Shore Country Club and Valley Lo Club.
  • Compliance with the Illinois Prevailing Wage Act, which requires that each June public entities establish prevailing wages for certain laborers, workers, and mechanics. Contractors and subcontractors must pay workers covered under the Statute, who are employed on public works construction projects, a wage no less than the general prevailing rate of wages in the county where the work is performed.
  • Purchase of a voice logging recorder from Word Systems. This recorder provides records of 911 call center personnel and emergency first responder activities, conversations, and radio transmissions. Price: $32,426.
  • Rejection of all proposals for police vehicle towing and storage services. These proposals were reviewed at the May 15, 2007 Village Board meeting, and significant public comment was heard from firms that participated in the Request for Proposals (RFP) process. Staff wished to rebid the service with an RFP that provides more concise direction on specifications for all bidders. The Village also wishes to reasonably ensure that all interested and qualified bidders participate in a completely transparent and fair procurement process.
  • Regarding the Willow Road Corridor Agreement:
    • First amendment to the agreement, to permit commercial development of the northwest corner of Willow and Pfingsten Roads in the Village of Northbrook.
    • Disconnection of Glenview land parcels at the northwest corner of Pfingsten and Willow Roads, permitting them to be annexed into Northbrook. This will create a unified parcel that will be developed in the Village of Northbrook. The development will consist of a 25,000 square foot single use Fresh Farms specialty grocery store building with 160 parking spaces.
  • Temporary restriction on bicycles, rollerblades and animals during the Chamber of Commerce's Summer Festival on June 30.
  • Temporary amendments to traffic ordinance during the 4th of July parade and fireworks.
  • Adoption of 2006 Editions of the International Building, Residential, Property Maintenance, Energy Conservation, Fuel Gas and Mechanical Codes.
  • Extension of Illinois Clean Indoor Act within the Village, until January 1, 2008 -- when the new Smoke Free lllinois Act, which regulates smoking throughout the state, will take effect. Vote 5-1 in favor.

First Consideration:

  • Prohibition on left turns from Happy Hollow Road into the Willowbrook School Circle. Staff has received numerous resident complaints that Happy Hollow Road is impassable during school pick up and drop off times.
  • Prohibition on stopping, standing or parking on Thornwood Avenue from Elmdale Avenue to Longmeadow Avenue between the hours of 7:00 a.m. and 9:00 a.m. on school days. This is in response to a petition from St. Catherine Laboure School.
  • Commercial zoning variation of 2701 Patriot Boulevard. This four-story office building will be constructed at a maximum building height of 67 feet instead of 35 feet; setbacks will be 50 feet instead of 370 feet.
  • Final site plan approval for OPUS Gateway at Prairie Glen, 2701 Patriot.
  • Conditional use to install an outdoor helicopter exhibit at the Naval Air Station Glenview Museum, 2040 Lehigh Avenue.
  • Conditional use (business use in a light industrial district) for Overtime North Wrestling Instruction and Training Facility, 1849 Elmdale Avenue.

Continued:

  • Our Lady of Perpetual Help's pending covenant to provide storm water detention.
  • Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
