Trustee James Patterson was absent.

Village President's Report:

  • The Glenview Freedom Memorial Committee presented its design for this 2,000-square foot Memorial, to be located along Patriot Boulevard north of Little Bear Park in Gallery Park. See below under "Approved" for more information.

Village Manager's Report:

  • Update on the new Library. The Library Board has hired an architect and an owner's representative; it is currently engaged in creating the schematic design documents for the building. In order to ensure that the building meets Village standards, the Library Board has also held two meetings with the Village Plan and Appearance Commissions. Issues raised include traffic access and circulation, the architecture, and strengthening the appearance of facility as it fronts Glenview Road. Next steps include meeting with Village staff and the Village's traffic consultant on these issues. A third meeting with the Village Commissions is tentatively scheduled for August. At that time, the Library is also planning to finalize its construction manager contract.

Approved:

  • Proposal for the first sculpture for the Freedom Memorial in Gallery Park.
  • Amendment to Village Traffic Code to remove three 30-minute parking spaces in front of Eggsperience Restaurant, 2000 Tower Drive and move them to the far eastern portion of Valor Drive.
  • Designation of a "No Stopping, Standing or Parking" zone on Thornwood Avenue.
  • Subdivisions:
    • 1816-1820 Jefferson & 1785 Rogers Avenue (next to Glen) - final.
    • 927 North Glenayre Drive (Schmikler-Stein) - single-lot.
    • 735 Wagner Road (Melissa Crawford Miller McLaughlin) - single-lot.
  • Elimination of two-hour parking restriction on Stevens Drive.
  • Appointment of Village Human Resources Director Barry Kurcz as Authorized Agent for the Intergovernmental Personnel Benefit Cooperative.
  • Ten-year contract to provide fire services to the Village of Golf, effective January 1, 2008. Golf will pay a $120,000 fee for this service in 2008, with a four percent increase each subsequent year.
  • Establishment of Special Service Area #52 for Glen Oak Acres Area "K" Storm Water Area Management Project (SWAMP).
  • Regarding improvements to the Alvarian Public Safety Mobile Communication System for the Fire Department that will increase the system's coverage within the Village from 70 to 90 percent:
    • Lease agreement with US Cellular to install a monopole and cellular equipment at Fire Station 13, 831 East Lake Avenue. (see below under "First Consideration")
    • Contract award for upgrades to the Alvarian system to PCS Technologies. Budget: $52,750.
  • Planned development with variation and final site plan for Plaza Del Prado Outlot, 2709-2775 Pfingsten. The petitioner, Mid America Asset Management, will develop a Panera Bread restaurant in the existing parking lot east of Chase Bank and west of the main entrance off Willow Road. Vote 4-1 in favor.
  • Appointment of Deputy Village Manager Chris Clark and Executive Assistant Lisa Goodwin as Deputy Village Clerks.
  • Contract awards for:
    • Water meter testing services to HBK Water Meter Services. Budget: $26,250.
    • Maintenance of crosswalks at various sites to Kaplan Trucking & Paving Company, Inc. Budget: $22,701.
    • 2007 concrete pavement line painting and reflector repair program to Mark-It Corporation. Budget: $78,454.
    • Crack sealing services to SKC Construction, Inc. Budget: $20,243.
    • Supplemental engineering services regarding enhanced pedestrian signals for the Willow Road Project (Sanders to Landwehr) to Parsons Transportation Group, Inc. Additional fee: $3,000.
    • Fleet management services to Mercury Associates, Inc. Budget: Fees not-to-exceed $75,000; reimbursables not-to-exceed $15,000.

First Consideration:

  • Regarding improvements to the Alvarian Public Safety Mobile Communication System, conditional use and site plan for US Cellular to install a monopole and cellular equipment at Fire Station 13, 831 East Lake Avenue.
  • Sale of 13 surplus vehicles at auction.
  • Temporary parking restrictions on streets surrounding Saint Peter and Paul Greek Church, 1401 Wagner Road, during its annual Greek Food Festival, July 28-29.
  • Text amendments to the Village Sign Code relating to, among other things, a reduction in the height and setback of signs in industrial districts, and eliminating internally illuminated wall box sign cabinets.
  • Variance in required front yard setback for signs for ATA Blackbelt Academy and Artisan Stage and Lighting, Inc., 3210 West Lake Avenue.
  • Conditional use, final site plan and preliminary subdivision for Taco Bell and retail at 9870 Milwaukee Avenue.
  • Planned development amendment, conditional use, preliminary subdivision and final site plan for Glenview Commons, 1701 Milwaukee Avenue.

Continued:

  • Special Event Permit for Art at the Glen Town Center, August 10-12.
  • Temporary parking restrictions and road closures in The Glen Town Center during the Art Festival, August 10-12.
  • Our Lady of Perpetual Help's pending covenant to provide storm water detention.
  • Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
