Village President's Report

  • Recognition of Colin Hepburn, a Glenbrook South High School student who recently earned a gold medal as part of Team USA, which competed in the International Association of Athletic Federations World Youth Championships.
  • Approval of liquor license for Wyndham Hotel, 1400 Milwaukee (Class A - sale of liquor for consumption on premises.)
  • Reappointment of Kevin Christell and George Colis to the Village's Police Pension Board.

Village Manager's Report

  • AT&T Project Lightspeed Build-Out Update. In accordance with the 2007 Cable and Video Competition Law, AT&T is planning to offer U-Verse Internet Protocol to Glenview residents. In order to do this, it will place VRAD cabinets at 78 locations within the Village. AT&T has raised concerns about the Village's requirement regarding notification and explanation to property owners adjacent to or abutting the box locations, but is willing to send them a letter detailing construction (as opposed to holding a community meeting). Trustees were willing to support this approach, but will be modifying the original ordinance that laid out the notification requirements.

Village Attorney's Report

  • Video Gaming Act Update. This Act, signed into law this month by Governor Quinn, permits video gaming in certain facilities - including those that have certain types of liquor licenses. By staff count, 55 establishments in Glenview could potentially offer video gaming under the terms of the Act. Most of the revenue generated by the video gaming does accrue to the State; one-sixth of the revenue is placed in a local municipal fund and distributed up to the participating municipalities based on the percentage of revenue each generates. Municipalities may pass an ordinance prohibiting video gaming entirely. Board directed staff to develop such an ordinance for the next Board meeting.

Approved

  • Issuance of Series 2009B tax bonds to construct storm water sewers in the Glen Oaks area, and providing for the levy and collection of a direct annual tax for payment of their principal and interest:
    • $313,081 for Special Service Area #62.
    • $86,918 for Special Service Area #63.
  • Conditional use approval (B-3 use in an I-2 District) for Illinois Towing Services, 2091 Johns Court.
  • Bid and Contract awards for:
    • Glenview, Washington, Lehigh/Harlem & Prairie Roadway Improvement Project to ALamp Concrete Contractors, Inc. Budget: $1,496,117.
    • MUNIS software and training to Tyler Technologies. Budget: $35,950.
    • Bond Counsel services to Chapman and Cutler LLP. Three-year contract; the fee depends on the size of the bond issuance; maximum is $32,500 for bond issuances between $40 and $60 million, with a fixed hourly fee of $350 for any additional services.
    • Financial advisor services to Speer Financial, Inc. Three-year contract; budget: $25,000.
  • Unclaimed Property Policy, developed to ensure proper and timely response to outstanding and unclaimed checks in compliance with State law.
  • Maximum height of 12 feet for new sheds and related bulk regulations.
  • Sale of Depot Square Unit 412 for $135,500.

First Consideration

  • Amendments to Village Code to allow a 12-month requirement for site plan and conditional use expirations in which the initial permit must be attained. The expansion of this requirement is due to the economic downturn; petitioners are having trouble complying with the current deadline requirements.
  • "No Parking" restriction on North Branch.

Continued

  • First consideration of an Annexation Ordinance for 505 Milwaukee Avenue.
  • Agreement with M.P.C. Communications to provide change over services for the outfitting of new Police Department vehicles.
  • Declaration of salvage equipment and furniture. Because the Village received a large donation of furniture from a local company, it now has a great deal of old furniture, in poor condition, to dispose of. Staff recommended that it be declared surplus and staged in the former Police Station; that way it would be recycled when the former station is demolished. Trustees wished to consider other options for the furniture.
