Village President's Report
- Appointment of members to the Resident Storm Water Task Force.
Village Manager's Report
- Update on Air Station Prairie, which has been owned and managed by the Glenview Park District since May, 2008.
Park District representatives provided an operations and audited financial report.
- Discussion: Fire/EMS and Police operations studies. During 2008 the Village has been working with a consultant to analyze and evaluate operations for police patrol, fire services,
EMS service call volume, and dispatch. Key findings include:
- The Police Department has an acceptable relationship between staffing and workload. In 2009, it will move to a 12-hour shift model.
- Changes were made to the way in which the Police Department collects call for service data to aid in more closely measuring police operations
and response times.
- The Fire Department is well within its own standard of a four-six minute response time.
- Changes to be implemented include (among other things) a community risk assessment and building inspection program, and
training personnel in the use of the Village's Geographic Information System.
Approved
- Adjustment to parking restrictions on Prairie Lawn Road between Linneman Street and Glenview Road to prohibit stopping, standing or parking
along the road during bus drop off and pick up times on school days.
- Single lot subdivision for Swietek Subdivision, 240 Elm Street.
- Liquor licenses for:
- Hour Glass Cafe, 9850 Milwaukee Avenue (Class A - sale and consumption of alcohol on the premises).
- Salerno's, 2085 Tower Drive (Class B -- sale and consumption of beer and wine on the premises).
- Intergovernmental agreement with the Cook County Emergency Telephone System Board (ETSB) in order to receive $75,062 for serving the unincorporated Glenbrook Fire Protection District.
- Change in placement of antenna owned by Denali Spectrum Operations, LLC on the water tower at 624 Waukegan Road.
- Contract and bid awards:
- GIS Consortium Service Provider Contract to Municipal GIS Partners, Inc. Budget: $175,277.
- Professional services related to the former Dominick's, 1020 Waukegan Road to S.B. Friedman and Company.
Budget: $10,000.
- Court-ordered cleanup and landscape services
to Landscape Concepts Management, Inc. Landscaping complaints are rising steadily, possibly due to the increase in foreclosures. This contractor will handle court-ordered clean-up on a case-by-case basis.
Budget: rate of $152.50/hour.
- Phase II engineering for the North Glen commuter parking lot project
to Postl-Yore and Associates, Inc. Budget: $22,700.
- Establishment of an accrual sick-leave policy for the Village and transition of 35-hour per week non-union personnel to a 40-hour
work week.
- Modification of Village's Purchasing Policy; only one quote is now required for purchases under $500.
- Purchase of a fire engine via the Northwest Municipal Conference group purchase contract. Price: $518,000.
- 2008 property tax levy. (Vote 5-1 in favor.)
- Abatements for a net property tax levy of $10,068,128. A Public Hearing was held on the abatement.
- Regarding Resident Storm Water Task Force projects: (Vote 5-1 in favor.)
- Budget amendment.
- Contract award for Village-wide storm water hydraulic analysis and Task Force support to MWH Americas, Inc. Budget: $351,967.
- Contract award for East of Harms sanitary sewer analysis to RJN Group. Budget: $34,900.
- Fiscal Year 2009 Village Budget which details $213.4 million in total uses (although this includes internal transfers).
A Public Hearing was held on this matter.
- Final site plan for the Villas on Glen Lake, LLC, 3111 West Lake Avenue.
- Adjustments to rates for the Village of Glenview Water and Sewer Systems, and the North Main Utility System.
- Ordinance introducing Special Service Areas 62 and 63 (Glen Oak Acres) for local storm sewer installation.
First Consideration
- Ordinance amendment to permit a hospice as a conditional use in an I-2 Light Industrial District.
Continued
- Consideration of resolution to remove 32 Waukegan Road gas street lamps. These lamps are expensive,
difficult to maintain, and serve no purpose as in most places light is provided by an overhead street lamp.
