Actions:

• Heard a report on the project to replace the nearly 50-year-old building housing Fire Station 8, 1901 Landwehr Road, which is at the end of its useful life. Building plans will be submitted to the Appearance and Plan commissions. A resolution committing the Village to pay costs over $5 million of the total construction cost was passed in order to apply for the Rebuild Illinois Fast-Track grant Program.
• Received the 2019 Comprehensive Annual Financial Report (CAFR), which included an unmodified “clean" audit opinion and a report from the auditor that there were no material internal control weaknesses or significant deficiencies identified.
• Awarded a bid and authorized a contract with Hoerr Construction Inc. of Goodfield, Ill. For up to $218,317 to line various sanitary and storm sewer mains throughout the Village to extend their service life.
• Approved a contract amendment with Stantec Consulting Services Inc. of Chicago for up to $35,650 for technical assistance in support of potential storm sewer flooding protection for the Tall Trees neighborhood.
• Authorized the use of Motor Fuel Tax Fund appropriations for the 2020 road resurfacing and Minor Area Repair Strategy (MARS) program, and awarded a contract to Arrow Road Construction Co. of Elk Grove Village for up to $2,759,402 to complete the work. Currently, there are 21 street sections, including one alley, listed for resurfacing.
• Authorized execution of an Intergovernmental Agreement with the Illinois Department of Transportation regarding funding of the Village portion of the Willow Road at Pfingsten Road intersection improvements. Village-requested items for the intersection include decorative traffic signal upgrades, illuminated street name signs, emergency vehicle preemption and widened multi-use sidewalks along the south side of Willow Road, for which the Village would be responsible for engineering, construction and maintenance costs, estimated at up to $74,520.
• Approved the final subdivision for the Parkside of Glenview subdivision, 3365 Willow Road, for 29 new lots of record and three out lots to facilitate construction of 29 new single-family detached residents and associated public infrastructure, open space, landscaping and stormwater management amenities.
• Adopted a temporary outdoor dining policy for use during Phase 3 of the state's “Restore Illinois" plan, which allows outdoor dining with parties of six person or fewer, and Phase 4, which would allow indoor seating with capacity limits and other forthcoming safety guidance to be provided by the Illinois Department of Public Health. This action formalizes the executive order signed by the Village President May 26, 2020.
• Authorized execution of a contract with the GovIT Consortium and its service provider, InterDev LLC of Atlanta, Ga., for shared information technology  services for a total 2020 budget amount of $596,412 and a total three-year amount of $1,999,947.
• Authorized a five-year contract with Glenview State Bank for banking services, to replace the current agreement with expires June 30, 2020.
• Authorized the temporary sale by on-premises licensees of packaged liquor and mixed drinks for off-site consumption. Consistent with state guidelines, Class A and B liquor license holder can sell packaged alcohol for consumption off premises throughout the coronavirus pandemic on a month-to-month basis, and the sale of “to go" mixed drinks and cocktails for pickup and delivery are authorized under an amendment to the Illinois Liquor Control Act with strict guidelines.
• Authorized payment of the annual Northeastern Illinois Regional Crime Laboratory membership assessment from August 2020 through July 2021 in the amount of $62,122 and the Intergovernmental Butterfield Maintenance Agreement during the same period for $3,000.
• Approved a Collective Bargaining Agreement between the Village of Glenview and the Metropolitan Alliance of Police #156 for Glenview police officers, for the term of January 1, 2019 through December 31, 2022.
• Approved a Collective Bargaining Agreement between the Village of Glenview and the International Association of Firefighter Local 4186 for the term of January 1, 2020 through December 31, 2022.
• Preliminarily amended the Glenview Municipal Code to increase the number of Class J liquor licenses to 1 from zero, to facilitate Glenview Grind, 1837 Glenview Road, which has applied for a Class J liquor license. A Class J license allows the sale of beer and wine only for consumption on the premises where the principal business is the sale of coffee or tea.
• Preliminarily amended the Glenview Municipal Code to remove the requirement that the Village issue animal identification tags, since other resources are available to the Police Department to identify lost animals and owners are able to obtain tags independently.
• Authorized execution of a professional services contract with CallisonRTKL Inc. for an Economic Development Strategy Plan and a Downtown Revitalization Plan update for up to $280,000. The goal is to stimulate economic growth through diversification and stabilization of the economic base, retain and recruit businesses, and support Village employment centers.
• Awarded a professional services contract to Public Communications Inc. for up to $90,000 for a Community Engagement Plan. The goal is to identify and implement practices that heighten communication with Village customers and promote “all things Glenview" through various marketing, social media and communications techniques.
• Preliminarily authorized extensions of lease agreements with T-Mobile Central to maintain existing cellular signal equipment at Village-owned water towers at 624 Waukegan Road and 4208 Central Road and the existing monopole at Village Hall, 2500 East Lake Avenue. Rent payments for renewals through 2039 would total $5,257,485.
