Village Manager's Report
- Report on Village Hall space options. After a year-long analysis, Village staff recommended to the Board that the Village and the Glenview
Park District create a two-agency joint administrative building. This solution will be cost efficient, save space, and enhance resident services. The Board approved the recommendation and
staff of both entities will now move ahead to create a formal Intergovernmental Agreement. Read the

Approved
- Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for
3345 Sanders Road and 3760 Greenleaf Avenue and the Northeast corner of Greenleaf Avenue. A Public Hearing was held on this matter.
- Annexation with annexation agreement, rezoning, final site plan, preliminary subdivision and associated variances for 3235 Milwaukee Avenue - North
Milwaukee Townhomes. A Public Hearing was held on this matter.
- Final subdivisions for:
- Youth Services of Glenview/Northbrook, 3080 West Lake Avenue.
- Fire Station #7, 3507 Glenview Road.
- Single-lot subdivision for 1153 Lincoln Street - Winger Estates.
- Contract Awards for:
- Engineering inspectional services to support the 2008 core Capital Improvements Program (CIP) to Gewalt Hamilton of Illinois, Ltd. Budget: Not to exceed $100,000.
- 2008 sewer lining project to Insituform Technologies, USA, Inc. Budget: $828,267. This item also included a budget amendment.
- Telephone services to AT&T. Three-year master agreement. Budget: $466,500.
- An additional $56,992 for sidewalk related safety improvements requested by the Illinois Department of Transportation as part of its Willow Road
improvements between Sanders and Landwehr Roads.
- Third amendment to the 1990 Willow Road Corridor Agreement with the Village of Northbrook. This relates to the
redevelopment of the former Culligan property, now owned by
GlenStar Development and to the joint planning process the Villages have carried out to guide this redevelopment. Through this amendment, various developments within the
GlenStar property will be annexed as building permits are requested -- as opposed to annexing the entire parcel before it is developed.
- Title change -- from Finance Director to Chief Financial Office -- for plan coordinator for the ICMA Retirement Corporation.
- Establishment of delegate (the Village's Risk Manager) and alternate delegate (the Village's Chief Financial Officer) Village representative to the
High-Level Excess Liability Pool (HELP).
- Annexation agreement with and annexation of Regency Development Group Townhomes, 3235 Milwaukee Avenue, as well as rezoning,
site plan review, preliminary subdivision and associated variations for the site.
- Annexation agreement with and annexation of Greenleaf Manor, 3345 Sanders Road and 3760 Greenleaf Avenue, as well as rezoning,
site plan review, preliminary subdivision and associated variations for the site.
- Request to hold Oktoberfest at The Glen Town Center, September 12-14,
and temporary No Parking Ordinance. Three votes in favor, one
abstention.
First Consideration
- Final site plan and preliminary subdivision for 1615 Milwaukee Avenue, Park Realty Center.
- Amendments to Liquor Code stating that (a) "closing hour" for Class F licensees (special event catering) serving alcohol is 10 p.m. and (b) the fee for a Class H license (which
permits establishments that serve liquor on-site to also package and sell it) is $500.
- Four-hour parking restriction for the northeastern Gallery Park parking lot.
Reports to Board
- Annual report on circuit reliability from Commonwealth Edison. While Com
Ed's system wide average has risen from 1.5 interruptions per customer to 1.7
interruptions per customer, the number of interruptions for the Village rose from 1.4 to
2.6. This is skewed by the August, 2007 storm but when this is corrected there is still an increase to 1.8 interruptions per customer.
The average length of interruptions rose from 111 minutes to 564
minutes, however if August is removed, Glenview experienced an
average service interruption of 91 minutes. At the same time, Com Ed's system wide
average length of interruptions has risen from 145 minutes to 191 minutes.
