Actions:

• Reappointed Michael Cho to the Board of Fire and Police Commissioners.
• Appointed Anne Junia to the Plan Commission, to fill a vacancy created by the resignation of Mike Korman.
• Presented Environmental Sustainability Awards to 2019 honorees James Woodworth Prairie, Effective Air, Wespath Benefits and Investments, Glenview Public Library and Wild Birds Unlimited.
• Considered the Glenview Public Library's recommendation to approve an operations 2019 property tax levy of $6,347,242, based on its fiscal year 2020 proposed operating budget of $8,837,500, which is 4.8 percent higher than the 2019 budget.
• Gave staff direction on projects to be funded in 2020 from the Permanent Fund and/or other funds, ahead of the presentation of the draft 2020  Village budget at the December 3 Village Board meeting.
• Gave final approval to a conditional use and final site plan review to allow installation of a new playground at the northwest corner of the Willow Creek Community Church's North Shore campus at 2200 Shermer Road, and amendments to the permitted operations on the property, a conditional use in the R-1 Residential District.
• Gave final approval to a conditional use to allow Star Auto, an automobile sales and repair facility at 214 Greenwood Road, Suites A-C, to add internet-based vehicle sales as an accessory use to the business, a conditional use in the B-2 General Business District.
• Gave final approval to a comprehensive plan amendment and official map amendment for 1205 Milwaukee Avenue, which is owned by the Glenview Park District, and rezoning from I-1 Limited Commercial District to P-1 Public Lands District to allow for the consolidation of the parcel with the remainder of The Grove for restoration of native prairie and preservation as open space.
• Waived competitive bidding and approved the purchase of 14 firefighter turnout gear for $32,952 to replace 14 sets that had exceeded their life expectancy standard from Municipal Emergency Services Inc.
• Adopted the 2019 Cook County Multi-Jurisdictional Hazard Mitigation Plan, which encourages long-term reduction of hazard vulnerability and can reduce the enormous cost of disasters to property owners, and also protects critical community facilities, reduces exposure to liability and minimizes post-disaster community disruption.
• Authorized purchase of computer equipment from Paragon Micro Inc. of Chicago for $112,400, in order to upgrade obsolete Windows 7 computers.
• Approved an Intergovernmental Funding Agreement with Metra to receive up to $55,000 in funding for the repair and improvement of commuter facilities at the downtown and Glen of North Glenview train stations.
• Authorized a contract with F.H. Paschen, S.N. Nielsen and Associated LLC of Chicago for up to $51,975 for interior renovations at the downtown Glenview and Glen of North Glenview train stations, which includes removal and replacement of existing countertops in the ticket office and coffee shop, repairs to wood paneling in the ticket office, and patching and painting walls.
• Authorized a one-year contract extension with Standard Fencing of Chicago from January 1, 2020 to December 31, 2020 for an estimated $30,000 to repair and replace Village-owned fences.
•  Preliminarily amended Chapter 98 (Zoning) of the Glenview Municipal Code to prohibit recreational cannabis businesses from locating in any zoning district, prior to the start of the state of Illinois Cannabis Regulation and Tax Act on January 1, 2020.
