Village President's Report
- Reappointment of Trustee Paul Detlefs to the Fire Pension Board.
Approved
- Final Site Plan for a solarium at Jolane's Cafe, 1100 Milwaukee Avenue.
- Subdivisions:
- Glenview Public Library - 1930 Glenview Road (final).
- Cavanaugh - 951 Central Road. (single-lot).
- Renewal of sublease with coffee shop vendor at the downtown Metra Station.
- Contract awards for:
- Architectural services for various Village-owned facilities to Ruck Pate Architecture, Tria Architecture, and Burns & McDonnell. This contract is not for any specific project; rather, it "pre-qualifies" these firms to handle small projects ($250,000 or less) that often come up throughout the year.
- Purchase of computer and networking equipment associated with annual server replacement program to Computer Discount Warehouse-Government. Budget: $43,779.
- Annual computer replacement program to Dell Computer (workstation replacement) and to CDS Office Technologies (rugged and semi-rugged toughbook replacement). Budget: $90,568.
- Installation of three water main valves on Waukegan Road to Lenny Hoffman. Budget: $59,527.
- Change order of $108,000 to the Rugen St. Pump Station roof replacement contract with L. Marshall, Inc. The increased amount is to fund additional repairs within the tank unrelated to the roof -- but found to be necessary during tank inspections.
- Establishment of a $15 million line of credit with Glenview State Bank to use as an option for funding 2010 capital projects and other potential uses (as designated and approved by the Village Board.) Vote 5-1 in favor.
- Amendment of Liquor License Code such that current license holders who are simply adding a classification or new owners of existing licensed establishments will only have to pay the "pro-rated" portion of the initial liquor license fee that is already required for new licenses.
- Extension of expiration of conditional use (B-3 General Service District use in an I-2 Light Industrial District) and final subdivision ordinance for Auto Art - 3124 Lake Avenue & 3090 Northlake Terrace.
First Consideration
- 2009 property tax levy and abatements. After the effect of the abatements and the provision for loss and cost in collections (added by the County) have been taken into account:
- The proposed Village levy is $10,853,901 -- a 6.64 percent increase or $675,812 greater than the amount extended in the 2008 levy. With regard to the increase:
- $202,816 is attributable to the anticipated equalized assessed value of newly annexed property, which should have a negligible impact on taxpayers.
- $353,901 is attributable to the change in the Village’s treatment of the provision for loss and cost
- $119,095 will help the Village begin to address a structural imbalance that exists as expenses continue to increase at a higher rate than that of revenues.
- The proposed Library levy is $6,338,910. Originally, the proposed Library levy was $7.9 million, however, the Board made the decision to contribute $2.95 million over the next three years from the Permanent Fund to assist in paying off the Library's debt service. This is subject to a yearly review and a commitment on the part of the Library to focus on cost-cutting and operational efficiency moving forward.
Vote 5-1 in favor; a Public Hearing was held on this matter.
- Environmental Review Committee recommendation approving the 4111-4249 Kennicott Lane Sanitary Sewer Project.
- Voluntary annexation of 505 Milwaukee Avenue.
- Final site plan for DRL - 2301 Ravine Way.
- Changes to a range of Village fees for service, including:
- Planning fees (subdivisions, site plan reviews, annexations, etc.)
Fire system permits (new construction, new or upgraded systems.)
- Annual fire inspections for the Glenbrook Fire Protection District.
- Freedom of Information Act (FOIA) fees, as per recent revisions to the Act.
- Vacant property registration fee.
- Liquor license fees.
- Management fees for non-Village (private) infrastructure projects.
- Water sales (Glenview and North Maine).
