Actions:

  • Preliminarily approved the 2020 property tax levy ordinance, which calls for a 2020 Extended Levy for the Village of $12,757,014, representing a 0.73 percent, or $92,312, increase compared to the Village's 2019 final extended levy, attributable to an increase in the levy for Equalized Assessed Valuation of new construction and newly annexed property for the 2019 tax year. Additionally, the Glenview Public Library is proposing a 2020 levy of $8,157,071, which includes a 0.73 percent, or $47,725, increase in the 2020 debt service compared to the Library's 2019 final extended levy related to the 2016A refunding bond issue required to fund the new building. The ordinance will be on the December 8 Board agenda for final consideration.
  • Gave final approval to amending the Glenview Municipal Code to increase the number of Class K liquor licenses from two to three; Class E liquor licenses from 24 to 25; and Class A liquor licenses from 47 to 48 to accommodate applications from Stunt Brewing, 1825 Waukegan Road, and Tangled Roots Beverage Company, 1100 Milwaukee Avenue.
  • Gave final approval to a conditional use and final site plan review approval for Willowbrook School, 2500 Happy Hollow Road, in order to construct an addition to the existing school and expand the parking lot by 15 stalls and final approval to a zoning variation for the parking lot design.
  • Adopted the Metropolitan Mayors' Caucus' Greenest Region Compact to continue moving the Village toward collaborative goals that address sustainability in the greater Chicago region. Adoption demonstrates that the Village is supportive of the sustainability goals and practices of the compact and will work to achieve those goals to advance environmental stewardship, sustainability and quality of life in the community in cooperation with other communities throughout the region.
  • Approved a request for Class K and Class E liquor licenses for Stunt Brewing, 1825 Waukegan Road, and a Class A liquor license for Tangled Roots Beverage Company, 1100 Milwaukee Avenue.
  • Authorized a one-year contract extension for emergency contractor assistance relating to water and sewer infrastructure repairs with Kloepfer Construction of Northbrook; DiMeo Brothers of Elk Grove Village; and Mark Meade Excavators of Grayslake through December 31, 2021 at an estimated $162,800.
  • Authorized a one-year contract extension with G&L Contractors Inc. of Skokie for debris hauling and aggregated material delivery services through December 31, 2021 for an estimated $275,561.
  • Amended an existing contract with USIC for utility locating services for an additional $60,000 due to a higher than anticipated number of requirements to locate Village-owned underground infrastructure, as mandated by the Illinois Underground Utility Facilities Damage Preservation Act.
  • Preliminarily approved 2020 Property Tax Abatement Ordinances totaling $7,589,983, of which about 94 percent is related to redevelopment of The Glen. After the effect of abatements and the loss provision added by Cook County, the initial proposed total combined Village Tax Levy of $28,097,827 would be reduced by $7,589,983 for a net 2020 Levy of $20,507,844. Taking into account the Cook County provision for “loss and cost" in collection, the 2020 total Village Levy is estimated to generate $21,194,067. This is $142,622, or 0.68 percent, more than the 2019 Final Extended Levy. The ordinances will be on the December 8 Board agenda for final consideration.
  • Established 2019 property tax levies for 24 Special Service Areas totaling $325,866. When Cook County delivers a distribution of collected SSA property tax revenue, the Village transfers the portion of the distribution to each respective fund that was used as a source to design and construct the SSA project.
  • Preliminarily adopted ordinances to amend the Glenview Municipal Code to amend fees charged by the Village including changes which:
    • Offer a temporary discount for using the Glenview commuter lots during the COVID-19 pandemic in 2021
    • Reduce the fee for above-ground swimming pool installation and hot tub-spa swimming pool installations to $150
    • Increases ambulance transport rates for residents, non-residents and the per-mile fee by 3 percent
    • Increases the fixed water charge by 1 percent to $7.08 per 1,000 gallons and increases the fixed sanitary sewer charge by 2 percent to $1.44 per 1,000 gallons, effective January 1, 2021
    • ​Update fees for the purchase and installation of water meters to reflect the increased cost of meter equipment
