Village President Report
- President Cummings remembered the life of former Village President Jim Smirles, who passed away on November 12.
Approved
- A Class A Liquor License (sale of alcohol for consumption on the premises) for New Town Restaurant, 611 Milwaukee.
- Ordinance clarifying Village policy regarding objects in right-of-ways and public easements. Plantings and other private objects are not generally allowed in public rights-of-way and should be removed. The Village takes no responsibility for the maintenance, repair or replacement of any planting or private object located in a public right-of-way or easement.
- Amendment to existing code to permit lighting on auto dealership lots up to 125 foot-candle level.
- One-year contract extension with Lockheed Martin, Inc. (January 1-December 31, 2011) to lease the Police Department's facilities to conduct federal flight deck officer firearms training.
- Contract with Allied Benefit Services, Inc. to administer the Village's flexible spending account and dental reimbursement program. Budget: not-to-exceed $22,000.
- Single-lot subdivision of 837 Harms Road - Plyer.
- Participation in the State of Illinois' Rock Salt Joint Purchasing Program to obtain 7,000 tons of salt for the 2010-2011 winter season. Cost: $401,450.
- Lease agreement with Clearwireless Broadband for the monopole at Fire Station 13, 831 East Lake Avenue.
- Intergovernmental agreement with the Village of Winnetka for the temporary use of the Village of Glenview's Deputy Fire Chief, who will serve as Winnetka's Fire Chief through January 31, 2011. Winnetka's current Fire Chief will retire shortly, and its new Village Manager will not be on board until December. It will reimburse Glenview for the Deputy Fire Chief's salary and benefits during this staff "loan."
- Payroll deductions for employees participating in the Glenview Fire Department Retiree Health Benefits Plan. No funding is provided by the Village; all contributions are made by participating employees.
- Conditional use (B-3 use in a B-2 general business district) for Jimano's Pizzeria, 2528 Waukegan Road.
- Village-sponsored voluntary separation incentive program for eligible employees. This program is one tool the Village is using to address its current financial challenges.
First Consideration
- Establishment the 2010 property tax levy. A public hearing was held on this matter. In considering the tax levy, staff outlined the significant economic challenges facing the Village, including:
- The projected 2010 surplus of $1.3 million includes $2.5 million of one-time revenues
- Ongoing Corporate Fund revenues for 2011 are projected to be $650,000 or 1.25 percent below the 2010 projection while expenditures will increase $1.7 million or 3.4 percent.
- The Corporate (operating) Fund balance is healthy enough to absorb the projected deficit in 2011 ($2 million) and remain within policy of 30-40 percent of total expenditures. However projected deficits in 2012 ($3.8 million) and 2013 ($3.9 million) cause the Corporate Fund Balance to fall below policy levels and must be addressed to ensure the financial stability of the Village
- Staff continues to closely monitor revenues tied to the economy as well as any actions by the State that may impact the Village’s portion of State Income Tax collections
- Staff remains focused on reducing the projected deficits. The proposed Voluntary Separation Program (see above) is one such tool being employed
- Establishment of the 2010 property tax levy for Special Service Area 47 - Huber/Central Sanitary Sewer Rehabilitation Project. A public hearing was held on this matter.
- Establishment of the 2010 property tax levy for Special Service Area 55 - Park Lane Fence Project. A public hearing was held on this matter.
- Establishment the 2010 property tax abatement. A public hearing was held on this matter.
- Twenty-five percent reduction of permit fees for certain types of single-family home improvement projects from January 1-March 31, 2011.
Presentations, Requests for Board Direction
- Presentation of the 2011 Tax Increment Financing (TIF) Budget.
- Request for Board direction on recommendations regarding how the Village handles stormwater drainage complaints, which have been the focal point of numerous discussions over the last several years at the Plan Commission, Board of Trustees, and Stormwater Task Force. Significant staff time has been devoted to attempting to resolve these issues. Proposed solutions for complex complaints include review by a new "Drainage Team," increasing fines for serious violations, and enacting an administrative adjudication program. Trustees were generally supportive; they directed staff to refine these ideas and present them to the Plan Commission for further review.
Remanded to Plan Commission
- Amendments to municipal code regarding stormwater management requirements for infill sites. The goal is to refine Village staff's ability to assure adjacent neighbors that any new construction will not result in new drainage concerns or exacerbate existing concerns.
