Village President's Report

  • Presentation of awards from the Government Finance Officers Association for the Village's 2008 Comprehensive Annual Financial Report and 2009 Budget.
  • Recognition of retiring Appearance Commission Chairman John Hedrick.

Village Manager's Report

  • Update: Baxter and Woodman Consolidated Contract. In March, the Board approved this $2.25 million five-year contract that consolidated more than 20 Village contracts in engineering services, some inspections, and landscaping. Thus far, the process is working well; the Village should realize over $600,000 in savings in Year One, and hundreds of thousands of dollars in savings in future years.
  • Update: Construction Labor Unions Strike. It appears that the owners and unions reached a consensus this week; some of the contractors are back in town preparing to re-start work (the Village has six projects underway). Staff is in the process of reviewing schedules; they are hopeful that there will not be significant changes. Construction budgets should not be affected.

Approved

  • New chapter of the Municipal Code providing for the regulation and licensing of manufactured home communities.
  • Reduction of on-street parking along Beaver Road adjacent to the entrance to Cunliff Park during the hours of 6 a.m. and 8 p.m.
  • Designation (through the Village's Landmark Ordinance) of 106 Park Drive as historically significant.
  • Contracts, Bid Awards, and Purchases:
    • Debris hauling and stone delivery services to G & L Contractors. Budget: $344,088.
    • Replacement of floors at Fire Station 6 and Fleet Services to Artlow Systems, Inc. Budget: $76,444.
    • Police Department server room HVAC system project to Martin Petersen Company, Inc. Budget: $52,596.
    • Glenview Road (West) resurfacing project to Lenny Hoffman Excavating, Inc. Budget: $1,354,775. This item was accompanied by an amendment to the Capital Projects Fund for Illinois Department of Transportation grant revenue.
    • Waukegan Road private property curb cut reduction project to Copenhaver Construction, Inc. Budget: $176,790.
    • Computer and networking equipment associated with the annual server replacement program from Computer Discount Warehouse-Government. Budget: $37,930.
  • Renewal of the Village’s membership in Chicago’s North Shore Convention & Visitors Bureau, July 1, 2010-June 30, 2011. Budget: $56,610.
  • Intergovernmental agreement with the Village of Grayslake to provide 911 dispatching and non-emergency call-taking services by subcontract to the Village of Hainesville.
  • Transfer of $352,585 from the Corporate Fund to the Capital Projects Fund for use in the supplemental road resurfacing and the Indian Road reconstruction projects.
  • Declaration of seven unused parking machines as surplus Village property and approving of their disposition.
  • Conditional Use (B-3 use in an I-2 zone) at 2101 Johns Drive – DPSCPA Services, Inc. for a truck repair business.

  • Single Tenant Building Ground Signs Text Amendment to Municipal Code.
  • Amendment to Municipal Code regarding the definition of lot size.

Continued

  • Initiatives developed through the Storm Water Task Force process:
    • Flood Risk Reduction Program
    • Multi-Hazard Mitigation Plan
    • Cost-sharing programs.

Tabled

  • Proposed amendments to the Municipal Lighting Code.
  • Commercial variation allowing an auto services use at 1148 Waukegan Road.
