Village President's Report
- Character Counts Poster Contest Awards Ceremony.
- Proclamations: U.S. Marine Birthday and Affordable Housing Month.
- 2009 Village Budget Workshop: Monday, November 10, 7 p.m. in the Police Station.
- Veterans Day: Ceremony will be Tuesday, November 11 at 11 a.m. in Downtown Glenview.
- Green News and Notes: Northfield Township Recycling event on November 8; NRC Techny Basin Clean Up November 15.
Village Manager's Report
- Library financing and timetable. The Village has committed $26.3 million to the project; staff recommended
issuing 20-year debt in this amount resulting in bond proceeds that exceed this amount (by approximately $896,000). These additional funds could be used to
cover bond issuance costs and other Village-funded capital projects relating to the library project. There was general consensus among Trustees for this course of action.
- Third Quarter Financial Update. In total, the 2008 Corporate Fund year-to-date revenues and expenditures are fairly consistent with 2007 actuals. However, because of significant
economic uncertainty, the Village will closely monitor revenues and expenditures over the next several months.

- Final subdivision: Prairie Glen Corporate Campus Unit 9.
- Contract and bid awards:
- Western Avenue water main replacement project to Berger Excavating Contractors, Inc. Budget: $252,555.
- Information technology staffing support to Prescient Solutions. Budget: $720,976.
- MUNIS Citizen Self Service Module to Tyler Technologies. Budget: $26,260.
- Addition of Police Chief and Deputy Police Chief as authorized signatures to the Police Special Account at Glenview State Bank.
- Class A liquor license (full service of alcohol) for Cafe Blue, 214 Greenwood.
- Designation of GlenStar site as in need of economic development assistance. This is required for Astelles Holding US, LLC (which
wishes to construct an
office facility on the former Culligan site) to obtain a Class 7(b) tax incentive from Cook County.
- Final site plan approval for Advocate Medical Building, 1255 Milwaukee Avenue. Vote 4 to 1 in favor.
First Consideration
- Rezoning, planned development approval, final site plan review, associated variations, and preliminary subdivision ordinance for
GlenStar Properties Office and Hotel Parcel, 1 Culligan Parkway.
- Conditional Use (B-3 use in a B-2 business district) for Nobori Sushi, 1821 Waukegan Road.
- Elimination of differential in school and park impact fees between The Glen and the balance of the Village.
Currently, land within The Glen is valued at $40,000/acre for the purpose of assessing development impact
fees. Originally, this value had applied to all land in Glenview but in the midst of redeveloping The Glen, the Village raised that value to
$500,000/acre outside of The Glen to more accurately reflecting market value of land. It left the figure within The Glen at $40,000/acre, however, because developers
were in the midst of their projects and the Village set aside school and park land to offset development. With The Glen essentially fully developed, the Village seeks to eliminate this differential and define a single value for assessing impact fees of
$500,000/acre.
- Amendment to Fee Ordinance to correctly reflect the Village's current engineering inspection fees for sanitary sewer construction.
Update
- North Side Willow Road Sidewalk Improvements. The Village of Northbrook
has agreed to work with the Village of Glenview on joint grant applications to undertake construction of a sidewalk running along the north side of
Willow Road near the Tollway. If grant funds can't be obtained, Northbrook has agreed to consider negotiating a cost sharing
agreement with the Village of Glenview for the improvements.
