Village Manager's Report
- Village staff will install two sample LED lighting units in the West Fork Green area of downtown for two weeks, beginning on November 6. The goal is to obtain public feedback on this type of lighting, as the Village has applied for Federal funding to convert 100 downtown streetlights to LED technology. This would reduce energy and labor costs as LED bulbs last longer than traditional bulbs and thus require less maintenance.

- Conditional use (B-3 use in an I-2 light industrial district) for Project X Customs, 2025 Johns Drive, Unit D.
- Subdivisions:
- Marks - 501 Woodland Drive (single-lot).
- Abt - 1100-1200 Milwaukee Avenue (final).
- Replacement of nine video systems in Police squad cars through a state contract. Cost: $51,257.
- Three-year intergovernmental agreement to supply the Village of Golf with salting and plowing services. Profit to Village: $5,000-$8,000 per season, depending level of service.
- Participation in State of Illinois rock salt joint purchasing program to obtain salt for the 2009-2010 winter season. Cost: $401,450.
- Regarding Astellas US Holding, Inc.:
- Infrastructure completion escrow agreement, which will guarantee that adequate funds are available to allow Glenstar, which owns the former Culligan site, to construct and complete the required infrastructure improvements to permit issuance of a certificate of occupancy for the Astellas office building.
- Amendment to 7(b) incentive agreement for the former Culligan site due to the fact that Astellas will now purchase the property instead of lease it. Vote 5-1 in favor.
- Lease agreement with Clear Wireless LLC.
- Contract award for final design, permitting, and construction observation services for improvements to Reach 1 of the Chicago River's West Fork (Willow Road to the Techny Basic Spillway) to Hey and Associates, Inc. Budget: $58,500.
- Conditional use (B-2 use in an I-2 light industrial district) for Activation Fitness, 1940F-1942A Lehigh Road.
- Implementation of a two cent/gallon Local Motor Fuel Tax. on January 1, 2010. It is anticipated that such a tax would generate approximately $290,000 annually, which would be used to maintain, repair and improve more than 133 miles of Village streets. Vote 4-2 in favor.
- Discussion and determination of 2009 Tax Levy estimates:
- Fiscal Year 2010 Library Budget and $5.65 million Tax Levy. Vote 4-2 in favor.
- Village 2009 Tax Levy. After discussion, staff will be presenting a levy of $10.5 million at the November 17 Board meeting for consideration. This includes a property tax increase of approximately seven percent, designed to help address the structural imbalance that the Village faces as expenses continue to outpace revenues.
