Village Manager's Report

  • Introduction of Ricardo Kisner, Chief Financial Officer.
  • Request for Board direction on restoration options for 1148 Depot. The Board favored creating 22 parking spaces for use during library construction and to help alleviate parking issues associated with the Metra parking lot thereafter. A parking plan will be presented to the Board later this summer.
  • Request for Board direction regarding Gallery Park landscaping restoration as some perimeter planting suffered extensive die-back due to salt damage and the harsh winter. The Board supported a staff recommendation to replant the area around the perimeter within the next 30 days with low maintenance plants and will consider, in the future, bidding out the replanting of the garden's interior for fall.

Approved

  • Conditional use ordinances for Westbrook School, 1333 Greenwood Road; and Henking School, 2941 Linneman to add temporary classrooms in order to reduce class size. A Public Hearing was held on this matter.
  • Rezoning, vacation of right-of-way, final site plan, preliminary subdivision and appearance, and conditional use for the Glenview Public Library, 1920 Glenview Road. Vote 4-2 in favor.
  • Consolidation of all Village fees into one Fee Ordinance that can be updated and revised annually.
  • Subdivisions:
    • 720 Arbor Lane - Friestedt (single-lot)
    • 2100 Pfingsten Road - Glenbrook Hospital (final)
  • Fireworks displays at North Shore Country Club on July 3 and August 31.
  • Text amendment creating the Downtown Development District regulations and a map amendment rezoning those parcels in the downtown area. This is the Form Based Code that has been developed over the past year as part of the Downtown Revitalization Project.
  • Updates to authorized signatures on Village bank accounts.
  • Contract Awards:
    • Fleet fuel supply to Texor Petroleum Company through the Northwest Municipal Conference Suburban Purchasing Cooperative Program. Budget: $574,317.
    • Expanded Minor Area Repair Strategy Program work to Schroeder Asphalt Services, Inc. Budget: $300,000.
    • Maintenance of the Village's Motorola Plant MCC5500 to Motorola. Budget: $28,944. This item also included a budget amendment.
    • Design/build services for bank stabilization of Reach 1 of the West Fork to V3 Companies of Illinois, Ltd. Budget: $89,956.
    • Renewable Energy Credits to supply "green" electrical energy to the Village's potable water pumping stations to Exelon Corporation. Budget: $3,009. Vote 4-3 in favor
  • Modification of the Summary of Fiscal Policies to allow for project-length budgeting. This means that specific capital projects -- for example, street reconstructions -- would only be budgeted for once rather than amending the budget annually if a project is not completed in a particular year.
  • Temporary parking ordinances for Independence Day Parade and Fireworks.

  • Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3345 Sanders Road and 3760 Greenleaf Avenue and the Northeast corner of Greenleaf Avenue.
  • Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3235 Milwaukee Avenue - North Milwaukee Townhomes.
