Village President's Report

  • OliverMcMillan, developer and operator of the Glen Town Center, repaid in full a $750,000 loan provided by the Village in 2004 to help enhance the visibility of the Center. Read the full press release.
  • Proclamation expressing support for the City of Chicago's bid for the 2016 Summer Olympics.
  • Appointment of Henrietta Saunders to the Natural Resources Commission.

Village Manager's Report

  • Update on August 4 storm and associated ComEd power outages. At 1 a.m. on August 5 the Village was notified that there were a potential 730 outages in Glenview. By 8 a.m. ComEd confirmed that 419 customers had had prolonged outages, however, all power was restored by noon (with a recurrence at 4 p.m. in the Bonnie Glen area which was corrected within a short period). Most of the outages involved Circuit 801, which runs through southwest Glenview. This circuit has long been a problem -- since January 1, 2006 it has experienced 52 outages. Some improvements have been carried out; ComEd has improved fusing, completed substation work, installed wildlife protection, removed some customers from the circuit to reduce the load, and done some tree trimming. However, there is still work to do. Another concern involved ComEd's "E-Outage" system, which is designed to electronically alert municipalities as to outages in their areas. Emails were delayed last night and this morning the system wasn't functional.

Approved

  • Contract & Bid Awards:
    • Claims administration services for workers compensation and property/casualty claims to RAC Risk Services. Three-year contract. Budget: $143,965.
    • Storm and sanitary sewer television inspection services one-year contract extension to Chicagoland Trenchless Rehabilitation. Budget: $62,873.
    • Tanglewood Lane water main lining project to Insituform Technologies USA, Inc. Budget: $307,560.
    • Plumbing inspection services to Northfield Plumbing, Inc. Cost: $65/hour.
    • Snow and ice removal services at the Glen Town Center, municipal parking lots and various sidewalks to Tovar Snow Professionals. Three-year contract. Budget: $590,700.
  • Participation in the Northern Illinois Municipal Energy Cooperative (NIMEC) three-year bid for the Village's water pumping station electricity supply.
  • Eleven month membership agreement with Chicago's North Shore Convention and Visitor's Bureau. Membershp fee: $57,658.
  • Regarding GlenStar Development at 1 Culligan Parkway. This is the 40-acre former Culligan site at Willow and I-294. A Public Hearing was held on this matter.
    • Annexation agreement. Vote 5-1 in favor with the President voting.
    • Annexation. Vote 4-1 in favor.
    • Rezoning, site plan review, preliminary subdivision and associated variances. Vote 4-1 in favor.
  • A Plan for Nature in Glenview and Technical Report, as well as an amendment to the Village's Comprehensive Plan. Originally developed under the auspices of the Village's Natural Resources Commission, the Plan identifies opportunities to enhance the health of nature in Glenview via native landscaping, zoning and planning and natural area enhancement.
  • Amendment to Village's Flood Control Ordinance to come into compliance with Cook County's new flood map. It will have no affect on Glenview residents.

First Consideration

  • Parking restrictions near the seven mailbox kiosks on Concord Lane, Avalon Court, and Cambria Court.
  • East-west stop controls at Monroe Avenue/Jefferson Avenue intersection. Vote 4-1 in favor.
  • Change to parking restriction -- from one hour to two hours between 8 a.m. and 6 p.m., Monday - Saturday -- on Pine Street between Glenview Road and Prairie Street.
  • Declaration of a tow truck, vacuum sweeper, and street sweeper as surplus Village property.
  • Participation in the September 20 Northwest Municipal Conference Surplus Vehicle Auction.

  • Change of future zoning designation from R-1 Residential to R-2 Residential for Pleasant Plains Subdivision at 3256, 3250, 3252, 3270 and 3280 Landwehr Road; 3228-3372 Overland Pass; 3251-3281 Pleasant Run; and 3227-3305 Westview Drive. This would reduce the minimum lot size from 43,560 sf to 21,780 sf.
  • Annexation agreement, annexation, map amendment, rezoning and preliminary subdivision for 3227 Westview Drive - Sawusch Subdivision.
