Village President's Report

  • Building Commission. Appointment of Jeff Heaney, reappointment of Dan Lackowski, recognition of Mac McMillion as he retires from the Commission.

Village Manager's Report

  • Report from Oliver McMillan, Glen Town Center developer. This is the five-year anniversary of the Center; a good time to review its progress and the success of this public-private partnership. The Center is doing well (particularly since Oliver McMillan took over as property manager) and sales continue to increase -- albeit there has been a recent decline due to the current economic climate. Oliver McMillan noted that the Village's initial $76.5 million investment (net $55 million due to the $21.6 million land sale revenue) is being repaid at a rate of $5 million annually, between property and sales tax.

Public Hearings

  • Regarding the Glenview Public Library Fiscal Year 2009 Budget and request for a property tax levy of $5,515,000. Proposed expenses for 2009 are $6,141,925; proposed revenues are $6,372,119.

Approved

  • Rezoning, planned development approval, final site plan review, associated variations, and preliminary subdivision ordinance for GlenStar Properties Office and Hotel Parcel, 1 Culligan Parkway.
  • Conditional Use (B-3 use in a B-2 business district) for Nobori Sushi, 1821 Waukegan Road.
  • Elimination of differential in school and park impact fees between The Glen and the balance of the Village. Previously, land within The Glen was valued at $40,000/acre for the purpose of assessing development impact fees. Originally, this value had applied to all land in Glenview but in the midst of redeveloping The Glen, the Village raised that value to $500,000/acre outside of The Glen to more accurately reflecting market value of land. It left the figure within The Glen at $40,000/acre, however, because developers were in the midst of their projects and the Village set aside school and park land to offset development. With The Glen essentially fully developed, the Village now will eliminate this differential and define a single value for assessing impact fees of $500,000/acre.
  • Amendment to Fee Ordinance to correctly reflect the Village's current engineering inspection fees for sanitary sewer construction.
  • Contract and bid awards:
    • Microsoft software licensing to CDW Government, Inc. through the Statewide contract. Two-Year Budget: $112,053.
    • Glenview Road/Greenwood Road intersection and roadway improvements - Phase II engineering to Civiltech Engineering, Inc. Budget: $121,286.
    • Auditing of financial statements for fiscal years ending December 31, 2008, 2009 and 2010, with the option of auditing 2011 and 2012 to Miller Cooper & Company. Budget: $308,100.
  • Collective bargaining agreement between the Village of Glenview and the International Union of Operating Engineers, Local 150.
  • Resolution confirming that Astellas Holding US, LLC has met the eligibility requirements for its Class 7(b) tax incentive. This is required as part of Astelles's application to Cook County to obtain this incentive. Astelles wishes to construct an office facility on the former Culligan site.
  • Payment of Early Retirement Incentive (ERI) liability for Village employees who retired in 2007. This $1,055,089 payment is due to the Illinois Municipal Retirement Fund by December 31, 2008.
  • Conditional use (B-3 use in an I-2 Light Industrial District) for Cars Collision Group LLC, 1830 Pickwick Lane.
  • Conditional use (B-1 use in an I-2 Light Industrial District) for Academy Elite Baseball, 1832 Pickwick Lane.
  • Amendment to Liquor Code to eliminate the initial license fee, and provide that license fees for new liquor licensees will be paid on a pro-rated basis during the first year they have the license. For example, a new licensee applying in December would pay only 1/12th of the annual fee.

First Consideration

  • 2008 property tax levy and abatements for a net property tax levy of $10,068,128. Public Hearings were held on both these items. Vote 5-1 on property tax levy.
  • Adjustment to parking restrictions on Prairie Lawn Road between Linneman Street and Glenview Road to prohibit stopping, standing or parking along the road during bus drop off and pick up times on school days.

Presentations

  • Proposed Fiscal Year 2009 Village Operating and Capital Projects Budgets. Proposed revenues are $55,043,789; proposed expenditures are $53,512,440. This item will be on the December 9 agenda for consideration and a vote.
  • Proposed adjustments to rates for the Village of Glenview Water and Sewer Systems, and the North Main Utility System. This item will be on the December 9 agenda for consideration and a vote.

  • Regarding Resident Storm Water Task Force projects:
    • Budget amendment.
    • Contract award for Village-wide storm water hydraulic analysis and Task Force support to MWH Americas, Inc. Budget: $351,967.
    • Contract award for East of Harms sanitary sewer analysis to RJN Group. Budget: $36,900.
  • Amendment to 2008 Village Budget to increase revenues by $1,173,787, increase expenditures by $3,559,274, increase transfers in by $1,896,236 and decrease transfers out by $3,879,311 for various funds. These changes are primarily due to the significant slow down in the economy and various factors that have increased operating costs, including the record-breaking snow fall last winter and the Village's 2008 liability for employees who participated in the Early Retirement Incentive Program.
  • Resolution regarding Glenview Public Library and Glenview State Bank's parking lot.
  • Ordinance amendment to permit a hospice as a conditional use in an I-2 Light Industrial District.
