Village President Report
- Swearing of Ron Ganim and Casey Chiappetta to the Natural Resources Commission.
- Report on Illinois Senate Bill 3538, which has passed both Houses and is now on Governor Quinn's desk for signature. It addresses public safety pension systems. Earlier in the year, the State created a two-tier system for other types of state pensions; this new bill brings parity. If signed into law, there would be changes in benefits for new hires after January 1, 2011, including shifting the retirement age to 55, setting a pensionable salary cap, and basing pension amounts on an average of the last eight-ten years of salary (as opposed to the salary on the last day of employment).
Village Manager Report
- Update: Third quarter 2010 Corporate Fund Financials. Revenues, budgeted at $52.7 million, are now projected to be $53.8 million. Expenditures, budgeted at $52.7 million, are now projected to be $53.2 million.
- The Village received approximately $3 million in one-time revenues in the first half of 2010, which will help offset declines in Sales Tax, Home Rule Sales Tax, Utility Tax and State Shared Income Tax.
- Senior management continues to evaluate how the Village delivers services to the citizens of Glenview. Every opportunity to maintain service levels, cut costs, and increase efficiency is carefully considered.
- Due to conservative planning, over $2 million in secured grants to support Village infrastructure, and proactive financial management, the Capital Improvements Program is back on track
- Update: Multi-Family Housing Refuse and Recycling Pick Up. Currently, Groot provides pick up for only single-family homes and developments with two or fewer units. However, as 11 larger developments -- with individual unit refuse and recycling pick up -- are interested in receiving service through Groot, staff requested Board direction as the whether it should move ahead and negotiate a contract amendment with Groot in order to offer this service as a voluntary option to multi-family housing units. Feedback was also requested on how carts should be provided (free to customers or at a fee). Staff was directed to develop a fee differential and cost schedule for the carts.
- Update: Hunter Road 2011 Reconstruction Project (Glenview Road to Wilmette). Staff requested Board direction regarding whether or not the Village should carry the cost of installing curb and gutter as part of this project. Traditionally, property owners have borne the cost but special circumstances may warrant the Village paying for this project. Trustees were divided on the topic; staff was asked to bring back additional information.

- 2010 property tax levy and abatements to the levy.
- 2010 property tax levies for Special Service Areas:
- #38 - Portage Run water main and sanitary sewer project.
- #42 - Portage Run north sanitary sewer and water main project.
- #47 - Huber/Central sanitary sewer rehabilitation project.
- #55 - Park Lane fence project.
- #56 - Park Drive sanitary sewer project.
- #57 - Park Drive storm sewer project.
- Fiscal Year 2010 Year End Budget Amendments to increase expenditures by $566,308. This is part of the routine end-of-the-year process through which staff reviews expense and revenue projections to determine if any amendment is necessary.
- Fiscal Year 2011 Village Budget. Total sources are budgeted at $150 million; total uses are budgeted at $160.8 million (although a budget amendment is anticipated early in 2011 to adjust for savings due to an employee voluntary separation program). A Public Hearing was held on this matter.
- Single-lot subdivisions:
- 815 Edgewood Lane – Weiss-Camarato
- 904 East Glenwood Road – Mia A. Asghari & Hana A. Asghari
- Extension of maturity date to December 31, 2012 for the Village's existing $15 million line of credit with Glenview State Bank. The line of credit can be used as a short-term financing tool option for funding capital projects and other potential uses.
- Contracts, Purchases and Bid Awards:
- Time & attendance and scheduling software from Novatime Technology, Inc. Budget: $69,426.
- Claims administration services from Cannon Cochran Management Services, Inc. Multi-year contract (January 1, 2011 - May 1, 2014). Budget: $230,056.
- Water system plan analysis to Baxter & Woodman Consulting Engineers. Budget: $82,526.
- East of Harms sanitary sewer and Arbor Lane utility improvements to DiMeo Brothers, Inc. Budget: $2,343,000.
- Various storm sewer improvements to DiMeo Brothers, Inc. Budget: $581,000.
- Cellular lease agreement with T-Mobile for use of monopole at 831 East Lake Avenue, Fire Station 13.
- Intergovernmental agreement with the Illinois Department of Transportation for the Golf Road infrastructure improvement project. Amount not to exceed $246,620.
- Amendment to Municipal Code regarding fees.
- Parking prohibition in front of 1346 and 1347 Prairie Lawn Road on both sides of the street.
- Adjustments to parking regulations along Prairie Street and around the new Library due to the completion of library construction and ongoing construction of the new library parking deck.
- Declaration of certain Village vehicles and equipment as surplus property.

- First consideration of an annexation ordinance for 2255 Sanders -- Northwestern Memorial Hospital.
- Request for Village Board direction on proposed annexation of 3702 Central Road.
