Special Board Meeting

  • Before beginning its regular meeting, the Board held a special meeting to officially declare the Village a Disaster Area due to the rain and flooding events of September 13-14, 2008. This is necessary in order to be eligible to apply for state and federal assistance.

Village Manager's Report

  • Gallery and Navy Park Landscaping Update: The plants at Little Bear Garden, Fountain Plaza and Navy Park have not done well due to poor drainage, the specific plants and their location, chemical overspray and other factors. Suggested next steps include testing the soil and supplementing it if necessary, selecting plant species tolerant of the site challenges, and monitoring and possibly reducing salt, herbicide and other chemical applications. The Board generally agreed with these recommendations and asked that they be reviewed by the Natural Resources Commission and the Glenview Park District.

Public Hearings

  • First consideration of an Ordinance approving annexation of 3227 Westview Drive – Sawusch Subdivision and first consideration of an Ordinance approving an Official Map Amendment, rezoning and preliminary subdivision for 3227 Westview Drive – Sawusch Subdivision

Approved

  • Change to Village Code definition of "animals running at large." Previously, animals were not permitted to run at large anywhere in the Village. The change omits dogs in dog parks or dog-friendly areas, because the Glenview Park District has proposed to create a dog park at Community West Park.
  • Amendments to Municipal Code that update the various stop and yield intersections in the Village. Over time, the intersections listed in the Code had become out-of-date.
  • Amendments to Municipal Code to more clearly define lower-value property theft and penalties for theft.
  • Purchase of an automated fuel management system, which will track fuel by vehicle as well as wirelessly download the vehicle identification number, odometer and hour meter readings. This will eliminate the human error that can occur when users are required to key in this data manually. Budget: $84,458. This item required a budget amendment.
  • Participation in the State of Illinois' rock salt joint purchasing program to obtain 7,000 tons of salt for the 2008-2009 winter season. Budget: $439,740. This item required a budget amendment.
  • Contract and bid awards:
    • Shermer Road Bike Lane Project to Marking Specialists Corporation. Budget: $75,578.
    • Parking lot construction and site restoration at 1148 Depot Street to A-Lamp Concrete Contractors, Inc. Budget: $72,165.
  • Acceptance of infrastructure improvements for the Haverford Subdivision. When a private developer builds out sidewalks, streets and other infrastructure, it must meet Village standards before the Village will take over ownership and maintenance.
  • Renewal of environmental liability insurance covering The Glen. In the 1990s the Navy conducted a major environmental clean-up on the site that is now The Glen (formerly the Glenview Naval Air Station). However, if additional remedial decontamination needed to be undertaken, this insurance would protect the Village. Cost: $112,187.
  • Partial release of Right of Host Community Agreement regarding a parcel of land the Solid Waste Agency of Northern Cook County wishes to sell. As the host community for SWANCC, the Village has first right of refusal whenever it plans to sell land.
  • Addendum to employment agreement with Village Manager.
  • Update to the list of authorized signatures on Village bank accounts to account for staff changes.
  • Real estate sale contract for the purchase of Depot Square Unit 407.
  • Agreement between the Village and Astellas Holding US, LLC, concerning Village support for a Cook County 7(b) property tax incentive. Deerfield-based Astellas, ranked as one of the top 25 pharmaceutical companies worldwide, needs to expand its space and is interested in constructing a 360,000-400,000 square foot office facility on the former Culligan site (now owned by GlenStar). However, expanding in Glenview would be considerably more expensive than expanding in Deerfield due to the latter's location in Lake County, which has significantly lower property taxes. For this reason, Astellas plans to request a Cook County Class 7(b) property tax incentive, which lowers a company's property taxes for 12 years. In order to be eligible for this incentive, Astelles needs the support the Village; this agreement outlines the obligations of both parties prior to the Village providing this support. Key components include a property tax revenue guarantee, a commitment to inform the School Districts and the Village should the company file any property tax appeal, and a commitment to completing construction no later than September 30, 2012. First Consideration

  • Declaration of computer-related equipment as surplus.
  • Regarding a recent traffic analysis of Glen Oak Acres:
    • Stop signs at Hawthorne approaches to Elmwood. Vote 5-1 in favor
    • Elmwood parking prohibition from 7 - 8:30 a.m. and 2 - 3:30 p.m.

Additional Direction from Trustees regarding Traffic Study Analyses

  • Swainwood. Staff will revise the proposed stop sign ordinance.
  • Glen Oak Acres. Staff will create an additional traffic sign ordinance for the Burton approach to Brandon.
  • Patriot Boulevard. Staff will contact residents adjacent to the Patriot/Independence intersection and request feedback on a possible traffic signal installation.

Continued

  • Installation of two raised crosswalks at locations on Roosevelt Avenue. Cost: not to exceed $20,000.
  • Decrease in the minimum lot size from 43,560 square feet to 21,780 square feet (through a change in the future zoning designation) for Pleasant Plains Subdivision at 3246, 3250, 3252, 3270, and 3280 Landwehr Road; 3228-3372 Overland Pass; 3251-3281 Pleasant Run, and 3227-3305 Westview Drive.
  • Annexation, annexation agreement, map amendment, rezoning and preliminary subdivision for 3227 Westview Drive - Sawusch Subdivision.
