Actions:

• Authorized approval of a Class L liquor license for Forza Meta, 1811 Glenview Road, which authorizes the consumption of beer and wine brought onto the licensed premises of a restaurant or craft brewery (BYOB).
• Authorized execution of a Class A liquor license for Iron Age Glenview LLC, 4513 West Lake Avenue, and Sakura Sushi, 1615 Milwaukee Avenue, which allows for the sale of alcoholic beverages for consumption on the premises where food is served.
• Gave final approval to an official map amendment, rezoning, final site plan review and preliminary subdivision to allow construction of a new day care facility at 1175 Milwaukee Avenue, currently a vacant lot.
• Gave final approval to revising the boundary of Special Service Area 81 to include 745 and 747 Glenayre Drive, which will include these properties in future repayments for the public storm sewer on their property tax bills once they've each completed construction of new single family residences on the lots and connect to the storm sewer system installed as part of the SSA.
• Authorized the Village to amend its agreement for bond counsel services with Katten Muchin Rosenman LLP of Chicago to extend the term through December 31, 2021.
• Regarding an upgrade of the 911 phone system, authorized the waiver of the competitive bidding process and awarded an agreement with Chicago Communications of Elmhurst for upgrading the current Motorola Vesta 911 phone system for $896,092; and amended the fiscal year 2018 Capital Equipment Replacement Fund budget in the amount of $627,264.
• Authorized execution of an Intergovernmental Agreement with the Illinois Department of Transportation regarding funding for the Village's portion of the Willow Road Bridge improvement over Patriot Boulevard and the Metra Railroad Tracks. IDOT intends to upgrade and reconstruct the bridge in the summer of 2019, including constructing a retaining wall. Village funding of $1,842 is required to accommodate an extension of the bike path along the retaining wall for future connection to the Techny Trail.
• Authorized a bid award to Baxter & Woodman Inc. of Crystal Lake for Phase III Engineering services for the Shermer Road multi-use path project for up to $108,367, and authorized the Illinois Transportation Enhancement Program (ITEP) Federal Fund Appropriation to allow the state of Illinois to appropriate $1,256,190 for the project, 80 percent of which will be federal participation and the remainder shared by the Villages of Glenview and Northbrook.
• Authorized a one-year contract extension with Lucas Landscaping and Design of Deerfield for tree removal, stump removal and tree trimming work order request in the fiscal year 2019 budget for $284,000.
• Authorized purchase of computer equipment from Insight Public Sector for $71,611.
• Authorized release of executive session minutes from the November 28, 2018 meeting and erasure of recordings of executive session meetings prior to July 2017.
• Authorized execution of contracts for vehicle maintenance and repair services with Bredemann Ford of Glenview; Golf Mill Ford of Niles; and Fries Automotive Services of Wheeling for the Village's fleet.
• Preliminarily approved amending Chapter 98 (Zoning) of the Glenview Municipal Code in response to trends relating to existing and new land use categories by adding permanent cosmetics, microblading, micropigmentation and similar personal care services.
• Preliminarily granted a zoning variation to Citadel Healthcare, 3300 Milwaukee Avenue, to allow construction of a ground sign with a sign area of up to 29.72 square feet instead of a maximum sign area of 5.00 square feet.
• Preliminarily approved the 2018 property tax levy ordinance, which calls for a 2018 extended levy for the Village of $12,554,363, representing a 0.86 percent, or $106,553, increase compared to the Village's 2017 final extended levy, attributable to an increase in the levy for Equalized Assessed Valuation of new construction and newly annexed property for the 2017 tax year. Additionally, the Glenview Public Library is proposing a 2018 levy of $8,334,886, which includes a decrease in the 2018 debt service due to the 2016 refunding of the new building's bond issue, reflecting a decrease of 1.37 percent, or $115,559, compared to the Library's 2017 final extended levy. The ordinance will be on the December 4 Board agenda for final consideration.
• Preliminarily approved 2018 Property Tax Abatement Ordinances totaling $7,585,491, of which about 94 percent is related to redevelopment of The Glen. After the effect of abatements and the loss provision added by Cook County, the 2018 Proposed Extended Levy for the Village would generate $20,889,249, a 0.04-percent decrease from the 2017 tax year. The ordinances will be on the December 4 Board agenda for final consideration.
• Established 2016 property tax levies for 25 Special Service Areas totaling $337,469. When Cook County delivers a distribution of collected SSA property tax revenue, the Village transfers the portion of the distribution to each respective fund that was used as a source to design and construct the SSA project.
• Standardizes references to Community Development fees
• Memorializes the annual permit fee discount from December 1 through February 28
• Increases the fee for demolition contractors to $50
• Increases the fee for mobile food vendor license and related annual inspections to $95
• Introduces a new fee for late payment of the required annual restaurant inspection fee
• Increases the registration fee for massage licensing and registration to $100
• Memorializes the existing water system connection fee
• Establishes a minimum permit feet of $50 for all fire permit fees
• Increases the permit fees for new cell towers and individual small cell facilities to $650
• Increases several fees related to plan review, inspections and administrative services
• Consolidates all concrete and asphalt flatwork permit types into a single category with a common fee
• Increases single-family residential and non-single family residential plan review fees
• Reduces the fees for single-family addition permit fees based on square feet
• Increases the ambulance transport rates for residents, non-residents and the per-mile transport fees by 3 percent
• Increases the fixed water charge by 1 percent to $6.87 per 1,000 gallons and increases the fixed sanitary sewer charge by 1.46 percent to $1.39 per 1,000 gallons.
