Special Meeting of the Board
The Board approved a Licensing Agreement regarding a Zenith Drive detour (the Park District Board approved the agreement at a special meeting on October 4). The Illinois Department of Transportation will be reconstructing the Milwaukee Avenue Bridge over the United Pacific Railroad Tracks next spring, creating considerable congestion along Milwaukee. To assist in alleviating traffic problems, the Park District, the Village, Abt Electronics, and the Aon Corporation have signed an agreement that will temporarily turn over Zenith Drive to the Village. The Village will improve the road for detour traffic for the duration of the construction period. Aon will permit public traffic on two sections of the road that it owns, and Abt will cover all costs.
Village President's Report:
- Recognition of the Glenview Senior Center, which is celebrating its 50th Anniversary, and Joyce Pottinger, who has provided 50 years of service to the Center and to the Glenview Park District.
- Reminders on upcoming events and meetings, including:
- Form Based Code Workshop: Wednesday, October 3, 7 p.m., Village Hall
- General Operating Budget Workshop: Thursday, October 4, 7 p.m., Village Hall.
Approved:
- Annexation Ordinance for 1302 Prairie Lawn.
- Revised Our Lady of Perpetual Help Agreement and Covenant to Provide Storm Water Detention. This three-phased plan to meet OLPH's current storm water detention obligation of .78 acre-feet includes on-site rain gardens, prairie development at the Loyola West Athletic Campus, and the construction of an 8-10 foot wide bio-swale after the Village replaces the retaining wall adjacent to OLPH.
- Closure of nine Special Service Areas for which the Village no longer levies taxes.
- Contract Awards:
- Snow and ice removal from municipal and commuter parking lots, neighborhood streets and cul-de-sacs for three years to Snow Systems, Inc. Budget: $173,356.
- Additional maintenance of seven sluice gates that are part of the Glen-Lake Glenview storm water system to Allied Mechanical. Budget: $16,520.
- Contract amendment for Water distribution system valve exercising with ADS Environmental Services. Budget: $16,940.
- 2007-2008 Goals and Priorities for the Village Manager.

- 226 Neva - Kristen Cunningham.

- Acceptance of public infrastructure improvements for the Insignia Preserves Subdivision.

- Regarding the acceleration of the construction schedule for the Milwaukee Avenue Bridge Rehabilitation Project -- Village's execution of agreements with:
- Illinois Department of Transportation to provide incentive payments ($5,000/day for up to 30 days) for construction contractors to accelerate the schedule for completion of work on the bridge project.
- Abt Electronics, requiring that the Village be reimbursed by Abt for expenses incurred by the Village in making these incentive payments.
- Annexation agreement and ordinance approving annexation of Glen-Mil Plaza, 611 Milwaukee Avenue. A Public Hearing was held on this topic; see below for more detail
- Awning variation ordinance for the Dairy Bar, 1015 Harlem Avenue.
- Amendment of 2004 Village Comprehensive Plan and adoption of the Bicycle and Sidewalk Master Plan. A Public Hearing was held on this topic.
- Disconnection of 3040 and Aida Estates - 3040 and 3080 Willow Road.
- Amendments to Municipal Code, including:
- Definition of which positions the Village Manager has the responsibility of appointing and removing from office.
- Designation of the Village Manager as the Coordinator of the Emergency Management Agency once an emergency has been declared.
- Deletion the Sunday exemption for snow and ice removal by businesses. This item was voted on separately and approved 4-2.
- Deletion of a section that states that it is unlawful for vehicles to park on any street after one inch of snow has fallen.
- Purchase of 3.09 acre parcel located at 1020 Waukegan Road for $6.5 million. Formerly, this site housed the Dominick's Grocery Store. Safeway, which owns Dominick's, closed the store last April, but it holds the lease on the space until December 31, 2012. Although the Village will own the site, it can not unilaterally terminate Safeway's lease; Safeway has the right to sublease the space as it sees fit -- within the Zoning Code. Funds for the purchase will be borrowed from the Village's Permanent Fund and a primarly goal in redeveloping the site will be to recoup the purchase price.

- Rezoning, site plan review and preliminary subdivision of Glen-Mil Plaza, 611 Milwaukee Avenue.

- Reappointments of Tim McJilton to the Appearance Commission and Gino Divito and Lou Garippo to the Fire and Police Commission.
- Public Hearing regarding annexation, rezoning, final site plan approval, preliminary subdivision approval and variation for Central and Milwaukee Plaza, 600 Milwaukee Avenue.
- Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
