Village President's Report:

  • Commonwealth Edison Annual Report to the Board. The Utility reported on changes in service provision since its last report, in March 2006. While Com Ed's system wide average has risen from 1.23 interruptions per customer to 1.5 interruptions per customer, the interruptions index for the Village fell from 1.98 to 1.4. In terms of the length of interruptions within Glenview, that number has risen from 108 minutes to 111 minutes. At the same time, ComEd's system wide average length of interruptions has risen from 103 minutes to 145 minutes. In this index, as well, Glenview's rating is still better than the overall system wide average which was not the case in 2006. Also addressed was ComEd's recent effort to upgrade circuit DC-C25. While performance along this circuit has much improved, many residents did contact the Village with questions. Village staff has asked that ComEd alert them far in advance of commencing these types of projects so that neighborhood information meetings can be held before work begins.
  • Report from Kay Laurie, Chair of the Independence Day Commission, on preparations for this year's 4th of July celebration.
  • Announced the resignation of Ellen Dean from the Appearance Commission. See Village Manager's Report for more information.

Village Manager's Report:

  • The Village, with the Glenview Park District and Glenview School District 34, will undertake a space needs planning study as they consider development of a joint administrative facility. Such a facility could reduce costs, increase convenience for the public, improve access and parking, and enhance flexibility. There are two sites under consideration: the current 3.5-acre Village Hall site on Waukegan, and a 4-acre site just west of the Police Department on East Lake.
  • Ellen Dean will now take on the part-time position of Economic Development Coordinator with the Village, charged with business retention and attraction. Ms. Dean, a Glenview resident, formerly served as Economic Development Director and as Director of Management Services for the Village of Downers Grove. She has a Master of Public Administration degree from Northern Illinois University.

Approved:

  • Prohibition on left turns from Happy Hollow Road into the Willowbrook School Circle. Staff has received numerous resident complaints that Happy Hollow Road is impassable during school pick up and drop off times.
  • Commercial zoning variation of 2701 Patriot Boulevard. This four-story office building will be constructed at a maximum building height of 67 feet instead of 35 feet; setbacks will be 50 feet instead of 370 feet.
  • Final site plan approval for OPUS Gateway at Prairie Glen, 2701 Patriot.
  • Conditional use to install an outdoor helicopter exhibit at the Naval Air Station Glenview Museum, 2040 Lehigh Avenue.
  • Contract awards for:
    • Glen retail parking structure maintenance repairs to National Restoration Services. Budget: $123,423.
    • Production of street sign blanks to Vulcan Signs, Inc. Budget: $20,477.
    • Supplemental engineering services for Greenwood/Glenview intersection improvements to James J. Benes & Associates, Inc. Budget: $45,622.
    • Annual storm/sanitary sewer television inspection program to CTR Systems, Inc. Budget: $76,638.
  • Transfer of $30,000 from Corporate Funds to Capital Projects Funds for annual storm/sanitary sewer television inspection.
  • Letter of Intent with the Illinois Department of Transportation for Village-funded improvements that will be contained within IDOT's proposed Illinois Route 58 (Golf Road) at Shermer Road improvement project. These improvements will consist of emergency vehicle pre-emption, sidewalk, utility relocation, traffic signal modernization, and related design engineering. Budget: $268,000.
  • Policy on Village support and consent for Class 6B Cook County incentive. The program encourages industrial development within Cook County by reducing a businesses' tax assessment for 12 years. Although it is a county program, applicants must obtain a sign-off from the local municipality.
  • Class 6B Cook County incentive extensions for R.A. Zweig, 2500 Ravine Way and NAPCO, 2101 Claire Court.
  • An increase in the number of Class G Liquor Licenses (retail sale but no consumption on premises) from nine to ten, and a Class G Liquor License for Glenview Deli & Liquor, 3385 Milwaukee Avenue.
  • Establishment of Special Service Areas #56 and #57 for Park Drive sanitary and sewer installations.

First Consideration:

  • Amendment to Village Traffic Code to remove three 30-minute parking spaces in front of Eggsperience Restaurant, 2000 Tower Drive and move them to the far eastern portion of Valor Drive.
  • Planned development with variation and final site plan for Plaza Del Prado Outlot, 2709-2775 Pfingsten. The petitioner, Mid America Asset Management, is asking to develop a Panera Bread restaurant in the existing parking lot east of Chase Bank and west of the main entrance off Willow Road. Vote 4-3 in favor.

  • Our Lady of Perpetual Help's pending covenant to provide storm water detention.
  • Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
