Special Event/Banner Permit


Special events

Whether or not an event requires approval by the Village Board of Trustees depends on its scope. Events that incorporate fewer than 5,000 people (including spectators and participants) can be approved administratively through the Village Manager's Office. Events larger than 5,000 people and/or events requesting use of the Glen Town Center parking decks must be approved by the Village Board of Trustees. 

Special event applications MUST be submitted at least 30 days prior to the event (45 days for events with 5,000 or more participants and/or for events on the Glen Town Center parking decks).

Raffle license

Raffle licenses are issued only to bona fide non-profit religious, business, charitable, labor, fraternal, educational, and veterans’ groups which have been in active existence continuously in the state for a period of five consecutive years immediately before making application for a license, and which had during that entire five-year period a bona fide membership engaged in carrying out their objectives. Raffle licenses applications must be submitted at least 30 days prior to the event. All regulations related to the licensing of raffles can be found in Chapter 22, Article XXI of Glenview’s Municipal Code.

Temporary banner

One temporary banner not in connection with a special event​ as described above may be displayed for 14 consecutive days per calendar quarter​. An application must be filed and approved prior to display.

Selling/serving alcohol at special events

For permission to serve or sell alcoholic beverages at a special event when activity is secondary to a fundraising event sponsored by a non-profit, charitable organization without a current liquor license:

  • A request must be made in writing, at least two weeks prior to the event, addressed to the Deputy Liquor Commissioner, Village Hall, 2500 East Lake Avenue, Glenview IL 60026. The host shall provide evidence of dram shop insurance unless the alcohol is served by a licensed caterer.
  • A letter of approval will be sent back to the applicant along with a State of Illinois Special Event Liquor License application form, which must be filed with the State of Illinois. The applicant is also required to forward a copy of the approved State of Illinois Special Event permit and copy of dram shop insurance, once it is received. Glenview Police will be notified by the Liquor Commissioner upon approval of request.
  • If the event is private, by invitation only, the State of Illinois Special Event Liquor License requirement does not apply.

For permission to serve alcoholic beverages at no charge at a special by a for-profit entity open to the public without a current liquor license:

  • A request must be made in writing at least two weeks prior to the event, addressed to the Deputy Liquor Commissioner, Village Hall, 2500 East Lake Avenue, Glenview IL 60026. The host shall provide evidence of dram shop insurance unless the alcohol is served by a licensed caterer.
  • A State of Illinois Special Event Liquor License must be secured.
  • No for-profit entity may host more than three events in any calendar year.

For permission to sell alcohol by a current licensee for a special on-premises event that would not otherwise be allowable by their license classification:

  • A request must be made in writing at least two weeks prior to the event, addressed to the Deputy Liquor Commissioner, Village Hall, 2500 East Lake Avenue, Glenview IL 60026.
  • Permission would be granted if these conditions are met:
    • Approval of a special event application by the Village, which requires insurance and endorsement.
    • Sale of alcohol is limited to the premises of the licensee (on-site tent would be permitted provided it was approved by the special event license).
  • Glenview Police will be notified by the Liquor Commissioner upon approval of the request.

It is not permissible to serve alcoholic beverage for a fee at a special event by a for-profit entity that is open to the public.

It is not permissible to serve alcoholic beverages at no charge at a special event by a for-profit entity that is invitation only, not open to the public.

Film or motion picture permit

A Film/Motion Picture Permit is required for any filming project taken place within the boundaries of the Village. The permit is not approved until confirmation is received from the Village Manager's Office. Contact (847) 904-4370 for more information.
