Village President's Report:

  • Recognition of Glenview Park District for receiving the Illinois Association of Park Districts "Best of the Best" Award for its Intergovernmental Agreement with the Village regarding the operation and maintenance of Air Station Prairie and the Tyner Interpretive Center.
  • Swearing in of new Police Officers Eugene Harlow and Rob Fryc.

Village Manager's Report:

  • Joint Administrative Facility Update. The Village, the Glenview Park District, and Glenview School District 34 are studying the feasibility of a single facility that could house the administrative headquarters of all three organizations. The re are several goals, but two of the most important are to increase operational efficiency and save taxpayer dollars by sharing several common spaces, such as a lobby, Board Room, and meeting rooms . The current Village and Park District facilities are in poor repair -- and both organizations have outgrown their current spaces. The School District needs additional space and is considering the merits of a new administrative site. Two locations are under consideration: the current Village Hall site and land on the public campus near the Police Station. The organizations commissioned a space needs study and met to review the results on October 18. The unanimous choice for the preferred site was just north of the Police Station. This site, budget, and interior conceptual layouts for the project will be further explored at the group's next meeting , at 7 p.m. on November 29 in the Police Department Community Room .
  • Request for Board discussion and direction regarding two proposed enhancements along Glenview Road: changes at Pine Street to prohibit left-hand turns from that street onto Glenview Road and changes at Railroad Avenue to prohibit right-hand turns onto that street from Glenview Road. These projects had been considered to help facilitate traffic flow and decrease congestion, however, area businesses do not wish to proceed with them until further downtown development occurs. The Board concurred and directed staff to hold off on these changes at the present time.
  • New Glenview Public Library update. Currently the Library Board is seeking to wrap up Phase I of the project: schematic design. Over the past months, the Library has met with the Village Plan and Appearance Commissions, as well as Village staff, to get feedback on the proposed design. There is some value engineering underway, as the initial cost estimates appear to be approximately $4 million over the authorized budget. This matter will be further discussed at the Library Board's November 15 meeting. The Library is also working on other issues, including the development of a cross-access agreement with AT&T, which owns the NW corner of the alley between the current Library, the former Epco site and the former Post Office site. It is also working on access, utilities, storm water detention, preliminary landscaping, and parking -- as well as launching a fund raising campaign. The goal is to break ground in May 2008.

Approved:

  • Singe-lot subdivisions:
    • 44 Hackberry Lane (Georgescu).
    • 1948 Dewes Street (Florence).
    • 1957 Glenivew Road (Krakow).
  • Contract Awards:
    • Expansion of MUNIS Financial Management Software with the purchase of the permits/inspections and code enforcements module. Modification to contract with Tyler Technologies. Budget: $63,925.
    • Design services for Zenith Drive infrastructure improvements to Gewalt Hamilton Associates. Through an agreement between the Village, the Glenview Park District, Aon, and ABT Electronics, Zenith will serve as a detour route during the replacement of the Milwaukee Avenue Bridge. ABT will reimburse the Village for all expenses. Budget: $121,770.
  • Regarding Jolane's, 1100 North Milwaukee; and L'Appetito, 1836 Glenview Road:
    • Increase in the number of Class A Liquor Licenses (permitting retail sale on the premises of alcohol for consumption on the premises) from 45 to 47.
    • Issuance of a Class A and Class J Liquor License for Jolene's.
  • Intergovernmental agreement with the Cook County Emergency Telephone System Board (ETSB) that will enable the Village to receive $68,318 in County 911 surcharge revenues during the 2007/2008 Fiscal Year. The County shares this revenue with public safety agencies (such as Glenview) that serve unincorporated County areas.
  • Execution of an annexation agreement for 600 Milwaukee Avenue. A public hearing was held on this matter.

First Consideration:

  • Rezoning of:
    • 1302 Prairie Lawn.
    • Glenview Park District -- West Park II -- 1000 Zenith Drive.
  • Annexation ordinance, rezoning, final site plan and preliminary subdivision for 600 Milwaukee Avenue. A public hearing was held on this matter.

Continued:

  • Regarding the Village Emerald Ash Borer Management Plan, an amendment to the Tree Preservation Ordinance.
