Village President's Report:
- Recognition of 2007 CHARACTER COUNTS! Poster Contest winners.
- Reappointments of Tim McJilton to the Appearance Commission and Gino Divito and Lou Garippo to the Fire and Police Commission.

Matters to be Presented by the Public
- President Cummings reviewed the details of the Village's planned purchase of the former Dominick's site on Waukegan Road.
Approved:
- Final site plan and subdivision of 3100 Shermer - Sunset Gardens.
- Rezoning, site plan review and preliminary subdivision of Glen-Mil Plaza, 611 Milwaukee Avenue.
- Acceptance of infrastructure improvements for the Lawson Glen Subdivision.
- Letter of Intent with the Illinois Department of Transportation outlining Village responsibilities -- including sidewalk, utilities, drainage
and related design engineering -- in connection with IDOT's proposed improvements of Illinois Route 21 (Willow Road to north of Sanders Road).
- Contract Awards:
- Water distribution system leak detection survey to ADS Environmental Services. Budget: $40,757.
- Willow Road sidewalk extension project to Alliance Contractors. This 800-foot extension will result in continuous sidewalk on the south side of Willow
between Patriot and Shermer. Budget: $268,924.
- Zenith Drive infrastructure improvements to ALamp Concrete Contractors. Through an agreement between the Village, the Glenview
Park District, Aon, and ABT Electronics, Zenith will serve as a detour route during the reconstruction of the Milwaukee Avenue Bridge. ABT will
reimburse the Village for all expenses. Budget: $428,093.
- Internet and data services to AT&T Global Services (two three-year contracts). Budget: $122,054.
- Investigation, repair and design of Village retaining wall adjacent to Our Lady of Perpetual Help and the Glenview Road Bridge
to V3 Companies. Budget: $62,700.
- Regarding Zingarella, 2300 Lehigh:
- Increase in the number of Class F Liquor Licenses (permitting the sale of beer and wine for consumption on the premises where food is served)
from nine to ten.
- Issuance of a Class F Liquor License.
- Sale by public auction of 11 surplus Village vehicles.
- Amendments to Village Code related to the June 2007 passage of the State Cable and Video Competition Law, which creates a state-wide franchise for
telecommunications providers, effectively replacing municipal franchises for these services:
- Creating a comprehensive set of construction standards and requirements for work performed by
utilities (including telecommunications providers) in Village rights-of-way, and establishing a permit process.
- Establishing a cable and video service provider fee and the access support fee for public, educational and governmental (PEG) programming.
As the municipal franchise
holder, the Village has always collected these fees -- and this is still permitted
under the new law, even in the absence of a municipal franchise, if the municipality passes a specific ordinance to do so. This ordinance will enable the
Village to continue to collect from providers a fee equal to five percent of gross revenues as well as one percent of gross revenues for PEG programming.
- Establishing customer service and privacy standards relating to cable and video service providers, as detailed in the Act. In order for the
provisions of the Act to pertain to the Village, it must adopt them by ordinance.

- Conditional use and final site plan for Pizano's Pizza, 1808 Waukegan Road.
- Commercial variation for 1808-1820 Waukegan Road.
Continued:
- Public Hearing regarding annexation, rezoning, final site plan approval, preliminary subdivision approval and variation for Central and Milwaukee Plaza,
600 Milwaukee Avenue.
- Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
