Village President's Report:
- Recognition of Tyler Brown, Zachary Demertzis, and Thomas Foust for their heroic actions
in saving the life of a driver who had inadvertently turned onto the railroad tracks at Chestnut and Lehigh Avenues on September 8.
- Reminders on upcoming events and meetings, including:
- Capital Improvements Program Budget Workshop: Wednesday, September 26 7 p.m., Village Hall
- General Operating Budget Workshop: Thursday, October 4, 7 p.m., Village Hall.
- Report on status of Disaster Area status for Glenview. Governor Blagojevich has asked President Bush that Northern Cook County be declared a
Federal Disaster Area. Information will be passed along to residents as it becomes available.
Village Manager's Report:
- Presentation on the 2006 Consolidated Annual Financial Report.
- Presentation on the proposed Streamlined Sales Tax, a State initiative which would alter the way sales tax is collected and allocated. Currently,
sales tax revenue generated through internet and mail order sales is allocated to the municipality in which the retailer is based. Under this new proposal, it would be
allocated to the municipality in which the customer resides. This could have serious implications for the Village of Glenview, as sales tax generated
by local businesses (particularly Abt) is a major source of municipal revenue.
Approved:
- Sale by public auction of six surplus vehicles owned by the Village of Glenview.
- Rezoning of 1150 Huber Lane.
- Final site plan and preliminary subdivision approval for Carriage Hill Kennels, 2218 Waukegan Road.
- Contract Awards:
- Water distribution system valve exercising to ADS Environmental Services. Budget: $33,660.
- Design/build services for drainage redirection and shoreline stabilization at Gallery Park to V3 Companies of Illinois, Ltd. Budget: $105,175.
- Partial release of Right of Host Community Agreement for Lot 2 in amended and restated plat of Solid Waste Agency of Northern Cook County (SWANCC) Subdivision 2. The Village of Glenview
is SWANCC's "Host Community," and thus has first right of refusal on any property SWANCC chooses to sell. In this case, SWANCC wishes to sell property -- "Lot 2" --
to the Cook County Forest Preserve and the Village is releasing its "Right of First Refusal" for this lot.
- Intergovernmental agreement with Glenview School District 34 for a no-cost lease to house a fire engine and crew during reconstruction of Fire Station 7.
- Amendment to 2007 Budget of Refuse and Recycling Fund to advance $900,000 out of the accumulated fund balance
to cover costs incurred during the recent storm clean up efforts.
- Adoption of Concept Planning Study for the Navy Disposition Parcel, 44 acres of land at Shermer and West Lake previously owned by the U.S. Navy.
A Multi-Jurisdictional Planning Committee, including the Village; the Park District; School Districts 30, 34 and 255; Glenview Public Library and Youth Services
of Glenview/Northbrook, developed the plan, which features 20 acres of open space as well as townhomes, row homes and some industrial use.
- Six-month extension of permissible construction period for a conditional use approval for Sprint Together with Nextel, 2053-2101 Johns Drive.
- Ordinance closing nine Special Service Areas for which the Village no longer levies property taxes.
First Consideration:
- Annexation Ordinance for 1302 Prairie Lawn.
Update and Request for Board Direction:
- Storm Update. As the storm clean up effort has abated, the Public Work’s Department is conducting an ongoing
assessment and prioritization of work tasks that need to be completed before the winter. The Board was supportive of the following proposals to:
- Seek competitive bids from contractors in order to complete necessary stump grinding before winter.
- Extend the Village's contract with the company that assists the Village in hanging downtown holiday lights in order to meet the traditional
deadline of the day before Thanksgiving.
- Delay implementation of the Street Sign Replacement Program by one year, as the signs are not required to be replaced before 2012.
Continued:
- Consideration of 2007-2008 Goals and Priorities for the Village Manager.
- Our Lady of Perpetual Help's pending covenant to provide storm water detention.
- Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
