Village President's Report
- Approval of shift from Class B liquor license (serve wine and beer for consumption on premises) to Class A license (serve alcohol for consumption on premises) for Empire Szechwan, 2580 Milwaukee.
- Approval of Class H liquor license (sale of packaged alcohol)in addition to a Class B license for Nobori Sushi, 1821 Waukegan.
- Request for Board direction regarding banning smoking in all approved outdoor dining areas. The Smoke Free Illinois Act prohibits smoking within 15 feet of a public building's door or open window. At many of the restaurants that offer outdoor dining, the configuration of tables can make compliance difficult. The Village doesn't enforce the Act, however, it has received some resident questions on this topic. The Board asked for additional information; staff will contact local restaurants and bars that offer outdoor dining to explore this issue.
- Regarding curb cut modifications as part of the Waukegan Road Corridor Improvement Plan. Because this will affect private property owners, the Board approved the Village covering 100 percent of any associated costs and providing a $5,000/curb cut incentive to each affected business.

- Conditional Use (B-2 use in an I-2 District) for Loyola Auto Service, 2055 Johns Drive.
- Conditional Use (B-3 use in an I-2 District) for Chicago Classic Cars, 2053 Johns Drive.
- Vacation of public alley between Glenview Road and Prairie Street -- from Harlem to Washington -- and public right-of-way at the northwest corner of Glenview and Harlem, adjacent to the Glenview Library. This land crosses the future Glenview Library parcel.
- Deletion of requirement that the Village inspect public swimming pools, spas and hot tubs from Municipal Code. This is because Cook County is already responsible for conducting such inspections.
- Amendment to code regarding Business Licenses addressing fees for businesses with multiple locations, how to delineate between businesses that are licensed by the State and those licensed by the Village, and the elimination of the requirement that licensing formed be notarized.
- Contract awards for:
- Purchase of two multi-function copy machines from Canon Business Solutions. Budget: $34,380.
- Village retaining wall replacement project contract amendment with Earthwerks Land Improvement and Development Corporation. Amount: $30,000.
- Emergency changeover services for the outfitting of new Police Department vehicles to M.P.C. Communications & Lighting. Budget not to exceed: $25,847.
- Purchase and installation of six parking machines, management software, and preventive maintenance for Glenview train stations from Total Parking Solutions. Budget: $105,084.
- Replacement of one Ford Expedition Battalion Fire Chief vehicle and installation of necessary ancillary equipment. Cost: $48,636.
- Prohibition of video gaming terminals within the Village's corporate limits. This is in response to the State Video Gaming Act, passed last month.
- Declaration of salvage equipment and furniture. Because the Village received a large donation of furniture from a local company, it now has a great deal of old furniture, in poor condition, to dispose of. The furniture will be staged in the former Police Station; that way it will be recycled when the former station is demolished. Vote 4-1 in favor.

Request for Board Direction
- Regarding Village financial policies:
- Municipal Retirement Replacement Fund (MERF): Transfer MERF assets meeting the CERF definition ($5,000 in value and
above) from MERF into CERF in 2010 and going forward manage the MERF assets in CERF as capital assets. Manage MERF to a $0 fund balance on an annual basis.
- Capital Equipment Replacement Fund (CERF): Maintain a 50 percent accumulated reserve. .

- Regarding Cook County Class 6b applications (a tax incentive program designed to encourage industrial development in the county) filed by D.R.L. Enterprises, 2301 Ravine Way:
- Resolution in support of renewal of designation.
- Resolution in support of new designation for 21,000-square foot addition to the facility.
- Discontinuation of private alarm monitoring services at 9-1-1 Dispatch Center.
