Actions:

• Heard an update on the implementation of a food scraps compost program to begin in April in conjunction with Groot’s landscape waste collection service.
• Gave final approval to an ordinance granting vacation of right-of-way, planned development, rezoning, final site plan review and preliminary subdivision approval for a mixed-used building at 1850 Glenview Road, the former Bess Hardware site.
• Gave final approval to establish Special Service Area 70 and 98, which would fund installation of storm sewers and curb and gutter for Longvalley Road from Lehigh Avenue to Harlem Avenue, and Special Service Area 96, which would fund installation of curb and gutter and storm sewers for Woodland Drive, all effective April 20, 2020.
• Gave final approval to a conditional use for the Loyola Academy scoreboard at 1901 Johns Drive.
• Authorized the purchase of hardware from Verizon of Chicago, hardware from CDS Office Technologies of Itasca software from Tyler Technologies of Yarmouth, Maine, and installation services from MPC Communications and Lighting Inc. of Glenview for the Fire Department’s New World Crewforce mobile app for a total estimated $33,317. The intelligent mobile app will help the department know more about an incident while in transit, provide routing direction, identify where other emergency vehicles are located and when they will arrive on scene, pre-incident surveys and the location of fire hydrants.
• Authorized entering into a multi-year Intergovernmental Agreement with the Northfield Township Technology Consortium for high speed network and internet connectivity in the annual amount of $5,220.
• Authorized a bid award to DiMeo Brothers Inc. of Elk Grove Village for the Greenbriar Drive, Covert road and Briarhill Road improvements project for up to $2,187,726. The project includes .5 miles of water main, storm sewer and pavement improvements.
• Authorized and supported an application for Illinois Department of Natural Resources bike path grant funding to rehabilitate the Techny Basin Bike Path, which will include replacing the deteriorated eastern section of the 10-foot wide asphalt path.
• Authorized a two-year agreement with three one-year optional renewals with CHC Wellbeing of Chicago for employee wellness services, including annual biometric screening, activities focused on a healthy lifestyle and progress tracking toward annual wellness incentives, at a cost of $11.90 per participant.
• Authorized the purchase of two trucks and a back loader from Transchicago Truck Group of Elmhurst for $143,412; 60 Self-Contained Breathing Aparatus (SCBA) units from Air One Equipment of South Elgin for $464,785; an ambulance and fire engine from Macqueen Emergency Group of Apple Valley, Minn. for $796,155 and $796,155, respectively; and three police vehicles from Currie Motors of Frankfort, Ill. for $150,000. Additionally, waived competitive bidding and authorized the purchase of five monitors from Zoll Medical Corporation of Chesterfield, Mass.
• Authorized the execution of two-year contract extensions for architectural and engineering services with Cordogan Clark & Associates of Aurora and Kluber Architects and Engineering of Batavia for various Village-owned facilities repair and replacement projects.
• Regarding generator maintenance and as-needed repairs, authorized spending authority for fiscal year 2020 for maintenance and as-needed repairs with Midwest Power Industry Inc. for an estimated $34,965, and authorized execution of a one-year contract extension with Midwest Power Industry Inc. through December 31, 2021.
• Voted support of applications for ComEd Green Regional grant funding to support and expand monarch butterfly habitat established in 2018 at several public locations in 2020.
• Authorized a contract with Concentric Integration of Crystal Lake for purchase and installation of SCADA equipment for two water system interconnect vaults owned by Aqua Illinois for up to $53,460.
• Preliminarily amended the Glenview Municipal Code to increase the number of Class A liquor licenses to 49 from 48, Class F liquor licenses to 5 from 4, and Class L liquor licenses to 9 from 8 to accommodate applications.
