Village Manager's Report

  • Financial Report for January-June, 2009. Year-to-date revenues show stabilization although it is still projected that they will be $2.3 million below the amount in the 2009 adopted budget by year's end. Due to aggressive cost containment measures and some favorable service contracts, by year's end expenditures are projected to come in $3.7 million below the amount in the 2009 adopted budget.
  • Approval of request from Glenview Public Library for an interest free loan to remediate a cash flow issue created by a delay in property tax distribution and the year-end fund balance being off projection. It would be on an as-needed basis and would probably not exceed $1.37 million.
  • Refuse and Recycling Request for Proposals. The Village's contract with Groot will expire on June 30, 2010. The Village has been considering its options with regard to the collection of refuse and recyclables, and is crafting an RFP that will seek to better control costs. This RFP will contain two alternatives -- a base that resembles the Village's current service and an second option that would require standardized containers (of varying sizes) provided by the vendor, which would have the greatest impact on costs.

Village Attorney's Report

  • Changes to the Freedom of Information Act (FOIA). In August, the State Legislature passed Public Act 96-0542 which makes substantial changes to the FOIA, effective January 1, 2010. Among the changes:
    • Providing records is now a "primary duty" of a unit of government.
    • Time frame for response has been shortened to five business days in most cases. For police records, the response time has been shortened to 72 hours, which puts a significant burden on law enforcement.
    • No fees can be charged for the first 50 black and white, normal-sized pages that are copied.

Approved

  • Elimination of a portion of the current "no parking" restrictions on the south side of Johns Court.
  • No parking zone along a portion of the east side of Kenilworth Lane and a portion of the northwest side of Kenilworth Avenue.
  • Contract awards for:
    • Development and implementation of a cross connection control management program to Backflow Solutions, Inc. Five-Year Budget: $254,066. Vote 5-1 in favor.
    • Generator maintenance services to Steiner Power Systems. Budget: $24,778.
  • Remove "No Parking 8-10 a.m." signs on Larkdale Drive.
  • Waiver of termination of conditional use approval for Bredemann Ford, 2038 Waukegan Road.

First Consideration

  • Deletion of language codifying a Village Senior Commission, which was active in the 1970s. The Commission hasn't met in at least a decade; most of the needs it originally met are now addressed by the Village's own Senior Services Program, the Glenview Senior Center and other community organizations. Vote in favor 4-3 (tie broken by Village President).

Continued

  • Final subdivision at 1930 Glenview Road - Glenview Public Library.
  • Amendments to Village Code to allow a 12-month requirement for site plan and conditional use expirations in which the initial permit must be attained. The expansion of this requirement is due to the economic downturn; petitioners are having trouble complying with the current deadline requirements.
  • First consideration of a Plan Commission denial for rezoning at 235 East Lake Avenue – Meier’s Tavern.
  • Support of Cook County Class 6b applications filed by D.R.L. Enterprises, 2301 Ravine Way.
