Village Manager's Report

  • Presentation by Glenbrook South High School regarding its proposed Traffic Planning Project.

Approved

  • Regarding the 2009 property tax levy and abatements:
    • 2009 property tax levy. Vote 5-1 in favor.
    • 2009 property tax abatements.
    After the effect of the abatements and the provision for loss and cost in collections (added by the County) have been taken into account:
    • The Village 2009 property tax levy will be $10,853,901 -- a 6.64 percent increase or $675,812 greater than the amount extended in the 2008 levy. With regard to the increase:
      • $202,816 is attributable to the anticipated equalized assessed value of newly annexed property, which should have a negligible impact on taxpayers.
      • $353,901 is attributable to the change in the Village’s treatment of the provision for loss and cost
      • $119,095 will help the Village begin to address a structural imbalance that exists as expenses continue to increase at a higher rate than that of revenues.
    • The Library 2009 property tax levy will be $6,338,910. Originally, the proposed Library levy was $7.9 million, however, the Board made the decision to contribute $2.95 million over the next three years from the Permanent Fund ($1.5 million for the 2009 levy) to assist in paying off the Library's debt service. This is subject to a yearly review and a commitment on the part of the Library to focus on cost-cutting and operational efficiency moving forward (see item below).
  • Additional 2009 property tax abatement of $1.5 million (provided through the Permanent Fund) to assist in paying off the Library's debt services. See item above. A Public Hearing was held on this matter.
  • Fiscal Year 2010 Village Budget. Total Sources are projected at $157 million while Total Uses are projected at $180 million. The projected $23 million difference will be bridged by existing reserve funds. A Public Hearing was held on this matter. Vote 5-1 in favor.
  • Environmental Review Committee recommendation approving the 4111-4249 Kennicott Lane Sanitary Sewer Project.
  • Voluntary annexation of 505 Milwaukee Avenue.
  • Changes to a range of Village fees for service, including:
    • Planning fees (subdivisions, site plan reviews, annexations, etc.)
    • Fire system permits (new construction, new or upgraded systems.)
    • Annual fire inspections for the Glenbrook Fire Protection District.
    • Freedom of Information Act (FOIA) fees, as per recent revisions to the Act.
    • Vacant property registration fee.
    • Liquor license fees.
    • Management fees for non-Village (private) infrastructure projects.
    • Water sales (Glenview and North Maine).
  • Agreement with the Village of Golf for Glenview to provide building inspection services at the rate of $85/hour.
  • Agreement with the Illinois Department of Transportation to reimburse the Village up to $1 million for improvements in support of the new library -- including the installation of a traffic signal at Glenview Road and Washington Street, and the resurfacing of Glenview Road (from Greenwood to Washington).
  • Subdivisions:
    • 2123 Grove - Lyla Lane (single-lot).
    • 2101 Saipan Drive - Glenview Naval (final).
  • Contract and bid awards for:
    • Geographic Information System Consortium Service to Municipal GIS Partners, Inc. to continue the development and maintenance of the Village's GIS. Budget: $175,277.
    • MUNIS work order software and training to Tyler Technologies. Budget: $63,390.
    • Plow and spreader replacement parts for the 2009-2010 winter season to Flink Company. Budget: $40,000.
    • Clean-up and landscaping services for properties accessed via a court order obtained by the Village to Landscape Concepts Management, Inc.(one-year contract extension). Cost: $152.50/hour; $1,220/day.
  • Declaration of three Village vehicles -- two cars and one snow blower -- as surplus and ready for sale. One of the cars has been used by the Library for several years; the second car will be sold to the Library to replace the first.
  • Extension of a conditional use granted to Glenbrook Hospital, 2100 Pfingsten Road, to operate an existing heliport at a revised location.
  • Conditional use (B-2 use in an I-2 light industrial district) for Glenview Blaze Baseball, 1919 Pickwick Lane.
  • Designation of eight public parking spaces on Stevens Drive as one-hour parking.
  • Regarding payment of the Village's 2007-2008 Early Retirement Incentive (ERI) liability, amendment to 2009 Permanent Fund budget to pay this liability. Vote 5-1 in favor.

First Consideration

  • Twenty-five percent reduction in fees for certain types of permits relating to single family home improvements between January 9 and March 31.
  • Environmental plan and conditional use ordinance for the Glenview Park District's construction of a carriage house and pavilion at the Grove - 1421 Milwaukee Avenue.
  • Regarding payment of the Village's 2007-2008 Early Retirement Incentive (ERI) liability, payment to the Illinois Municipal Retirement Fund (IMRF) for the remaining liability, estimated at $3,417,328.
  • Voluntary annexation ordinance for 3260 Brookdale Lane.
