Village President's Report:

  • Reappointment of Mike McPeek and Linda Hamman to the Zoning Board of Appeals through 2012.
  • State Senator Susan Garrett joined President Cummings in reporting on the one-day closure of the Milwaukee Avenue Bridge.

Village Manager's Report:

  • Introduction of Steve Lang, new Public Works Supervisor. Mr. Lang has more than 30 years of experience with the Village.
  • Update on Techny Basin capacity. During the past week, heavy rains have created concerns about flooding. The basin is almost full, although it is no longer rising and pumping has begun. Public Works is keeping an eye on the weather and has been getting the word out to the flood-prone areas of the Village asking residents to take precautions and remove items from their basements. The Village also used its Emergency Telephone Notification Service for the first time on Monday, August 20; it worked well.
  • Update on the New Library Project: On August 28, during a regular Plan Commission meeting, the Plan and Appearance Commissions will meet with the Library Board to continue reviewing schematic designs for the new building. Traffic flow and access have been upgraded and redesigned and there will be drop-off areas on either side of the building. The Library is also close to getting a construction manager contract in place; this will probably be finalized late in September.

Approved:

  • License Agreement with the Glenview Park District that turns jurisdiction of Zenith Drive and Community Park West over to the Village on Sunday, August 26 during the closure of the Milwaukee Avenue Bridge (see above). Zenith Drive will be temporarily opened to local traffic on this date to benefit local businesses and their customers. Estimated cost: $34,000.
  • Annexation Ordinance for 1150 Huber Lane.
  • Change parking restrictions on Prairie Street between Washington Street and Lehigh Avenue from 30 minutes to two-hour parking, 9 a.m.-5 p.m., Monday-Friday. Originally, the 30-minute restriction was put in place to assist Post Office patrons. As the Post Office has closed at this site, such a restriction is no longer necessary.
  • Regarding Willow Road pedestrian signal upgrades:
    • Contract amendment with Lyons-Pinner Electric Co. in the amount of $44,113 to accommodate design changes requested by the State.
    • Amendment to 2007 Capital Improvement Project (CIP) Budget.
  • Single-lot subdivisions:
    • Ozzie and Otis Subdivision - 1115 Pleasant Lane.
    • Nocher’s Resubdivision - 332 Elm Street.
    • Manning Sutter Subdivision - 817 Greenacres Lane.
    • Stewart Subdivision - 1145 Central Road.
    • Gregorian Court Subdivision - 730 Wagner Road.
    • Zasowski’s Subdivision - 636 Forest Road.
  • Final subdivision of 2930-2950 Patriot Boulevard - Patriot Marketplace Unit 2 Subdivision.
  • Fireworks display at the North Shore Country Club on September 2.
  • Release the Village of Wheeling, Illinois, from an intergovernmental agreement for the receipt of wireless 911 emergency calls and dispatching of Wheeling fire and emergency medical services.
  • Acceptance of infrastructure improvements for the Wagner Estates Subdivision.
  • Intergovernmental agreement with the Illinois Department of Transportation (IDOT) and the Illinois State Toll Highway Authority (ISTHA) for Willow Road improvements requested by the Village as part of the State's tollway project (Sanders to Landwehr). Budget $236,769.
  • Tiered Approach to Correction Objectives Agreement, which indemnifies and holds the Village harmless for any environmental contamination in the soil and groundwater adjacent to the former Mobil Gas Station at Waukegan and Grove.
  • Contract awards for:
    • Land acquisition services (acquiring the necessary rights-of-way and easements) for the Greenwood/Glenview Intersection Improvement Project to Santacruz Associates, Ltd. Budget: $61,985.
    • Phase I engineering for the Glenview Road/Washington Street intersection and roadway improvement project to Gewalt Hamilton Associates, Inc. Budget: $39,710.
    • Design and design/build services for Downtown intersections and pedestrian crossing improvements: Project 1 and Project 2 to Lyons Electric. Budget: $222,750.
    • Pavement management program services to Infrastructure Management Services. This program will update the Village's evaluation system, ensuring that it is complete and accurately reflects the current conditions of Village streets. The testing will assist staff in setting priorities for the 2009-2013 Capital Improvement Program (CIP). Budget: $105,699.
    • 40-59 Park Drive sanitary and storm main projects to Mosele & Associates, Inc. Budget: $147,906.
    • Freedom Memorial site work in Gallery Park to ILT Vignocchi, Inc. Budget: $48,520
    • Vehicle towing, storage and related services to Red’s Body Shop. Fees and charges are paid by those requiring service, not by the Village.
  • Revision of the Village’s Emergency Services and Disaster Agency Ordinance in order to comply with the State Municipal Code, remove redundancies, and change the terminology (from "Emergency Services and Disaster Agency" to "Emergency Management Agency") so that the Village Ordinance can be read in conjunction with the State Code.
  • Conditional use (carry out dining) for Taste of Mexico - 2661 Shermer Road.

First Consideration:

  • Annexation Ordinance for 1139 Huber Lane.

Request for Board Direction & Board Review and Discussion:

  • Proposed annexations of 3227 Westview and 3231 Pleasant Run. These were referred to the Plan Commission for consideration.
  • The Village’s winter parking regulations. The Board was supportive of the current policy.

Continued:

  • Our Lady of Perpetual Help's pending covenant to provide storm water detention.
  • Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
